Call Canada Manpower JET .program 524- 8342 or 235-0471. 47:48:49:50:51:52:1:2c Consumer and Commer­ cial Relations Minister Frank Drea said Friday that Huron County’s new* land registrar was given the job based on his qualifications “and not anything else. ” Drea was replying in the legislature to a question raised Thursday by Huron- Middlesex Liberal MPP Jack Riddell, who complain­ ed the job hadn’t been put out to competition. Riddell asked by the deputy registrar had been passed over for the job. 1 Drea said he didn’t want to delve into details of a per­ sonnel matter in public, but the decision to appoint James Lindsay was made on the recommendation of the management of the ministry’s property rights division. He said Frank Hagan, who had been deputy registrar, was brought to Toronto for an interview for the registrar’s post, but it was found “somebody else had much higher qualifications.” Drea said Lindsay, who was appointed as of Nov. 1, had spent 20 years in land registration, the last four years as the senior deputy registrar in Toronto. “He is going from a depu­ ty registrar of an office that employs 70 people to become the registrar in an office in Goderich that employs five,” he said. Drea told reporters later the job of land registrar has become more complicated in recent years, and it’s dif­ ficult to put it out to general competition because there aren’t many experienced people in the field. He told the house there are only 65 such jobs in the province. “We have now started a management trainee program to bring in very talented young people from the universities. It is no longer a position where you can find somebody locally.” He said, in commenting on the Lindsay appointment, “How can you run an ef­ ficient management system when you can’t promote anybody?” Riddell complained in the house that letters from lawyers recommending the deputy registrar and a recommendation of his own for the deputy were ignored. The new registrar is James Lindsay who was moved to Goderich from the Toronto land titles office. The deputy referred to by Riddell is Frank Hagan. ' Riddell said that the depu­ ty registrar in Goderich had been acting as registrar for some time before the Lind­ say appointment and has been asked to train the newly-appointed registrar. He said outside the house he had been told by an of­ ficial in the consumer ministry that Lindsay was given the job because he had seniority. Riddell said he had no evidence the appointment was a political one but he found it unusual that the ministry didn’t even allow the deputy to apply for the job. “I don’t mean to demean Mr. Lindsay,” said Riddell. He said positions such as this are normally advertised and put open to competition.
