Bruce Heath, director of the
Huron County Children's Aid
Society, left Friday for a new
position with the Ontario
government beginning this week.
He will be employed in the office
of the Associate Deputy Minister
of Community and Social Ser-
vices and will be involved in the
amalgamation of special services
for children and youth into a new
division of the Ministry of
Community and Social Services,
The Lieutenant Governor
announced in the Speech from the
Throne March 29 the govern-
ment's intention to consolidate
the services provided by child
welfare agencies, day nurseries,
children's mental health ser-
vices, mental retardation ser-
vices and delinquency programs
into one department. It was noted
at that time that a unified
program was better designed to
meet 'the special needs of
children in Ontario that so many
separate programs had formerly
provided.
The new reporting relation-
ships will take effect July 1, 1977,
but right now discussion on the
specific implementation this'
policy decision and how it will
affect the delivery of programs is
going on.
Mr. Heath told county council
he would be making a lengthy
presentation to a meeting in
Toronto this week and felt there
was a definite likelihood that
Huron County would be chosen
for a pilot project in Ontario.
"Huron is the most opportune
county in this province," Heath
told council. "It was chosen
because it has the only Children's
Aid Society in the province which
has such close ties with the
county council."
Those services to be in-
corporated under one depart-
ment are:
From the Ministry of Health,
The Cnildren's Mental Health
Services Branch of the Ministry
facilities and programs operated
under the Children's Mental
Health Centres Act, regional
children's centres special units
for children in psychiatric
hospitals and the family court
clinics.
From the Ministry of the
Attorney General, Observation
and detention centres and con-
tract homes.
From the Ministry of Com-
munity and Social Services, the
Child Welfare Branch of the
Ministry and facilities programs
operated under the Child Welfare
Act (including CAS), the
Children's Institution Act, the
Children's Boarding Homes Act,
and the Charitable Institutions
Act (for children); the child
abuse program of the Ministry;
mental retardation services for
children; the Day Nurseries
Branch of the Ministry and the
facilities and programs operated
under the Day Nurseries Act.
As of September 1, 1977, Heath
also announced, the new name
for the local Children's Aid
Society will be Family and
Children's Services. He said this
new title was more in keeping
with the thrust of the Huron
County CAS in recent years.
"Only the severely neglected
child, or perhaps the rejected
child should come into care,"
Heath told council. He said that in
almost all other cases, it was best
to assist the family by whatever
methods were suitable to remain
as a unit and to keep children and
parents together.
Heath introduced his suc-
cessor, John Penn, who spoke
briefly to the reeves and deputy-
reeves in attendance,
Pentecostal
ladies meet
The Women's Missionary
Counsel from the Exeter Pen-
tecostal Church gathered in the
home of Mrs. Cecil Kipfer
Thursday.
Mrs, Keith McLaren presided
over the meeting and Mrs. Percy
Bodaly was asked to pray over
the service, Mrs. Don Reynolds
read the minutes from the last
meeting. Mrs. Cliff Blanchard
gave the treasurer's report.
The roll call was taken from 21
women who answered by a
scripture verse on "Reign".
Mrs. Elmer Desjardine gave
an account of the Conference and
the U.M.C. banquet they at-
tended.
Mrs. Hookey gave a reading on
the life of a Missionary from
Kenya.
Mrs. Nan Brittain and Mrs.
Shirley Luther sang a duet and
Mrs. Pearl Errall accompanied
on the piano.
Miss Marion McLean read
about George Vins who is a
prisoner in Siberia.
The women signed a letter for
his release.
Mrs. Don Reynolds gave a
message. Her text taken from
Proverbs. This also included the
testimony of Mrs. Geraldine
Wines.
SCIENCE GRADUATE—Olga
Ida Zemitis, daughter of Mrs.
Gisela Zemitis, RR 1 Hay, received
a Bachelor of Applied Science
degree in Family Studies recently
from the University of Guelph. In
the fall Olga will be attending
Althouse College.
Couple wed
at Nairn

Dora Unger and John MacNeil
exchanged vows at the Nairn
Mennonite Church Saturday May
27.
The bride was attended by her
sister, Mrs. Alma Fuhr of
Manitoba, who wore a medium
blue long gown, trimmed with
white lace. David Fuhr, the
bride's brother in-law acted as
best man.
The Rev. David Brunner,
Pastor of the Nairn Mennonite
Church extended welcome to the
guests in both English and
German for the benefit of the
bride's mother,
The ceremony was conducted
by the Rev, G.H. Nunn, General
Superintendent of the Pen-
tecostal Holiness Church of
Canada and President of the
Christianview Bible College in
Ailsa Craig. The groom, John
McNeil was one of the recent
graduates from Christianview
College.
Mrs. Agnes Driediger and Mrs.
Ruth Nunn both acted as soloists
for the wedding.
The couple will be enjoying a
trip across Canada and visiting
Kitimat, British Columbia,
Following the wedding trip the
groom will take charge of the
Pentecostal Gospel Light House
Church in Coldwater, Ontario.
Students working in the region
of Waterloo, and Perth, Huron
and Wellington counties are
helping public libraries expand
their service in many different
ways.
