Change grant
to contribution
Due to changes in the Day
Nurseries Act, area
municipalities are being asked to
change the contribution they
make for students attending the
nursery school south of Grand
Bend operated by the South
Huron and District Association
for the Mentally Retarded.
However, they're not being
asked to change the amount, just
the terminology.
In the past, the ministry of
community and social services
have paid 80 percent of the cost
per student and the municipality
where the student lives has
contributed 20 percent.
That latter amount was termed
a grant, but now it is to be known
as a contribution.
Association members Alma
Godbolt and Jack Underwood
appeared before Exeter council
this week to explain the change
and Underwood said it was being
made because the Association
was caught up in some govern-
ment bureaucracy.
He said the ministry was now
only paying 80 percent of the cost
after the municipal grant was
deducted from the total cost,
whereas they previously paid 80
percent of the total cost. On a cost
of $1,000 he said the prevdous
ministry grant was $800 and now
it was only $640.
Mayor Bruce Shaw said the
change was possibly made in the
act to prevent citizens from
paying twice on their taxes, once
at the provincial level and once at
the municipal level,
However, Underwood said they
had been advised to take the
approach of securing donations
rather than grants.
"We still may get caught," he
suggested in reference to the fact
the ministry. grant may still only
be 80 percent of the cost after the
municipal donation has been
deducted.
Members of council agreed to
pay the donation as a lump sum
in an effort to assist the
Association.
The municipality pays $15 per
month per student, although
there appeared to be some doubt
about that figure. Some members
thought it was $30 per month and
Underwood said the amount
would have to be straightened
out.
