T- A photo Reeve sets priorities Three persons were arrested recently by officers of the Lucan detachment of the Ontario Provincial Police on a number of theft charges. Robert Ward MacNaughton, Lucan has been charged with break, enter and theft as the result of a break and enter in- vestigation in Lucan. Mark Elgin Bulgin and Steven Edward Edward Tugwell, both of Nairn have been charged as the result of a number of thefts of gasoline in the Ailsa Craig area. Community Services Officer Cord Barker reports that officers of the Lucan detachment were called on to investigate 2,526 occurrences during 1976. This is an average of seven per day. There were 411 motor vehicle New chairman for cancer group The president of the Lucan- Biddulph Branch of the Canadian Cancer society is most pleased to announce the appointment of a new Campaign Chairman. Damages to the vehicles in- volved in the 411 collisions was estimated at $486,801.76 or an average of $1,184.43 per accident. Constable Barker concluded, "Add to the collision figures another $15,355 for damages done to fences, guard rails, signs, etc and you have a grand total of over a half million dollars," The members and friends of Lucan United Church who were not present at the service Sunday morning missed a fine New Year's message when Rev. Cecil Jardine, now retired, of London spoke on "A New Beginning". Speaking from Philippians 3: 13-14 Mr. Jardine said the words of St. Paul are just as meaningful today as they were in Bible Times. Whatever you would be or are, he said, do your very best to give good service and forget the things in which you have been weak. God will give strengh and wisdom if we but seek Him and let Him be our guide. Thursday at 10.45 p.m. on High- way 7, three-quarters of a mile west of Elginfield, a vehicle driven by David Ingham, Ailsa Craig left the roadway and struck a fence. Constable W. R, Disher estimated damages at $300, Vehicles driven by Mark Holden, St. Mary s and Harry Van Boxmeer, RR 1, Lucan collided on Highway 4, a quarter mile north of Elginfield at 5:30 p.m. Friday. Every person who is interested in Branch 540, Royal Canadian Legion, Lucan sponsored hockey are reminded there will be a meeting held at the Branch at 8 p.m. Monday January 10 to discuss ways of improving hockey and to elect a committee to look after Legion Sponsored Minor Hockey in Lucan. We had a very good crowd of interested persons to our last meeting and this was the general consensus of opinion that such a committee be formed. Please make it a point to attend. Senior bowlers back in action This afternoon, Thursday, the meeting of the Sunshine Group and Busy Buddies will com- mence at 1:30 p.m. Members of the latter group are reminded this is the last of the Leather Craft classes so bring in your articles for lacing. Senior bowling and meetings will commence Tuesday, January 4 at 1:30 and Thursday, January 6, at the same time. All seniors or near-seniors are welcome:Busy Buddies will have their last leather craft class. Be slow to give, but quick to accept, good advice, The population of the village of Lucan should reach the 2,000 mark in the very near future according to Reeve Ivan Hearn. At Monday's inaugural meeting of the 1977-78 council, Hearn said when the three subdivisions now under con- struction are completed the village's population will be double from that of 10 years ago. The reeve said construction of the 38 lot Loyens subdivision is expected to begin in the spring and the North Middlesex Holdings project of 18 lots has been approved by planners and the Ontario Ministry of the Environment, The Wilberforce subdivision is adding 60 lots to the development of Lucan. Hearn suggested to council members that a study should be begun on the capacity of the present sewage system. He continued, "Our present system can handle up to 2,000 residents but we should be planning of what type of system either extension of lagoons or a treatment plant will be needed if we have further growth." Another project high on the reeve's priority list is completion of the arena and auditorium. The reeve said he felt a study was necessary on the need of senior citizen apartments in Lucan. In regular business, council gave third and final reading to the bylaw to increase sewage rates in the village. The new sewage rates which actually go into effect for all of 1977 are 70 percent of the water rate which for residential pur- poses is $4 per month. This is an increase from 48 percent, The rate was increased on in- structions from the Ontario Ministry of the Environment after the system showed deficits as high as $12,000 a year. Final reading was also given to the sewer usage bylaw after amendments suggested by the Environmental Ministry were complied with. Works superintendent Bert Thompson was authorized to purchase two-way radio equip- ment for village vehicles at an approximate cost of $225. Lucan council Tuesday night named the numerous boards and committees most of which will be in force for the full term for 1977-78.
