McKillop hires dog catcher

McKillop Township
council hired an animal
control officer, Robert
Gilbert of Brodhagen, at a
meeting in Winthrop
Monday. He will receive $15
for each dog running at large
which he picks up and 25
cents per mile travelling
expenses. An owner re-
claiming his dog will have to
pay $25 plus $3 per day
maintenance fee, . An animal
will be kept three days or
until claimed, and 'if not
claimed then it will be
destroyed.
Clerk-treasurer Marion
McClure was given permis-
sion to attend a conference
in Toronto June 17-20,
sponsored by the Association
for Municipal Clerks and
Treasurers, expenses paid.
At least 840 distributors in
the Bestline Products of
Canada pyramid selling
scheme will have an opport-
unity to regain up to 75 per
cent of their original invest-
ments, Frank Drea, minister
of consumer and commercial
relations announced
"We've had to revoke the
Act which enabled Bestline
to operate as a pyramidic
scheme in the province be-
cause it just wasn't in the
best interest of Ontario con-
sumers to allow it to cont-
inue," said Mr. Drea.
`Bestline promoters were
telling Ontario consumers
that the key to success was in
the selling of distributorships
rather than in marketing a
line of household products
and this was contrary to the
spirit of the legislation which
allowed them to operate.
"The Pyramidic Sales
Repeal Act provided Bestline
promoters with an opport-
unity to stand up and clear
the name of the company at a
hearing of the Commercial
Registration Appeal Tribunal
scheduled for Feb. 13. They
withdrew their request for a
hearing so we've finalized
the proposal which revokes
Bestline's right to operate a

compared to $16,756.50 last
year and from the County of
Huron $73,597 compared to
$74,611 last year.

The Pyramidic Sales Re-
peal Act took effect Dec. 14,
1978 and stipulates that any-
one who agreed to buy a
Bestline distributorship up to
six months prior to the repeal
date is entitled to a refund of
up to 75 per cent of the
investment involved in set-
ting up the original distri-
butorship.
The rebate scheme will
primarily affect distributors
in the Toronto, Brampton,
Bramalea, Windsor, London,
Cambridge, Guelph, Kitch-
ener, Hamilton, St. Cathar-
ines, Mississauga, Belleville,
Peterborough and Ottawa
areas.
A basic request for inform-
ation was recently sent to all
Bestline distributors who
qualify for the rebate. That
information will be passed to
Peter H. Smith, the recently-
appointed administrator
under the Pyramidic Sales
Repeal Act. Mr. Smith, who
is a graduate of Osgood Hall
Law School and a partner of a
Toronto law firm, practices
corporate and commercial
law.
The Act allows for the
amount to $7,139.72.

insurance.)
Council accepted a tender
from Pollard Brothers of
Harrow to spread liquid
calcium chloride on township
roads at $103.50 per flake
ton, federal tax included, up
$6 from last year.
Ratepayers wanting their
laneways gravelled will be
charged $2.20 per ton or
about $3.15 per cubic yard.
Orders must be placed ahead
of time with the deadline to
be set by the road super-
intendent when suitable.
The road superintendent
said the township men have a
few fallen trees to clean up
,following the recent severe
wind storm.
Councillor Marie. Hicknell
gave detailed reports on the
March hospital board
meeting she attended as
township representative and
the seminar on economics
held in Goderich recently.
She complained that the
seminar was urban
orientated and not of much
interest to rural
municipalities. She reported
on the two-day drainage
seminar she attended and
clerk-treasurer Marion
McClure gave a report on the
seminar too. Mrs. McClure
reported she had found it
valuable, gaining knowledge
in several important areas in
understanding the drainage'

meeting they attended as
