Deepening concern over a trend towards more public business being carried out in private prompted a meeting Thursday of members of the Blue Water Regional Newspaper Network. The meeting at the Huron Expositor in Seaforth was organized following incidents in the Blue Water region in which reporters have had difficulty gaining access to public' in- formation. The seminar was planned to help reporters who cover meetings of elected bodies better serve their readers. Reporters and editors at the meeting from The Mitchell Advocate, The Clinton News- Record, The Exeter Times Advocate, The Huron Expositor, The Brussels Post, The Wingham Advance-Times, The Goderich Signal-Star and freelancers were told they had the same right to public information as the or- dinary citizen, Under the Ontario Municipal Act all regular meetings of council are open to the public, and no person can be excluded Clinton stands please ALPHA Alpha Huron notes another step forward in the accessibility of the handicapped. The new grand- stand at the Clinton Raceway will include an area designated for wheelchair spectators. Paul Kerrigan, President of the Clinton Kinsmen, reports that studies are underway to find a suitable yet economical plan. When facilities such as the Clinton Raceway become ac- cessible, it is then up to us - the handicapped - to get out, use them, enjoy them and show there is a need for these and future innovations. All towns must provide ad- vanced polling stations that are accessible to the handicapped. Alpha assisted in finding a suitable location in Goderich, Mr. and Mrs. George Turton of 319 Huron Road offered the use of their hpme. At Alpha's May meeting in the Brussel's School, a motion was passed to investigate the ac- cessibility of local theatres. A forth letter was also approved that will be available to in- terested persons or groups requesting information on Alpha's activities. Our next meeting is scheduled for June 28 at 8 p.m. in the Holmesville School. Mr. Wally Kennedy, CNIB District Administrator, London Office, will be our guest speaker. We realize this is a busy time of year, but we are hoping for a good turn- out. As always, everyone is welcome. except for improper conduct. The only exception is meetings of committee-of-the-whole. However, all decisions of such a committee meeting have to be reported in open council, No vote can be taken by ballot or by any other method of secret voting or the decision has no legal effect. Each councillor must announce his vote openly and individually. Reporters were told the head of council could call a special meeting of council upon receipt of a petition of the majority of councillors stating the purpose of the meeting and the time it will be held. Special meetings may be either open or closed if council feels it is required by the public interest. This has to be expressed by a resolution in writing. Some councils may view the press strictly as an adversary while others think of them as a publicity secretary, they said..
