The Huron County Board of
Education made a move at its
Monday meeting that should
encourage greater involvement of
trustees in board business in 1978
and result in more debate during
monthly board meetings. the
board realigned its committee
system dropping the present two
committee policy and replacing it
with a five committee one.
The move was made after a
three-day board seminar held
earlier in November. Trustees
met in a three day private session
to review its organization and
method of co-operation and
agreed to give the five committee
system a one-year trial period to
see if it is more effective.
Director of Education John
Cochrane said Monday that the
five committee system is
designed to make more members
of the board actively involved in
board business. He said the new
system should encourage more
debate during board meetings
and should make the public more
aware of what the board of
education does.
Cochrane explained that under
the old two committee system the
bulk of the board's work was done
at the committee level and only
involved half the board mem-
bers. He said seven of the 16
trustees sat on the education
committee and seven on the
management committee, The
vice-chairman usually sat in on
one committee's meetings and
the chairman on the other.
"When a committee made a
recommendation to the board to
be voted on it already had half the
board voting in favor of it without
the other half even knowing about
it," said Cochrane. "What
usually happened is the other half
would assume that if the other
committee was in favor of it it
must be good and voted in favor
of it."
Committee responsibility
The five committee system was
presented to the board by
Cochrane after he worked with
the four superintendents of
education to break down board
responsibilities and set up
committees to handle them. He
said the committees will each be
given an area of business to
handle and will work with a
superintendent at the committee
level. He explained that he
basically paralleled the com-
mittees with the superintendents'
roles in the education system.

a chairman elected by the board
and two members appointed by a
striking committee made up of
the board chairman and vice-
chairman and the four elected

H. Ferguson, Q.C. at the Court Room of The Mining and
Lands Commission, 5th floor, Mowat Block, Queen's Park,
Toronto, Ontario on the 29th day of November, 1977 at
10:00 in the forenoon to hear representations of all persons
having direct interests as to whether the proposed refusal of
the' application of the Corporation of the Township of 'Hay
dated the 25th day of July, 1977, under The Lakes and Rivers
Improvement Act for approval of the location of a dam on
Black Creek on Lots 19 and 20 in Concessions 4 and 5 of the
Township of Hay, in the County of Huron is'fair, sound and
reasonably necessary for the achievement of the purpose of
the said Act; ,
AND FURTHER TAKE NOTICE that the 'Minister of
Natural Resources will rely on the following grounds in sup-
port of hi,s proposed refusal:
1) THAT the proposed water course alteration would
remove cover, destroy spawning beds and deteriorate
water quality harmful to the fish populations native to
and dependent upon the Black Creek.
2) THAT flooding problems present on Lots 19 and 20 of
Concessions 4 and 5 are a result of the soil type and
presence of nuisance beaver.
3) THAT dredging and removal of all vegetation above
the river bank will result in erosion and silting.
4) Such further and other grounds as the Minister may
put forth and the Inquiry Officer may permit.
,AND FURTHER TAKE NOTICE that all documents, maps
and plans that the Minister proposes to use at the hearing are
available for inspection by parties to the hearing at the
District Office of the Ministry of Natural, Resources at
Wingham, Ontario during regular office hours between Tues-
day, November 15, 1977 and Monday, November 25, 1977.
AND FURTHER TAKE NOTICE that any interested person
wishing to attend and to make representation at the hearing
must give notice of such intention to The Mining and Lands
Commision, 5th floor, Mowat Block, Queen's Park, Toronto,

beneficial to their constituents.
"The- biggest criticism the
board receives is that it rubber
stamps things," said Cochrane.
"This is bound to create more
debate removing that criticism."
Cochrane went on record with
the board as being opposed to the
,two committee system.,,He- said
the committees were too large
and weren't working effectively
to make all the trustees aware of
what the board was doing. He
•said he wasn't going to corn-
pletely condemn the two com-
mittee system and say it was
ineffective in handling board
business, but he would say that he
hoped the new system would be
better.
He said that the recent Huron
County school systein evaluation
report, which was completed in
May, was not the reason the
board changed its policy. He
pointed out that the report
"planked away at com-
munication problems" but it was
not the impetus for the change.
The five committee system will
go on 'trial for one year and the
board will evaluate its results in
November of 1978. At the January
meeting the committees will be
established and should be func-
tioning by February of next year.
"We'll have to stub our toes and
make some changes as we go
along," said Cochrane, "We'll
have to see how it goes."
The board also changed the
format for its meetings to permit
more time during board sessions
for debate. Meetings now start at
1:00 p.m, with committee of the
whole and the public portion
begins at 2:00 p.m. Now the
committee of the whole will meet
on the third Monday of each
month and that session will be
followed by the four committee
meetings, held simultaneously in
the board offices.
The monthly meetings will
begin in public session at 1:00
p.m. on the first Monday of every
month,
