If there is a balance in his account at the end ckf the three-year plan, he'll get a refund which will include any interest earned on his money. The Ontario Government will continue to contribute two-thirds of the fee. If a federal plan is introduced during the next three years, the Stabilization Commission will simply pay back to farmers whatever money is in their individual accounts and let the federal program take over. For 1979-80, there will be four stabilization plans: corn, soybeans, white beans, and winter wheat which is new this year. Crop insurance is another program aimed at the boom and bust problems of agri- culture. The farmer pays half BY MURRAY GAUNT This week the Ministry of Agriculture and Food Est- imates have been before the Resources Development Committee. The Ml 'ster during his comments high- lighted the programs the Ministry has undertaken and supported throughout the year. In regard to income stab- ilization, Ontario instituted its first stabilization program in 1977. In 1978 the Ministry introduced the three-year plan. Based on the exper- ience gained with these plans, as well as the exper- ience in the cow-calf program an amended three-year plan will be introduced. Under the new arrange- ments, the producer will pay a fee equal to one-third of the total possible payout and, if a year goes by and there's no payout, the fee for that year will be applied against the fee for the next year. In some cases that could mean there would be no fee collected in the second or third year. the premium and the federal government pays the other half, with the province carry- ing the administration costs. The Tile Drainage Pro- gram is to be continued, whereby the farmer can get a ten-year loan from his muni- cipality to finance up to 75 per cent of the cost of his tile drainage installation. To take account of inflation and other factors, the qual- ifying value of farm produce has been raised from $2,000 to $4,000 under the Farm Tax Reduction Program. The 1978 program rebates half the municipal property taxes paid by farmers who produce $4,000 worth of agricultural goods annually. March 31, 1979 saw the end of the twelve-year Cap- ital Grants Program. A new program of grants-the five- year Ontario Farm Product- ivity Incentive Program-has been announced, aimed at retaining soil productivity and reducing erosion. Farm- ers who did not use their full entitlement under the Cap- ital Grants Program may apply for grants to assist in the building of livestock barns, milk houses, poultry barns, silos, greenhouses, tobacco kilns and maple syrup facilities. To qualify, a farm must produce $8,000 worth of agricultural goods annually. The Minister of Trans- portation and Commun- ications, James Snow, an- nounced a new, mandatory bus inspection program, to become effective in Ontario on October 31, 1979. Under the new regulations a "bus" means any motor vehicle with dual wheels or tandem rear axles designed to carry ten or more pas- sengers, other than those fitted with a truck or delivery body. It includes all buses oper- ated by or under contract to a muncipality or other transit authority; buses licensed as public vehicles under the Public Vehicles Act; and vehicles used for the trans- portation for compensation of persons in wheelchairs, regardless of the designed seating capacity.
