The facility will serve the local needs of Waterloo, Wellington, Perth and Huron counties. The centre will house a maximum of eight youths, generally aged 11 to 16, who have been charged with a minor offence and who await disposition by a judge. Most youths will stay at the home for only two weeks. There will be an ap­ proximate juvenile-staff ratio of three to one. A group of concerned citizens from these four counties are negotiating for funds from the-Ministry of Community and Social Ser­ vices to establish the home. The group, Centre Glen Youth Services, will con­ tract with professionals who will supervise the operation of the facility. "Because we are local people, we understand the needs of local juveniles," says Mark Parrott, Presi­ dent of Centre Glen Youth Services. "Until now, local juveniles were sent out of the community for short­ termdetention.” The detention home will offer other advantages to area youths. At a meeting in Dublin, John McCarroll, Stratford, of a local cable television station, was given permission as a member of the press to televise a board session. Gaetan Blanchette of Ecole Ste. Marie, Zurich, and Joe McDonald of St. oseph’s School, Kinkora, presented an outline of the history course as taught in Grades 7 and 8 in the Catholic separate schools in Huron and Perth counties. They answered many questions by trustees. The policy and by-law committee has been asked to review the policy on the use of schools, relative to custodian fees. Trustees Ronald Murray and John O’Leary said the custodian was “the forgotten man” when it came to paying him for cleaning up for groups using the school. The committee will review mileage fees for trustees. They receive 18 cents per mile now. The trustees were invited to attend the finals in public speaking for the children under the board’s jurisdiction, to be held in Dublin March 6 at 8 p.m., sponsored by English Catholic Teachers Association of Ontario. Board chairman William Kinahan, will represent the board on the Education Week committee planning program for Education Week April 22-28. Youths will receive schooling, counselling, and health care during their short stay. “Local juveniles should have their cases cleared up sooner too, because no time will be lost in compiling background information etc,” says Mr. Parrott. “Also, local judges will have a better idea of fulfilling the needs of these juveniles with existing resources.” The four counties’ being served will also benefit from the new detention home as the budget will be spent locally on goods, services and employment. “These youths need some direction, but they are definitely not dangerous,” says Mr. Parrott. It was said $200 will be set aside from the grant to pay for custodial services if needed. The Minister U Education, Dr, Bette Sephenson, in­ formed the board in a memo that it was the intent of the ministry to introduce compulsory special education legislation in the spring. Her memo contained the verbatim words that would put in the legislation and she asked the board’s response for suggested changes. Trustee Michael Connolly said the board “has been above other boards in providing special education for students in Huron and Perth.” William Eckert, Director of Education, said the administrative staff would be responding to the proposed legislation with suggestions. Mr. Eckert presented a detailed report on the highlights of the 111th annual convention and exposition of the American Association of School Administrators held in New Orleans Superdome, Louisiana, on February 14- 17. Among the subjects discussed was one on preschool education program which appeared to indicate that this helped parents help their children during the pre school years resulting in education and economic gains that cannot be obtained at any other time. Mr. Eckert said the theme of the convention was Leadership for Learning and was attended by over 20,000 from the U.S., Canada and the world. He said the program was well balanced with outstanding lectures, research reports, debates, show and tell sessions and clinics all centred around the main theme.
