Lodge member Don Webster appeared before council this week to get the matter cleared, but was un successful. Webster said that the front half of the lot housing the OPP office (which is owned by the lodge) was zoned commercial, but the back half was zoned in dustrial and they had been denied a building permit for the new building because of this zoning problem. Mayor Bruce Shaw said the intent of the new official plan was to make the entire lot commercial and this prompted Councillor Derry Boyle to suggest that council could approve the new building by “bending” the zoning bylaw. Clerk Liz Bell said this had been done in the past, although she didn’t know whether it was legal. Boyle then presented a motion that the permit be granted on the assumption that the intent of the new zoning was to be commer cial. This was seconded by Deputy-Reeve Don MacGregor. However, Councillor Harold Patterson suggested this could be setting a dangerous precedent and Councillor Ted Wright warn ed that council members could “be sticking our neck intd a big noose in that area”. “You’re doing something you told others you couldn’t do,” Wright said, referring to an application received last meeting to approve an addition for the shopping centre at the north end. Mayor Bruce Shaw said approval of the new zoning bylaw and official plan should be done quickly, noting that the delay in get ting the new documents was “creating more problems everyday”. In view of the opinions ex pressed by other council members, Boyle and MacGregor withdrew their motion and presented another which turned the matter over to the com mittee of adjustment with a recommendation that the building permit be ap proved, if possible. Webster was advised it could take up to a month for a ruling from the committee of adjustment. park. He said some con sideration would have to be given to make a jog in the road and suggested that both he and the town would have to give up some land for that purpose. It was generally agreed that the town currently encroaches on Dow’s property at the Wellington St. entrance to the park. Dow said he wasn’t particularly concerned about that, but wanted the street matter settled. It too was turned over to the planning board. Stop bikes Dow also cited a problem regarding the fence between his property and the com munity park, noting that it was in bad shape, primarily from the fact the town had been responsible through the dumping of snow and the piling of the top soil during the construction of the rec centre. Dow said he didn’t want to prohibit people from using his property for walks along the river flats, but he was opposed to the use of his property by motorbikes and all-terrain vehicles. His crops have been damaged in the past by these machines. He said he would be in said council’s new subdivision policy was to require that all services and the road be built before building permits can be approved. H owever, works superintendent Glenn Kells said that in the terms of Taylor’s agreement, the roadway in question was to be developed when the balance of the area is to be developed. He said that any work undertaken on the road now for the one property in question would be a waste in that it would be almost impossible for it to be built at the proper grade levels. Councillor Derry Boyle said a plan of subdivision would be required before the road could even be opened. Mayor Bruce Shaw suggested the matter be turned over to the planning board •* Gib Dow then addressed 'terested in having the town council on the matter of the extension of Wellington St. easterly between his ------------------------\ Family Night Times-Advocate, Jun© 8, 1978 /"l"'..............' ........................................ ...... ^HAM STRAWBERRY <SHAM jU ■ ■ Isle in SUPPER THAMES ROAD CHURCH Wed.
