Consider hostel
in Lucknow area
Huron County Council was told
Thursday that its Social Services
committee is considering en-
tering into an agreement with
Pinecrest Manor Limited at
Lucknow to establish a
domicilliary hostel which would
provide accommodation to
psychiatric patients requiring
services over and above ordinary
room and board.
It was explained that as
patients are released from the
psychiatric unit of the Alexandra
Marine and General Hospital at
Goderich, they were often in need
of such accommodation.
Goderich Township Reeve
Gerry Ginn asked if this meant
that because the Goderich
Psychiatric Hospital had been
closed that costs were now
beginning to fall back on the
County.
John McKinnon, of the county
Social Services Department,
explained that such was not
really the case as even when
GPH was in operation, such
accommodation was still called
for in some cases.
He also informed council that
no decision has been made at this
time but that a recommendation
in this connection would likely be
made to council at a later date.
The Social Services Committee
recommendation that the 1977
rate of $12.00 per visit as
requested by the Victorian Order
of Nurses, be accepted was given
council approval.
The rate increase is still sub-
ject to the approval of the
Ministry of Community and
Social Services however,
Huron County Council has
agreed to co-sponsor a recreation
study being prepared in the
Stephen Township area.
The cost of the project is to be
approximately $5,000 which will
be totally borne by the Ministry of
Culture and Recreation, The
County will pay the authorized
bills and will then be reimbursed
in full by the Province,
County Development Officer
Spence Cummings explains that
the Ontario Development Cor-
poration has asked for the study
to seejust how much use facilities
at Huron Park could be put to by
residents of South Huron and
northern Middlesex counties.
Goderich Township Reeve
Gerry Ginn asked if this meant
Huronview
budget set
At its February meeting held
Thursday, Huron County Council
struck a budget totalling
$2,420,000 for the operation of
Huronview during 1977.
Of that total figure the
Province of Ontario, through the
Ministry of Community and
Social Services, pays $1,159,762
leaving the county's share at
$200,438.
Before making final approval
the Huronview Committee of
Management brought in a
number of revisions to their
original estimated budget.
An increase of $7,451 was made
to the area of Medical and
Nursing Services bringing that
section up to a total of $1,098,555.
Building and Property budget
was increased by $42,000, to
$271,136 and General and
Adminstration was brought up to
$140,587 with an increase of
$8,347.
The budget item covering
capital expenses was decreased
by $19,000 however to $20,000,
In other business Huronview
administrator C. A. Archibald
told council that snow removal
costs at Huronview are the
highest experience in many years
and activities involving outside
talent and volunteers have been
considerably curtailed due to the
inclement weather.
Mr. Archibald also noted that
several casds of influenza during
the early part of this year
required a ban on residents
visiting other areas.
"The outbreak has now sub-
sided," he noted, "and residents
have the freedom of the whole
building again."

areas, perhaps in Clinton.
"I wonder if they will pay for
such work in other areas, or just
where ODC property is in-
volved," he observed.
Mr. Cummings said that he
assumed the ODC would decide
each case on its own merits and
noted that it would likely depend
on just how much money the
corporation had to spend.
In other business arising from
the Development Committee
report, council authorized
placement of advertising in the
Huron Soil and Crop News, cost
not to exceed $200, consisting of
the tree cutting by-law and an
article prepared by the Ministry
of Natural Resources in con-
junction with the county tree
commissioners and the
Development Committee.
The Development Committee
also reported to council that it
had been informed Mr. B.
Broadworth, Associate
Agricultural Representative in
Huron is to become Agricultural
Representative for Thunder Bay.

Replacements, they said are
expected to be named shortly.
Council also agreed to pass a
by-law following approval from
the Ministry of Natural
Resources, allowing reim-
bursement to local municipalities
for loss of taxes on reforestation
properties, and further that
townships involved be notified
later in 1977 of the passing of this
by-law.
A Development Committee
recommendation that $2,500 be
granted the local committee for
the International Plowing Match
in 1978 to cover expenses for the
next three months was approved
by council .

Water Rate Revision for the
Town of Exeter
Effective with the March 31, 1977 billing, water rates for
customers served by the Exeter Public Utilities Commission will
increase by percent. This is six cents per day for a
normal domestic customer.
Two new wells and a pipeline are being installed at an es-
timated cost of $608,920.00, and should supply the re-
quirements of the Town of Exeter beyond the year 2000.
The increased rate is necessary to provide sufficient funds for
increased operating expenses required to amortize the cost of
the project over a twenty year period.
The last well was installed in 1960, and annual consumption
for the Town was 126,000,000 gallons. The annual consump-
tion has now exceeded 194,000,000 gallons, and at peak de-
mand the Utility. has had to pump from its reserve water
several times creating a dangerous condition in the event of
fire.
The new wells will provide for this deficiency and will enable
the Commission to continue to provide water service to the
new homes, apartments etc., being erected in increasing
numbers each year.
The project will increase the Commission's operating expenses
by $67,242,00 annually and the revised rates should provide
$54,279.00 in additional revenue. The operating expense
deficit will be eliminated by substantially redUcing the systems'
profit.
