by Ontario Hydro customers.
The contract for these boilers
,which have never actually
been in service at the Picker-
ing nuclear generating plant,
was awarded without calling
for tenders partly "so the
company would stay in busi-
ness in Canada", according
to an Ontario Hydro spokes-
man. Hundreds of dents and
bends in the tubes leading
into the 'boilers caused the
equipment to be returned to
the Company's plant in
Cambridge for rebuilding.

Minister of Community
and Social Services, Keith
Norton, ha's announced plans
for proclamation of the eight
pieces of legislation relating
to children enacted by the
Legislature in the last
session.
These, new laws make
major changes in such areas
as child abuse, adoption,
standards of service, and
children's rights. A further
statement about these
changes will be made by the
Minister at a time closer to
the date of proclamation,
which is to be June 15th.
Proclamation is being
delayed on two sections in
the Acts, one in the Child
Welfare Act and one in the
Day Nurseries Act. The
matter of legal represent-
ation for children, covered in
Section 20 of the Child
Welfare Act, will be delayed
until October 1st to enable
the Ministry of the Attorney
General to complete the work
necessary to implement a
new system for such legal
representation, The section
within the Day Nurseries Act
dealing with the completion
of applications and needs
tests by parents or guardians
within the day nurseries
themselves will be delayed
pending further study of
what additional costs are
involved.
The Government continues
to be under attack by Oppos-
ition Parties on the subject of
x-ray hazards, following the
recent disclosure in a Uni-
versity of Toronto report that
excessive radiation exposure
from x-rays is causing twenty
cases of leukemia a year in
Ontario, Liberal Leader
Stuart Smith emphasized the
importance of maintaining
the x-ray inspection service
at its present manpower
strength. The inspection
team has been reduced by
one, with another being
transferred to the Ministry of
Labour in 1916 when. Labour
was given the responsibility
for non-medical radiation
safety.
The Legislature's select
committee on Hydro has
recommended that the
Rolphfon nuclear demon-
stratOr plant remain shut
down until possible safety
shOrtcomings can be investi-
gated.
