While there was no pro-
vision in the preliminary
budget for work on the
Brussels Mill Pond Dam
authority members at the
general meeting of the
Maitland Valley Con-
servation Authority of
Wroxeter on Thursday were
optimistic that funding could
become available later next
year.
Stressing that the dam had
deteriorated to a point that
necessitated in the major
repairs or removal. Bruce
McCall Brussels re-
presentative on the
authority told the meeting
that in addition sedimArt
accumulation in the reservoir
and property ownership of
portion of the pond were
problems.
The meeting approved his
motion to have the authority
undertake a preliminary en-
gineering study of the dam.
The ministry of natural re-
sources will be requested for
approval of the study and the
appropriate grant. The
authority's share of the cost
is to be raised by a special
levy from the village of
Brussels.
Mr. McCall said the pro-
posed study will identify
technical and economic re-
quirernents for dam repair of
replacement or removal. The
study will include a benefit-
coat analysis so that the
authority may base decisions
on future plans On the report.
Mr. McCall said that while
funding for the-dam had not
been identified in the 1980
preliminary Study funding
eould become available
through the reallocation of
funding for other projects.
Members of the MVCA,
also approved requests front
Brussels and Blyth giving
them a special policy de-
signatien in the floodplain

ment can and cannot .take
place.
Blyth clerk Larry Walsh in,
asking for a similar de-
signition for Blyth said that
the 1 in 100 year flood plain
mapping study of the village
wsa completed in 1978 and
that Blyth Council was re-
questing a special policy be
developed which would be-
come part of the village's
secondary plan.
Ian Deslauriers, resources
manager, in explaining the
situation in Brussels, said
the wide nature of the flood
area in the village makes it
difficult to deal with.
The request for the de-
. signation came from the
Brussels village council "to
estalbish land - use and to
minimize the level of risk to
life and damage to property
and to minimize the need for
large capital expenditures
such as dams, reservoirs,
dykes, and channel
improvements for flood pro-
tection." Mr. McCall said.
Ian DesLaurier, resource
technician with the Authority
said the the social and
economical impact would be
too much to justify the strict
enforcement of the Hurri-
cane Hazel Flood Line and
that was the reason the two
2one concept (1 in 100. year
and Hurricane Hazel) was
being recommended.
Doug. Trench in speaking
for the town of Listowel
asked for a three zone de-
signatien.

Emphasizing the im-
portance of additional pro-
jects to stop or reduce said
erosion, Mr. Murray said
that a total fo 64 tons of top
soil is washed into Lake
Huron from the MVC Area
every day.
A series of slides shown by
Rob Keip Community Re-
lations Technician with
MCVA included reference to
offer to being made to halt
erosion to stream banks.
To this end it is necessary
to keep cattle away from
banks and this involves

"It can be changed quite
drastically before the middle
of February. Hopefully this is
the worst it can be, not the
best," he said.
In his remarks he noted that
due to some problems with
estimates they had to spend
more on the repair of the
Gorrie Dam than was or-
iginally thought.
He said that approximately
$160,000 had been spent on
the dam which was pretty
well finished but they might
have to spend a little more on
it,
