The rate itself, the report
noted, remains at $21.00 per day
but the resident share, or co-
payment, has been increased by
20 cents to $7.60 per day, thus
reducing the insured portion to
$13.40.
Council endorsed a commitee
approved rate of $6.05 per hour
for part time Registered Nurses,
effective January 1, 1977. This
represents a six percent increase
over the 1976 rate of $5.70.
The service employees
salaries and benefits for the
years 1976 and 1977 have been
approved by the Anti-inflation
board it was also noted.
Religious services at Huron-
view will cost more as well.
First Baptist Church in
Goderich requested an increase
in the fee paid the Church for
services of Rev. McWhinney. The
fee has remained at $800 per
annum for several years, it was
pointed out.
Council agreed to increase the
minister's services fee $1,000 per
year.
It was also reported that
Warren Zinn had been appointed
Vice Chairman of the Committee
of Management at Huronview.
Huron County Council has
agreed to provide $4,225 to the
Board of Health for the hiring of
a nutritionist in the county sand
establishment of a nutrition
program.

Huron County Council got
some good news from Social ser-
vices administrator J. A. McKin-
non last Thursday. Mr. McKin-
non reported that his department
had estimated expenditures for
1976 at $378,200 but only spent
$341,804 when the final accounts
were balanced.
At the beginning of 1976 it was
announced that the Ministry of
Community and Social Services
would be allowing Social Ser-
vices expenditures to increase by
only 5.5 per cent over the
previous year's expenditures, he
told council.
"Many Social Services ad-
ministrations foresaw problems
in limiting their budgets to this
increase and felt that with the
demand on their services that
they would not be able to operate
within these constraints,"
McKinnon observed,
He pointed out that along with
this budget restriction the
Ministry issued changes in the
legislation indicating that un-
employed persons to receive
assistance had to be willing to
undertake any full time, part
time or casual employment
whereas previously he had only
to be willing to accept full time
work for which he was trained
or capable of. "This condition
was also extended to include
employable spouses and older
dependent children. Previously
an employable spouse was not
obliged to seek employment only
the head of the family.
Assistance to employable per-
sons under the age of 18 living
away from home was made
discretionary rather than man-
datory, McKinnon told the
meeting.
"Previously a person under 18
years of age could apply for and
receive assistance while living
away from the parental home.
This change made assistance dis-
cretionary and persons in this
category would only receive
assistance if their parents in:-
dicated that they were unwilling
to support their child and that
the family relationship had
broken down."
Mr. McKinnon said that as 1976
progressed most agencies notic-
ed a drop in their caseloads and
expenditures. Part of the reason
for this was due to heavy publici-
ty given the recent amendments
which may have deterred people
from applying for assistance, he
suggested.
"Other reasons were more
summer jobs, and greater
reliance on Unemployment In-
surance benefits."
Mr. McKinnon also added that
in September of 1976 the drug
program was taken over by the
Ministry of Health which also
helped to reduce social service
costs.
New jackets
for OPP
Commissioner H. H. Graham of
the Ontario Provincial Police
announces that during April the
I public will begin to see members
of the OPP in a new all-season
uniform, The new jacket will
replace the present tunic worn by
the OPP and most other Police
forces in Canada.
The jacket is designed for
greater flexibility. It features a
pleated back, giving the officer a
greater ease of movement. The
Sam Browne belt will be worn
under the jacket rather than on
top, with areas cut away at the
bottom of eithk side for the of-
ficer's gun holster and handcuff
pouch,
The jacket will be worn for
work purposes only, with the
present tunic being retained for
formal occasions,

The Board determined in 1974
that the services of a nutritionist
would be advantageous in the
County and subsequently made
application for provincial funds
in 1974 and again in 1975,. In both
cases the applications were not
approved due to a lack of funds,
In its report to Council last
Friday the Board recommended
that an application be made to
the Ministry of Health for $8,4$0
to fund the services of a part
time nutritionist for Huron Coun-
ty.
It also recommended that the
County of Huron contribute its
share of the project, that is $4,-
225, whether or not the program
was approved by the province.
County Councillors supported
both recommendations.
Hayfield Reeve Ed Oddleifson
asked if the County share would
help at all if the province did not
come through with its share.
"Will it get junk food out of our
schools," he asked.
Medical Officer of Health Dr.
Frank Mills assured him it would
help.
Nutritionist Consultant Helen
Brown was on hand to answer
questions and explained the
proposed duties of a nutritionist
employed by the Board of
Health.
She said that person would
assess overall nutrition needs in
the community and noted that

itiate and develop nutrition
programs. This would include
work in the school, the meals on
wheels program, the elderly and
weight watching groups.
It took a clause by clause vote
on the Board of Health report to
pass the recommendation but it
was approved with only Seaforth
Reeve John Flannery and Allan
Campbell, Reeve of McKillop
Township, opposing the motion.
Although the leases on the pre-
sent Health Unit vehicles do not
expire until July 31 this year,
council agreed to advertise for
new leases now in order to en-
sure availability of vehicles by
August 1,
The Board authorized adver-
tising for seven, four cylinder
cars, one six cylinder four-door
sedan and four half-ton trucks of
either four or six cylinders.
Sealed quotations are being
requested for both full
maintenance and net leases ex-
cluding insurance for 24 months,
maximum 40,000 miles, with
snow tires for winter driving.
