however, that he did not feel that
45 members were necessarily
more effective than 29.
Mayor Shaw asked Reeve

members did not leave until 6

William Bierling of RR 4
Parkhill, aged 24, was found
guilty of possession of an of-
fensive weapon in Judges Court,
Exeter on Tuesday. He was fined
$100 or 10 days with a month to
pay.
Bierling pleaded not guilty to
the charge and a trial followed.
According to a witness,
Deborah McNair, the accused
had been drinking at the Club
Albatross when he approached
another table and began to use
abusive language. He was asked
to leave and the witness followed
him out to the front door when
someone yelled that he had a
shotgun.
Bierling testified that he had
intended to go hunting with his
father when the hospital called to
tell him that his wife's baby was

cruelty, prejudice, indifference,

Given the right fertilizer, the
human spirit reaches out to other
human spirits, and mankind
moves another inch toward the
stars.
Without proper nourishment,
the human spirit shrivels or
warps, turns in on itself, rots, and
spreads like a cancer.
In certain periods, the un-
dernourished spirit produces the
great psychopaths like Attila the
Hun, Napoleon, Hitler, and we
are led into darkness,
But after each of these sombre
intervals, the resurgent human
spirit roars back, fanning the
embers into a blaze of glory, and
once more man is on the march.
This is all very inspiring, I'm
sure, but it's pretty abstract, and
I prefer the concrete. Let's see if
we can find some examples of the
human spirit in action.
When a two-yiear-old child,
normally good and obedient,
sticks out his lip and flatly
refuses to do something
reasonable, and defies threats of
spankings, his is not just being
stubborn. He is exhibiting, to the
world, his sense of self, of in-
dependence, That is the human
spirit.
When an 80 year old man, or
woman, prefers to pig it alone in
poverty and discomfort, rather
than be shuttled off to a cosy
senior citizen's home, he or she is
doing the same,
When a man or woman has
enough guts to say "No!" at a
time when all about are saying
"Yes!" that's the human spirit at
work.
But let's get down to an
example we can all understand.
When a man gets up after his old
lady has knocked him down five
Agreement has been reached
on a building permit for the old
Town Hall by the two parties
involved, according to building
inspector, Doug Triebner.
The Heritage Foundation had
received the go-ahead from
Council several weeks ago to
continue the restoration project,
but they had not received a
building permit from Triebner
until this week.
Terms for the lease agreement
between the Town of Exeter and
the' 'Foundation were also
hammered out this week. As
originally agreed, the Foundation
is the owner of the building and
will lease the land that it sits upon
for a dollar a year from Council.
Under the contract, a six ft.
paramenler of land around the
Town hall defines the property
line.
Lawyers for the town,
Raymond and MacLean, ex-
plained to Council that a con-
tentious omission of portions of
the agreement pertaining to the
lessor and t the lessee had been
crossed out because they were
not stated in correct legal
language. Members of Council
had been under the impression
that the Foundation had "crossed
out" the clauses to• absolve the
Foundation from responsibilities

times, and advances on her, arms
outstretched, and says:
"Darling, let me explain just
once more." That is the human
spirit at its best,
Don't get this human spirit
thing all mixed up with sen-
timentality: the cooing of a baby,
which might be just a gas pain,
the radiant smile of a bride,
which might be just vanity. Or
gloating. No, let's keep it on a
high plain.
Here are the instructions I gave
my students, See how they grab
you.
"This essay is to be an
examination of the human spirit
(soul, self) as it acts and reacts
under stress, in inter-play with
other human spirits, in conflict
with society.
"The essay should reveal
something of what the student
has learned this year from ex-
posure to the ideas of first-class
writers concerning the human
spirit.
"Ideas expressed should not be
merely emotional clap-trap or
mystic foofawraw, Nor should
they be a mere recording of
examples of the human spirit in
action, taken from the books
read. They should rather
represent the student's own
human spirit reacting to the
stimulus of what has been read
and pondered,
"Any reasonable — and even
some unreasonable — ap-
proaches to the topic will be
encouraged.
"Students may choose one of
the following exhortations from
their glorious leader:
"Good Luck"
or
"Eat Your Heart Out."
Aren't you glad you don't take

to the town with regard to
building regulations. However,
as the lawyers pointed out in a
letter to Council, this was not the
case.
Councillor Barb Bell has
discovered that there is a fee for
having a building designated as a
Heritage structure under the
Ontario Heritage Act. Reeve
Derry Boyle indicated that since
the building was now the
property of the Exeter Heritage
Foundation, that they should be
reSpotiSible for' the fee.!Mthotigh
several councillors agreed with
that assessment, no final motion
was passed.
Explaining his opposition,
Cain. Garnet Hicks stated, "I'm
reluctant to support this motion.
Under such a system (29 mem-
bers) I feel that there would have
to be more administrative per-
sonnel hired and their salaries
would soon use up the money we
had hoped to save. It would also
be harder to get good people to
stand for reeve."
Coun. Wright agreed with
Hicks that it could result in
government falling into the hands
of "experts".
At one point during the
discussion, Reeve Boyle
on the way. After delivery, he
said, he went to various places
for a few drinks and ended up at
the Club Albatross.
He remembered little because
of alcohol he testifed, and did not
remember the gun, however he
did remember arguing.
Judge Marshman summed up
the case saying that the purpose
for the shotgun in the truck for
hunting is one thing, but as soon
as the gun is used for another
purpose, then the specific intent
is changed.
When Bierling's vehicle was
searched by Const. McIntyre he
found an empty shotgun and an
ammunition belt containing 17 12-
gauge shotgun shells. The in-
cident occurred December 28,
1975.
reiterated an earlier statement
that he has made regarding his
future in municipal politics. He
told members that his support for
a 29-member council had no
bearing on his own position as
reeve because this year would be
his last.
After the vote, Deputy-reeve
Tom MacMillan told Council that
it should be looking ahead to fill
the two positions left vacant by
himself and Boyle.
With• either one or two positions
on County Council to fill,
depending on how the Huron body
decides to vote on the subject of
restructuring, Exeter's choice of
a reeve in the next municipal
election in December could be
even more important than it has
been in the past.
