The brief, presented by the 2,000-member federa­ tion, was one of a number presented to the commis­ sion, headed by Dr. Arthur Porter. The commission will be holding hearings here un­ til Wednesday on Ontario Hydro’s power forecasts and the capability of existing transmission lines for the next 20 years. The federation brief, presented by spokesman Tony McQuail, said Hydro is “erratic and self-serving” in suggesting Ontario export surplus electricity to the United States. “We have serious reser­ vations about Hydro’s ex­ port goals^ It has been bad enough to nave rural Ontario bearing the cost of Hydro’s expansion plans, supposedly for Ontario consumers. We do not want Hydro building plants and transmission lines in Ontario to supply ’ U.S. consumers.” While the commission is not studying the need for a transmission line from the Bruce nuclear power plant to the grid system, the federation is concerned this is Hydro’s intention. “As a federation we will resist strongly any efforts to force a transmission line through Huron County. We take this stand because of the direct impact such a line iwould have on our I agricultural community.” CANTDU, a local anti­ nuclear group presented a brief to the commission out- | lining some methods, such as proper insulation of houses, which could be used to try to combat Ontario’s growing power demands. “If Hydro must keep ex­ panding its activities, let it do so in the area of land-use conservation. This could be done by providing low- interest loans to home owners and businesses for reinsulation, solar water heaters and». proven con­ sumption redubers, rather than new generation capacity,” the CANTDU brief said. The federation’s McQuail said, under questioning from the commission, he felt de­ mand by farmers for elec­ trical power is at a satura­ tion level and will likely start to decrease or increase only slightly. But Walter Palmer, manager for Ontario Hydro’s Clinton office which services most of Huron County and part of Perth County, presented a brief earlier Monday which dis­ agreed with McQuail’s saturation theory. Palmer said farmers ac­ count for about 38.6 per cent of power consumed in the area — the largest group of consumers. He told the commission he thinks farmers are in­ creasing their living stan­ dards and are moving toward more mechanization because that is more economical in the long run. “He’s (the farmer) using a 5,000-volt heater just to en­ sure his diesel tractor will start” on cold mornings. He said the total power growth rate between 1974 and 1978 was about 6.68 per cent in the area, with a 7.95 per cent increase in peak­ period growth rate. But if the cold temperatures of January, 1979, were includ­ ed, the peak period demand would rise to about 9.44 per cent. Palmer estimated the electrical growth rate for Huron County would be about five per cent a year for the next five years. The provincial average is ex­ pected to be slightly lower. He said an increase in livestock and poultry operations and more grain­ drying elevators account for part of the increase in power demands here. Commission chairman Porter began Monday’s meeting by explaining he doesn’t feel Ontario Hydro has provided him with the type of forecast detail he had wanted. He said he wanted to see “more end­ use” data sueh as a break­ down on how much electrici­ ty is used by machinery, refrigeration or home heating. He said during a hearing break that this information isn’t available anywhere and Ontario Hydro is making an ^a/Xfne// ft?Sf&oera/ej effort to try to obtain some of the figures he wants. Porter also said he was im­ pressed by the turnout here. About 100 persons attended the evening session. He said at Toronto hearings, it was not unusual for only about six persons to attend.
