Stressing that the dam had deteriorated to a point that necessitated in the major repairs or removal. Bruce McCall Brussels re- presentative on the authority told the meeting that in addition sedimArt accumulation in the reservoir and property ownership of portion of the pond were problems. The meeting approved his motion to have the authority undertake a preliminary en- gineering study of the dam. The ministry of natural re- sources will be requested for approval of the study and the appropriate grant. The authority's share of the cost is to be raised by a special levy from the village of Brussels. Mr. McCall said the pro- posed study will identify technical and economic re- quirernents for dam repair of replacement or removal. The study will include a benefit- coat analysis so that the authority may base decisions on future plans On the report. Mr. McCall said that while funding for the-dam had not been identified in the 1980 preliminary Study funding eould become available through the reallocation of funding for other projects. Blyth clerk Larry Walsh in, asking for a similar de- signition for Blyth said that the 1 in 100 year flood plain mapping study of the village wsa completed in 1978 and that Blyth Council was re- questing a special policy be developed which would be- come part of the village's secondary plan. Ian Deslauriers, resources manager, in explaining the situation in Brussels, said the wide nature of the flood area in the village makes it difficult to deal with. The request for the de- . signation came from the Brussels village council "to estalbish land - use and to minimize the level of risk to life and damage to property and to minimize the need for large capital expenditures such as dams, reservoirs, dykes, and channel improvements for flood pro- tection." Mr. McCall said. This compares with a 1979 budget of $124,300 and an actual expenditure of $96,368 for Administration; $243,700 budgeted and an actual ex- penditure of $191,990 for Water and Related Land Management; 4 ' 70,000 budgeted and actual ex- 4 penditure of $68,069 for 1 General Maintenance and $96,800 budgeted compared with an actual expenditure of $124,339. for Conservation and Recreation Land Management.
