Maitland > Valley Conserva- tion Authority (MVCA) on Thursday after four years, • and the Authority is looking for a general manager to replace resource manager Ian. DesLaurier, who has gone on to.a new job. At the annual meeting of the MVCA held at the Wroxeter headquarters on Thursday, a ;new executive was elected and they include Chairman-Dave Gower of Goderich (former vice-- chairman); Vice-Chairman- Harold Robinson' of Howick Township; - Land Manage- ment Advisory Board Chair- man Ross Taylor of East Wawanosh Township; Water Management Advisory Board Chairman-Roy Williamson of Grey Township and Chairman of the Conservation Area- Russell Kernighan of Colborne Township. The other member of the executive committee is Bill Dale of Seaforth, chairman of the Communications Advisory Board. The 1980 appointments were made and MacGillivray and Co. chartered account- ants of Listowel. were appointed as the auditors, Harper, Haney and White from Waterloo, solicitors and the Canadian Imperial Bank of Commerce in Wroxeter the MVCA's bank. Authority members approved a bank borrowing by-law of $300,000 on revolv- ing credit and gave approval for the executive committee to approve land purchases with the $30,000 identified in the budget for land acquisi- tion if land should become available. Much discussion took place at the meeting on whether the Authority would be best to hire another resources manager or a general manager to take Ian DesLaurier's place. Bob McClure, the regional conservation authorities program supervisor, south- western region of the Ministry of Natural Resouces,explained some of the differences between a resource manager and a general manager. He said basically a resource manager is provided by, the province and is the chief technical adviser and chief liason person with the Authority, He said the resource manager's duties are generally technical matters and the flexibility • of changing those duties is somewhat restricted, ' Mr. McClure also mentioned that one of the difficulties a . resouce ' manager has is trying to satisfy both the Ministry of Natural Resources and the Authority at the same time. He said that the .staff provided by the MNR in years gone by had done their job and he thoul.,ht .that was reflected in the programs but added, "I think you eventually reach a point in time where you either sink or 4wim. My • own personal conviction is that when .the Authority gets to that point • you should hire a general manager.7 Another reason suggested for hiring a general manager instead of a, resources manager was that the Authority, not the MNR would have control over• the employee. It was finally moved that the Authority would hire a general manager. In the 1980 budget, the Administration Program estimates were revised to allow for salary. benefits and expenses of a General Manager. The estimates for salary and'expetisei. we're based on inforniation. provided by the Regional Office and the allowance for benefits was based on the benefits currently applicable for all Authority staff. The total estimated cost 'of $25,200 will be provided as additional cash flow in the Administration Budget by the Regional Office. Since it was anticipated that the position would be filled for only two-thirds of theyear, $16,800 was included in the 1980 budget and the additional funds will be transferred to the Author- ity's base level funding for 1981. The cost to municipali- ties in the Authority will be about 20 per cent or roughly $3300 of the total salary for this year. David Longstaff Ltd.
