One of the features of the Anti- Inflation Act is the recognition of the disadvantaged position many women hold as wage earners. The Act recognizes two of the more glaring problems: unequal pay for equal work and low wages for a high proportion of women. AIB Regulations allow lower paid employees larger wage increases than would normally be permitted so as to allow them to "catch-up". This could benefit many women, but June Menzies, the AIB's vice-chair, points out these provisions are not being used as much as they could be The regulations allow em- ployers to bring salaries or wages of employees up to $3,75 an hour or by $600 a year, whichever results in the greater increase. This- is permitted even if the resulting increase is in excess of the guidelines, This, of course, is a benefit to all lower paid workers, regardless of sex. But according to the latest figures available from Statistics Canada, over 50 percent of working women fall into this category. AIB regulations also cover equal pay for equal work. The employer is permitted to exclude any payments made to eliminate discriminatory pay and benefit practices. Under the controls program, employee groups may not receive an annual increase in compensation larger than $2,400 or the percent increase per- missible, whichever is the lesser. Under the "catch-up" and sex discrimination provisions, the limits may be waived if the money is going to low paid as well as female workers. That is up to the employer and union or employee group. Case officers cat. the Anti-Inflation Board can point out these special, provisions but the employer has to apply for them to be included. in the AIB ruling. June Menzies points out that conditions such as lower pay for equal work and low wages for a high proportion of women existed long before the controls program was implemented. "The problems were recognised in the Act, and solutions are available.
