Increase
pension
benefits
Health and, Welfare Minister
Monique Be-gin hat; announced a
7.5 per cent increase - effective
January, 1978 - to the Canada
Pension Plan benefits currently
paid to almost one million
recipients.
The Minister also announced
the new maximum amounts
which will be paid to persons who
qualify for benefits in 1978.
The current retirement pen-
sions, disability and survivors'
benefits, paid to an estimated
965,000 persons, will be raised by
7.5 per cent to reflect increases
in the Consumer Price Index. Ap-
proximately 602,000 of these per-
sons are retirement pensions,
while 67,200 are disability pen-
sioners and 153,500 are surviving
spouses,
Another 125,300 payments are
for children who receive benefits
as orphans or children of disabl-
ed contributors. In addition,
there are 17,000 combined
benefits, such as for a surviving
spouse who receives a retire-
ment pension and a survivors'
benefit.
For persons qualifying in 1978,
the maximum retirement pen-
sion will be $194,44 a month. The
maximum disability pension
payable in 1978 will be $194.02 a
month, while benefits for disabl-
ed contributors' children and
orphans of deceased contributors
will be $48.19. The maximum
monthly surviving spouses' pen-
sions will be $121.11 for persons
under 65 years old and $116.66 for
spouses 65 or older.
These increased benefit levels,
for persons who qualify in 1978,
reflect the rise in the con-
tributory earnings ceiling
(Year's Maximum Pensionable
Earnings), which was recently
announced by Revenue Canada
as $10,400 for 1978.
The rise in the Year's Max-
imum Pensionable Earnings
results in an increase in the max-
imum amount of money people
contribute to the Canada Pension
Plan and therefore, an increase
in benefits.
The Year's Maximum Pen-
sionable Earnings is increased
each year to meet the average
earnings of Canadian workers as
represented by Statistics
Canada's Industrial Composite
Index.

Jolly. good greetings to all the
wonderful folks in our community. We hope
the spirit of this holiday season will abound
and the good fellowship we have enjoyed
with our customers continue.
Huron County is an unique
blend of solid agriculture base
dotted with sleepy little towns
whose architectural heritage
blends in with the rural
surroundings.
But while the county may have
been boastful about its ar-
chitectural heritage it is only
recently that the county could
boast of an architectural firm,
Town and country planner,
Nick Hill, formerly with the
Huron County Planning depart-
ment, became the first architect
in Huron County when he opened
for business over a year ago in
Goderich.
With the subsequent success of
his operation he recently an-
nounced the appointment of a
new partner, Chris Borgal of
Toronto.
Chris and Nick met at the
University where they studied
architecture and both graduated
in 1974, Following graduation
Nick returned to his work in
Goderich and Chris was hired by
a Toronto architectural firm.
But a highly competitive and
pressurized situation in Toronto'
was not suited to Chris's work
habits.
"It was a high pressure
situation in Toronto and at one
point I was supervising three
buildings simultaneously," he
said.
"One can be done easily but I
was also designing a builidng at
the same time. The situation is
defferent here and although there
are many things to do we are able
to take as long as we need to do
them properly."
Chris explained that the
competitive element was very
much evident in the Toronto area
and admitted it exists in this area
although to a lesser degree.
Working in Toronto he noticed
that the competition surfaced
mainly because of a sagging
construction industry and
claimed that architects usually
feel the pinch two or three years
earlier. Architectural work is in
demand again and by applying
his theory Chris expects the
economy to pick up.
Working in Goderich is not a
completely new experience for
Chris. He has both lived and
worked in the area before and is
more than familiar with the
architecture.
In the summer of 1972, while
still an architectural student, he
worked for the federal govern-
ment compiling an inventory on
historical buildings,
"That 1972 study made people
open their eyes because they
didn't even know they had a
historical building," he said:
"The Architectural Conservancy
used some of my work for their
projects but most of my
background is in actual con-
struction."
And it is the technical side of
Chris' capabilities that led to the
partnership.
"Chris is more involved in the
technical aspect of architecture
and in that respect we have
complementary skills," Nick
commented.
"We must first recognize our
strengths and weaknesses and
then together we can produce a
quality product."
Nick was cautious to explain
that quality is the trademark of
the architect. He added that it is
the architect who is invariably
liable for efficiency and the
measure of a firm's credibility is
to what extent they are liable.
And although there has not
been another architectural firm
in the county the Town and
Country Planners still have a lot
of saleswork to do.
"We are up against high
quality, people in this area and
for that reason we are becoming
more demanding in our work,"
Nick said. "we have had to do a
lot of sales work but we haven't
pushed ourselves on anybody."
But both admitted that their
success in Huron County depends
largely on their knowledge of the
area and their ability to be
sympathetic to specific needs.
They have made a concerted
effort 16 get around the county
and make people aware of their
services.
Their services have'come into
demand and a list of projects
includes an addition to the Blyth
theatre, a heritage study of
Blyth, PUC renovations in
Hensall, a business district
improvement plan for Kin-
cardine, a main street study for
Bayfield and some advance work
on a Goderich senior citizens
housing complex.
Nick refused to speculate on
why or if another architectural
firm would have started in the
county if he hadn't done so but
coyly replied: "I am doing what I
