Horseracing? Why not? Even a feisty young colt has to learn* the ropes somewhere (unless of course there’s a Northern Dancer lurking prominently in his past). In Ontario, harness racing has maintained a 'farm system’ for years with its circuit of class I, II and III racing tracks scattered throughout the province. This allows a good trotter or pacer with potential to race its way right into the big time. And the big time is really starting to happen in On tario. if the 1977 racing year is any indication. While attendance and wagering, both of which annually show’ a steady increase, were up. the big excitement is the re cent boom in Ontario bred horses. This boom is a direct result of a tax sharing agreement established in 1974 between the govern ment and the Ontario racing industry. '‘The results of this program really started to emerge last year,” says On tario Racing Commission chairman Charles MacNaughton. Established in 1950, the commission regulates horseracing in the province under the direction of the ministry of consumer and commercial relations. “Part of the purpose of the tax sharing agreement was to try to cut down the in creasing flow of dollars into the U.S. to purchase racing stock, and that’s just what has happened.” he explains. For the first time since 1964 there was a decline in dollars spent by Canadian buyers at major standard- bred U.S. auctions in 1977. The reasons, according to the Canadian Trotting Association, are “the lucrative Ontario and Quebec stakes programs and the improved quality of Canadian bred yearlings”, The agreement was set up also to supplement purses paid to horse owners, im prove quality and quantity of Ontario racing stock, im prove class III standardbred track facilities and help fund equine research programs. In 1977 the tax sharing — one per cent of the total pari mutuel handle- meant that nearly $5.75 million w.ere channelled back into the in dustry. The Ontario Sires Stakes Programs, which supple ment purses in stakes races throughout the province for Ontario-sired horses, are a result of this program. “Some ‘graduates’ of the Sires Stakes are now racing competitively all over North America,” adds Mr. MacNaughton. “Last year for the firsttime we had four 3-year-olds that paced in two minutes. Five years ago that was unheard of for an On tario sired horse. Hopefully we’ll soon see the day when we can turn it around and start exporting horses.” Horseracing is no longer just a sport in Ontario. Attendance in 1977 topped the 6.5 million mark with a total betting handle of just under $616 million. The com bined totals of the other nine provinces were: attendance — 6,783,802: amount wagered — $615,562,594. In other words, Ontario racing fans nearly equalled the . other provinces in atten dance and wagered more in the process. An as industry, horserac ing provides the province with at least 25,000 jobs every year. And that figure doesn’t include the thousands who produce feed, equipment, transportation and other services related to racing. It also brings in dollars. With a tax rate of seven per cent of the total betting han dle, horseracing last year meant more than $43 million to the provincial treasury. And to ensure a smooth operation the seven-member racing commission was set up “to govern, control and regulate Ontario horserac ing in any and all of its forms,’’ explains Mr, McNaughton. This includes the regula tion of the’ tracks themselves, enforcemeit or the rules and conditions set out in The Racing Cbmnis-r sion Act, and licensing ace track operators, herse / owners, trainers, jocteys, and grooms — all the yay down to exercise boys. The commission also h(lds hearings related to earning out the regulations, files, imposes and collects files, and establishes new rues for the conduct of horserac ing when warranted. In 1977 the commissin held 28 formal meetings where, in addition to regultr business, 44 license© appeared for hearings art appeals. And, in the past year, , new computer system wai linked up making the ad ministrative work of the commission a lot easier, With the licensing function now computerized, says Mr. MacNaughton, “it gives us an immediate idea of vho’s involved in a given situation and makes the wlole records system much nore accurate.” The commission can tow find out immediately if someone is licensed and <an provide the industry withjp- dated printouts eve'y month. Also new in 1977 was a two-man investigation tean from the Ontario Provinciil Police, “the co-operation <f the OPP has been ver/ valuable,” says Mr MacNaughton. “It’s simila' to the team the ministry ha working with the liquor con trol board and the reasons for using them are obvious — our own staff are too well known. “It also allows for better liaison between us and the municipal police forces throughout the province. And, of course, with this system we are able to bring in different police officers whenever it becomes1 necessary.” An experiment conducted for the first time last year at Fort Erie race track has shown promising results. A ‘secondary’ thoroughbred meet was set up during the summer and, says the chair man, “after a year the results have been more than satisfactory.
