Councillors get pay boost
Grand Bend council Mon
day night gave themselves a
small increase in pay but the
move can be rescinded by
the incoming council.
Councillor Harold Green
had suggested two years ago
that revision of pay rates
were in order.
Casino plan
to proceed
With the announcement
that the long awaited sewer
construction in the village of
Grand Bend could begin next
January come plans for
development.
Paul Fraleigh of Richleigh
Developments has said his
group will be going ahead
with a four and a half
million dollar development
of the former Lakeview
Casino property.
Fraleigh said the project
would include a minimal
condiminium and construc
tion would likely proceed
after the 1979 tourist season
and be completed for the
following year.
The Casino development is
expected to contain 30 one
and two bedroom
apartments and several
small commercial outlets. It
is hoped full time residents
will be attracted.
The beach area in front of
the casino development will
be left as an environmental
protection area.
After considerable discus
sion and a recorded vote an
increase of $5 for each
regular meeting and $2.50
for special meetings was ap
proved.
Councillor Keith Crawford
voted against the increase
saying, “Big government
has disappointed with their
failure to hold salaries,
maybe, we should start here
to hold the line.”
Reeve Bob Sharen com
mented, “If we feel the
council of next year should
get a raise, now is the time
to do it. They can refuse it if
they so wish.”
Sharen originally
suggested increases of $10
and $5 respectively for the
two types of meetings, but,
deputy-reeve Bob Simpson
quickly interjected, “I can’t
go for that.”
Councillor Bill Baird
suggested the rates which
were finally approved.
Simpson agreed with
fellow councillors that the
sewer construction expected
to start early next year
would increase council’s
workload considerably. He
added, “If this was a normal
year coming up I would be
against a raise,, too.”
The increases will bring
the following rates into
effect: Reeve - $55 and
$22.50; Deputy-reeve - $52.50
and $20 and councillors $50
and $17.50
Sharen said the increases
would cost the village a little
less than $1,000 per annum
extra.
School won't close

The Playhouse Guild
ladies held a very successful
harvest tea, bakesale, crafts
and white elephant table last
Saturday at St. Johns Parish
hall. .
A Waterford crystal
decanter, donated by
Virginia Vossler was won by
Sherri Albertson.
Flowers from Farmer Bill
Rammeloo were for sale on
consignment.
There are no plans to close
the Grand Bend Public
School according to a recent
letter from the Lambton
County Board of Education.
The letter from superin
tendent of business A.
Ewasko said “the board has
not considered any
recommendations to close
any schools since Oakwood
Public School in Sarnia was
closed in 1976.”
The rumour started last
week when an article in the
Sarnia Gazette said Grand
Bend was one of six schools
being considered for closure.
Ewasko continued, “The
board however is cognizant
of the problems of declining
enrolments and has initialed
a study to determine the
financial and other im
plications of declining
enrolments.”
“To this end I prepared a
study and provided the
board’s budget committee
with data predicting the
amount and cost of surplus
elementary and secondary
school accommodation
within the next three years.
On the basis of this
presentation the budget
committee decided that the
financial implications were
of sufficient magnitude to
warrant drafting a position
paper for the board’s con
sideration to indicate the

BY THE CORPORATION OF THE VILLAGE OF GRAND
BEND
for approval of a by-law imposing special rates for
parking lot purposes
TAKENOTICE THAT:
1. The Council of The Corporation of the Village of Grand Bend intends to apply
to the Ontario Municipal Board for approval of
Purchase of Parking Lot and Parkette Lot 1,2, 3, Plan 9
at an estimated cost of $45,000.00, and intends to charge the whole (or part) of the
cost of the work as special rates for a period of 8 years upon the owners of assessed
real property who will derive a benefit therefrom.
2. It is proposed to raise the whole (or part) of the annual payments by special
rates on the owners and in the manner prescribed by Proposed By-law No. 27/78 at
tached hereto as Schedule "A".
3. Any owner concerned may, within twenty-one days after the first publication of
this notice, serve personally or by Registered mail on the clerk of the Village of
Grand Bend, at the address given below, a notice in writing stating his objection to
such approval or to the imposition of the special rates, and that if a public nearing is
held, he or his agent will attend such hearing to support such objection.
4. The Ontario Municipal Board may approved the said special rates pursuant to
the statute and may approve of the said undertaking, but before doing so it mav ao-
point a time and place for a public hearing when any objection will be considered
but notice of such hearing will be given only to those persons who have given notice
of objection as provided for above.

THE CORPORATION OF THE VILLAGE OF GRAND BEND
BY-LAW NUMBER 27/78
Being a by-law to establish a parking committee/authority and the method of fun
ding the acquisition of parking facilities.
WHEREAS: The Municipal Act R.S.O. 1970, Chapter 284, Section 251, gives
Municipalities authority to acquire parking facilities and;
WHEREAS: The Municipal Council of the Village of Grand Bend deem it desirous to
acquire ana operate parking facilities.
THEREFORE BE IT ENACTED:
1. That a parking committee/authority be established for the purpose of acquiring
and operating parking facilities.
2. That the said committee/authority submit to Council by January 31st of each
year a budget for the current year.
3. That any operating surplus be placed in a reserve fund toward the purchase of
additional parking facilities.
4. That any of the facilities aquired may have a portion set aside for parkette or rest
areas.
5. That the committee/authority shall consist of one Councillor, one Businessman, ap
pointed by Council and the Reeve ex officio.
6. That rates to be charged will be established by Council resolution or by-law from
time to time as may be deemed necessary.
7. That the committee/authority reports to Council and is not autonomous.

Being a by-law to empower the Reeve and Clerk to borrow Forty Five Thousand
($45,000.00) Dollars as of February 14, 1979, for the purpose of purchasing Lots 1,
2, 3, Plan 9, Village of Grand Bend.
WHEREAS: The Council of the Village of Grand Bend deems it desirou<that the
purchase of Lots 1, 2, 3, Plan 9 be financed over an extended period of
time.’
THEREFORE BE IT ENACTED that the Reeve and Clerk be and hereby are empowered
to borrow the required Forty Five Thousand ($45,000.00) Dollars as of February 14,
1979, for the purpose of closing the above described transaction.

Rosie Grigg was hostess,
Tuesday evening for 21
members of the Orpha club.
Irene Kennedy presided.
Eva Bariteau opened with a
poem “Do something for
somebody”.
Rosie reported her sum
mer project. She made and
quilted two quilts which were
sold courtesy the Beehive
store. With the proceeds she
will buy more material
further work in helping
Children’s Aid.

4-H meets
Meeting 4 of Nutritious
Nuts and the Munchy Bunch,
Grand Bend 4-H clubs was
held. Club I met at Rita
Smits Thursday night and
Club 2 at Marilyn Walper’s
home, Tuesday night.
Roll Call was “A soup
recipe I found based on a
white sauce”.
The girls made tea biscuits
and judged them. They also
made creamed ham and
mushrooms, and cheese and
bacon swirls. They reported
the food was tasty for lunch.
Home assignment is to
make a mushroom dinner or
a meat pie and to find a
receipe for tea biscuits.
Trish Vandenbygaard
reported for Club 1, and
Sharon Johnson for Club 2.
Couples Club
Fifteen couples club
members met Saturday
evening at Mr. & Mrs. Allan
Walper’s home. Mr. Walper
explained his solar heating
system to the group.
Next they travelled to the
home of Don and Jan Kobe.
Rev. H. Moore showed slide
pictures of the summer
picnics the group have held
this past three years.
The young parents were
interested to see how much
their children had grown.
Rev. Moore also demon
strated the proper procedure
of nut cracking on walnuts,
butternuts and hickory nuts.
Don Kobe presented Rev.
Moore with a nut cracker
made of railroad ties and
metal cap.
Songs and music were
enjoyed with Dawn Crabe
playing flute and Don Kobe
the violin.
During their business it
was noted that Hasti-notes
with a picture of the United
church are now available
as a club project.
Lunch and program
committee were Marlene
and Fred Desjardine, Don
and Jan Kobe, Elaine and
Harley Moore.
Quite a number from this
area attended Greenway
anniversary services Sun
day. Grand Bend United
Church services were
suspended so all who wished
could attend Greenway
anniversary.
Church of God young
people met Friday night in
the S.S. rooms, where they
played games and Rev. John
Campbell led a devotion
period “Choosing a star in
your life” meaning Jesus.
