Losses over $22,000
Damages high in accidents
At its Monday night meeting
Lucan council spent some time
discussing a joint use and cost-
sharing agreement for the four
municipalities using the new
arena and community centre.
Lucan's reeve and clerk were
authorized to sign on behalf of the
village.
First, however, photocopies of
the agreement will be sent to the
councils of Biddulph,
McGillivray and London town-
ships. A joint meeting is to be
arranged after all have examined
the agreement. Lucan's share of
costs would be 47'2 percent and
Biddulph's 37,2 percent, while
McGillivray and London town-
ships would be assessed 7'i
percent apiece.
The Ausable-Bayfield Con-
servation Authority had written
outlining a proposal which would
give the Authority control of
building permits issued in an
area shown on a fill-line map.
Council examined blown-up
aerial photographs of the Lucan
portion of the watershed.
Some members felt the
Authority was seeking control of
too large an area in the
municipality. The proposal was
tabled till a joint meeting could
be arranged between Donald
Pearson, manager, of the
Authority and Lucan's council
and planning board.
Councillor Norman Steeper
read a revised report from the
London office of the Ministry of
Environment concerning
references to future sewage
disposal systems in the village's
official plan. The letter predicted
that an extended lagoon system
would likely be approved before
the planning document was
completed.
It was suggested that the
village plan for controlled
growth, pacing services to that
plan. Use of sewage lagoons was
recommended rather than a
secondary sewage treatment
plant; consequently, references
to such a plant should be deleted
from the document, in the view of
the ministry, (Council had
wanted to leave them in, since it
was felt by most councillors that
town growth would be dependent
on a more sophisticated sewage
disposal system.)
Council was informed by
building inspector Bert Thomp-
son that it had been necessary to
post the area around the existing
lagoon because of the reckless
behaviour of hunters. Some of the
bullets intended for migratory
fowl had passed through people's
yards. One had struck a tractor
being driven by a farmer.
Charges will be laid if there are
any more incidents.
A draft bylaw from Waghorn
and Stevens was approved,
establishing fines for in-
fringements of parking
regulations. A first offence will
bring a fine of $5; a second, $10; a
third, $20; and a fourth, $50.
A special meeting of council is
to be held October 17 or 18 with
the village's engineer present
and planning board members, It
is hoped that Mr. Pearson of the
Ausable-Bayfield Conservation
Authority will also be able to
come. A number of matters have
been set over till this meeting —
among them, discussion of the
five-year forecast for the
Ministry of Transportation and
Communication, the Authority's
proposal for control of building
permits within the watershed,
and certain matters concerning
the one of the new subdivisions.
Among the latter is the question
of whether or not a continuous
high chain link fence will be run
between the park and private
residences,
The public works superin-
tendent was authorized to
arrange removal of several trees
that had become threats to the
safety of persons and property,
and to replace a tree accidently
cut down by a LIP grant worker.
It was announced that the
deadline for completion of
Lucan's official plan had been
extended from October 31 to
December 31. Public meetings
will be held to discuss it,
A letter had been received from
the Ontario Association of
Property Standards Officers
requesting support for con-
tinuation of the Ontario Home
Renewal program. Council
agreed to lend this support,
request increased funding and
ask that application of a property
maintenance bylaw be made
mandatory. Lucan has received
$22,000 in the form of forgivable
loans for work on seven older
homes.
General accounts amounting to
$26,226 for September were ap-
proved for payment. The amount
includes a bill for a culvert on
Lewis Avenue.
The clerk will send information
to councillors about the industrial
development conference,
sponsored by the Ministry of
Tourism and Development in
Toronto November 3-4. Likely at
least one will attend, No decision
was made about attendance at
the Ontario Good Roads
Association in Toronto next
February. That will be discussed
again in December.
Damages totalled more than
$22,000 in six accidents in-
vestigated this week by officers
of the Lucan detachment of the
Ontario Provincial Police.
