Another solution needed
One cannot help becoming increasingly
aware of an ' unfortunate situation as it
pertains to a residential area in a rural
municipality.
In a town or incorporated village, where
there is a drainage problem, or a drainage
!works is needed the municipality can and
does (if my information is correct) go ahead
and get the job done without the necessity
of receiving a drainage petition from the
majority of the people affected.
In the case of the rural municipality with
a residential area, we have the sort of horse
and buggy situation of the people involved
having to work through the system of the
mnnicipal drainge petition.
Now many people in these situations,
never can seem to agree. Too often it ends
up that some people might have to contend
with flooded basements or septic tanks, till
hell froze over, so to speak, unable to get
any redress. We have that condition, right
here in the Bluevale area of Morris Twp.
There has to be a better way of dealing
with these drainage problems in
residential, rural area. Maybe other
municipalities have the answer.
I believe in a towniresidents are charged
a frontage fee in the area where theese
services are provided which would seem a
reasonable approach to the problem.

DUSTING FOR FINGERPRINTS — Constable

busy in Brussels on Friday dusting for
fingerprints on two trucks at J.L. McCutcheon
Motors. The trucks had been stolen but were
later returned.

fire truck until they could talk to the fire
chief and also get more details on the bill.
They decided to give a donation of $35 to
the Belgrave, Blyth and Brussels School Fair
and a donation of $200 to the Brussels
Agricultural Society. Council made a motion
that Maitland Engineering included the
culvert replacement costs to the old dump on
the Inglis Drain clean out.
Council received a petition from property
owners on Jackson Street requesting that the
sewer installation be extended from Fishley
Street along Jackson Street. Council decided
to get in touch with Burns Ross Engineers to
ask what further steps would be required to
do as the petition requested.
The Brussels PUC is to set an increase in
their salaries to $600 for the chairman and
$500 for the commissioners but council has
to request Ontario Hydro's agreement.
Council decided to rent the, old arena for
$350 a month to Damore Construction to
store sewer supplies providing they leave
the building in the condition it was found.

Then we have squabbles over who's
going to pay ,for what, with towns and
villages arguing with their surrounding
townships over helping to pay for facilities
used by everyone.
Nationally we're involved in the same
kind of arguments. Quebec and Ontario are
fighting over whether workers from one
province should be allowed to work in the
other province. Ontario and Alberta are
fighting over oil prices. Alberta is guarding
its old wealth like an old lady holding onto
her purse straps in the middle of a park
filled with muggers.-Premier Lougheed at
this upbeat time of his province's history
would like to build walls around the
province to keep the wealth in and fend off
the rest of greedy Canada.
Self sufficiency has, if anything, been
overlooked in the last few decades as we
have rushed to specialization. We have
people who would like Canada to forget
about manufacturing many things we can't
do "efficiently" and to specialize in what
we can do best. This same trend has found
its way to provinces, .towns and even to
family farms which are often totally
dependent on one product. Diversification
' is healthy wihtin reason. Self sufficiency is
healthy, within reason.
The probelm is that we have to put more
of that reason into our self sufficiency. We
have to learn to co-operate to share those
services or resources that cannot possibily
be provided everywhere. When this
country was being built the pioneers strove
for self-sufficiency because they had to.
They also, however, worked co-
operatively, again because they had too.
How much stronger, happier and better
our communities and our country would be
today if they could bring back those
principles of the early pioneers.
