He said the new official plan should be a great improvement which would include changes in zoning. Later in the meeting councillor Norm Steeper who also heads the planning board said his group would be meeting January 19 and he hoped a public meeting to discuss the new plan would be held in early February. A •deadline of March 31 has been set Wfor finalization of the planning bylaw. Hearn said houses were now for sale in the new Whitfield Acres subdivision and he expected paving and sodding would be completed this year. He indicated the “wheels would get turning” on the North Mid­ dlesex subdivision this year and it should be well on the way. He suggested the Butler subdivision and the third phase of the Wilberforce subdivision would be slowed down until the sewer capacity is increased. About sewers, Hearn said, “I hope we get definite action on the sewers this year. We will have to add more cells on the lagoon or deepen the ones which are there.” A letter from the Ontario Ministry of the Environment has suggested the present sewage usage charge bylaw which in­ cludes a rate of 51 cents per 1,000 gallons be retained for 1978. Reeve Hearn said this account showed a debit balance of over $4,400 for 1977, but, expected this year would be corrected this year. Hearn said he was.happy that the village’s bridge and culvert program was pretty well com­ pleted. He added, “We got these done at the right time. Legislation is now being proposed to cut subsidies on bridges and culverts.” He also indicated that village engineer Paul McIntyre had completed a lot of the engineering work for a proposed road program for the next five years. In conclusion the reeve said, “We have lots of projects to put our attentions and ambitions to.” Hearn also complimented clerk Ed Melanson on an excellent performance in carrying out his duties in his first year.on the job. The members of the 1978 executive of the Lucan United Church Women gathered at the home of the president, Mrs. David Park, Elm Street, Thur­ sday afternoon. Mrs. Park opened the meeting with a short paper entitled “Go Forward”, comparing our going into the New Year to that of the Israelites going forward into a new country. The following recom­ mendations were approved to be made to the general meeting Tuesday, January 10 at 8 P-m- in the C. E. Wing; the 1978 Budget, “Order Ahead” bake sales with delivery to shut-ins at Easter and Mothers’ Day; “Learning for Lent” program; Food booth at the fair, inviting the Clandeboye U.C.W. to share in it, with proceeds going into the “Manse Fund”, the Chicken Barbecue for September 20 and “Snowflake” Bazaar November 18. Announcements were made concerning Bible study and discussion with the Community Interdenominational Group the for meeting in the U.C. every second Thursday morning at 9:45, under the leadership of Mrs. Keith Brown and the Adult U.C. Group during regular Sunday School sessions at 10 a.m. All women of the congregation are invited to hear of the “Live Love” Projects by Mrs. Martin Van Arenthals, and to help plan for 1978, at the meeting next Tuesday. Why not take a few minutes of your time and pay these people a visit. At the same meeting, council decided to enforce the village’s animal control bylaw in 1978. During the discussion, reeve Ivan Hearn said, “This is a continual problem and I feel we will have to enforce our laws 100 per cent.” Hearn continued, “We will ask ‘the co-operation of all dog owners in the village to comply with our regulations. A notice asking for operation will accompany 1978 dog tags when they delivered in March. The London Humane Society has agreed to house any dogs which are picked uj3. The cost would be $50 for each animal to be kept for five days if not claimed. In the case of a young dog, they would be kept for an additional five days in an attempt to find a home for them. The current village bylaw calls for a fine of $15 for the first of­ fence with increases to $25 and $50 for further offences. These fines would be in addition to costs. Council recommended that an approximate six percent increase be made in the garbage collection rate for the year 1978. The rates to be included in a proposed agreement with C. H. Lewis Ltd. would be $2.60 per month for residential collection and $4.75 for commercial establishments. This is a monthly increase of 15 cents and 25 cents, respectively. A grant of $35 was approved to the Salvation Army and mem­ bership in the amount of $65.95 in the Ontario Association of Rural Municipalities was authorized. Works foreman Bert Thompson reported that the amount of water used in Lucan during 1977 had increased by close to two million gallons from the previous year. The 1977 consumption figure was 6,681,900 gallons compared to 4,700,800 in 1976. Four tax payments For the first time taxpayers in the village of Lucan will be making four payments on their 1978 real estate taxes. Council Tuesday night gave final approval to bylaw which will allow four collection dates throughout the year. Clerk Ed Melanson said the first tax notice will be sent out to Lucan residents on January 31. Interim payments from this notice will be due on February 15 and May 15. A second notice which will be mailed on July 31 will call for payments on August 15 and November 15. Melanson said an explanation of the entire tax collection system will be included in the mailing of January 31.
