Only three area accidents Biddulph township will be receiving an additional $7,316 in subsidies from the Ontario Ministry of Transportation and Communications to cover the abnormal maintenance costs of last winter. The contract on the Haskett- Van Gaal municipal drain was let to Hodgins and Hayter of Grand Bend. Lucan Council heard at its recent meeting that the first payment of $84,922 on the revised grant for its new arena was on the way, Robert Welch, Minister of Culture and Recreation had sent a letter to this effect. A week earlier he announced that the original grant for the arena had been boosted to $523,566. Council also learned that the Ministry of Transportation and Communication had granted an additional subsidy of $465; to help defray the exceptionally heavy cost of snow removal last winter. First and second readings were given to the village's new building bylaw, It will be based on a model submitted by W. D, Russell of Marshall, Russell, Waite and Christie, an Orillia law firm. Lucan will maintain a four-foot height for swimming pool fences instead of the five feet suggested in the model. It will also require permits for building pools of any kind, A flat fee of $5 instead of $2 will be charged for permits for projects up to $400 and $10 for those in the $400-$1,001 range, with $3 more for each additional $1,000. A scale of fines will be set for infringements of the bylaw. Third reading is slated for the October meeting. Meanwhile, council will forward $65 to W, D. Russell as payment for use of the model. As of October 1, water and sewage bills will be paid at the municipal office, instead of the bank. Bills, due the 16th of the billing month, will after that date be assessed a 1Q percent overdue penalty. A formal penalty clause for delinquent payment will be framed. It appears probable that a $15 deposit will be required from tenants in future when renting accommodation in Lucan. A number of people have departed without paying water bills, • At a recent meeting in London, in the Ministry of Environment office,' Councillor Norman Steeper and Clerk Ed Melanson were told that the village's sewer system would likely be ready by the time its new planning document had been prepared. A population of over 2,000, Mr. Steeper said, would need a very strong planning document, ex- plaining how growth would be paid for, and the town would also have to pay for its own sewage treatment plant with a debenture issue. Reeve Ivan Hem and Coun- cillor Steeper attended the Toronto convention of the Association of Municipalities of Ontario not long ago. They reported that provincial policy allowed greater autonomy to municipalities now, on condition that they paid for more costs and services themselves. When unable to pay, they would have to form municipal partnerships. One way or another, the result was some form of regional government, J. F. Janse, district officer for Southwestern Ontario Region of the Ministry of Environment, has notified Lucan that no date can yet be given for expansion of its sewage system. Mr. Janse stated that it would probably be at least a year before anything could be done, He also said the village would have to cope on its own with any problems caused by surface water running into homes. Council discussed pending legislation concerning municipal elections. Their recommendation will be that councillors of municipalities take office on a date advanced to match the new election time, which will likely be the first Monday in December rather than November. Council also questions the need for any more than two days for advance polls. Public works superintendent Bert Thompson reported that a man had been injured recently on the Dykeman bridge. Upon stepping out the *passenger door of a car, he had plunged six feet down into the creek. Council is going to ask an engineer to recommend some protective device for this site, possibly a cement wall with railing. No parking signs are going to be enforced. Tickets will be 4-H club meets ' The Lucan Number 2 had their first 4H meeting September 9 at the home of Mrs. Vander Loo. Main business was colour of book which is lime green. It was decided that the old truck used for drawing gravel and removing snow should no longer be used, It will be sold for the best price obtainable. A set of chains will be bought for the new truck before winter begins. Mr. Thompson was asked to report back to council on the metering of water at the new arena building. Records will be kept in future, In other business, council approved extension •of water, service to the new Toronto- Dominion bank at the north end of town on C. H. Lewis' property and learned that hearings had been set for September 15 for severances of properties owned by Mrs. Florence Kenney and W. H. Loyens, Council also approved the severance of 20 feet from property owned by Louis Decker, so that it could be added to that of Joanna Engel. A letter is to be sent to the fair board congratulating them on the success of the Lucan fair. Letters of a different sort will go to a couple of citizens guilty of maintaining untidy premises. The young participants in "Experience '77", who worked for the village under sponsorship of the Ausable-Bayfield Con- servation Authority, will receive letters of thanks. Council itself was the recipient of such a letter from Lucan's senior citizens, expressing ap- preciation of a $500 donation toward their building fund. It was agreed that Council meetings would be held the first Teusday of each month, instead of the first Monday, starting in November. The October meeting, however, will take place on the first Monday. Hilda and I would like to take this opportunity to thank all those who organized and everyone who attended our retirement party held in the Legion Hall Saturday, night. Needless to say we were overwhelmed and words will' never be sufficient to express our feelings.
