In continued efforts to save the
Clinton Public Hospital, the
Administrator of the hospital,
medical staff, the Chairman of
the Hospital Board and other
members of the Board, business
people Of the Town and I met with
the Acting Minister of Health, Dr.
Bette Stephenson, this week.
With due respect we had a very
good hearing as we met with the
Acting Minister from 4 o'clock to
6 o'clock. We emphasized the
economic impact the closing of
the hospital would have on the
community as it was the largest
employer in Clinton, and that the
closing of the hospital could quite
conceivably lead to the disin-
tegration of the community. This
is evident from the number of
homes that have gone up for sale
since the announced closing.
Failing our efforts to keep the
hospital as an active treatment
facility we asked the Minister to
define the extent of the am-
bulatory services.
The Minister went into some
detail on this particular matter
with the medical staff who had
private conversation with her,
and to the remainder of the
delegation the expressed her
sympathies and indicated that
she would have further
discussions with the Minister of
Health, Frank Miller.
I was prompted to direct a
question to the Minister of
Agriculture and Food this week
because of the situation farmers
found themselves in, in view of
the restriction in the availability
of Money for farm drainage
loans. I asked the Honourable Bill
Newman whether he could advise
how the townships are expected
to live up to their commitment,
not knowing that there were
going to be restrictions when they
approved the loan applications
and could he advise how the
farmers are expected to pay for

sactions of the cemetery. It was
agreed by the board to hire
Dawson MacGregor for the en-
suing year for caretaker of the
grounds. Charles Garrod and
Ronald Luther added memorials
to the cemetery during the past
year. Ancell Lee and Gordon
Morley were also in attendance.

Koricina in St, Joseph's Hospital,
London on Sunday.

the student painters. But the
puritanical old administrat'on
wouldn't allow it. They were
afraid they'd have girl art
students fainting all over the
place. Not in awe, In horror. So I
have to do it in a loincloth, with a
mask over my eyes so they won't
know who I am.
You think I'm busy? You ought
to see my wife. Aside from her
regular housework, she teaches
piano, knits and sews
(simultaneously, it seems to
me), prepares the income tax
return, chooses an -I uses new
paint and wallpaper, runs around
trying to find clothes for two
grandsons, and gallops down to
Simpson's order office to return'
things three times a week (it was
she who put Eaton's catalogue
out of business.) And we haven't
even started on the garden yet.
So, Just a word of wisdom to
you young people. Don't
swallow that bromide about a
serene middle age. It's about as
serene as Saturday .night in the
corner saloon.

But that was unusual, you say.
Most of your life is pretty tranquil
and even in tone. Well, that's
what you think, Buster. I didn't
even curl this past winter, and
scarcely had time to blow my
nose.
Right now, aside from a full
day's teaching, I am doing the
advertising and publicity for the
school Open House, preparing to
be a guest on a panel discussion
and modelling for an art class, In
my spare time, I mark papers
and prepare lessons.
Modelling, did I say? Yelp. I'm
a model. The art department at
the school wanted a live model,
They conned me into it by
pretending they wanted
somebody with character in his
face, Well, I have lots of that:
wrinkles, broken nose, bloodshot
eyes, the lot. Later, I discovered
the reason I was chosen was
because I was the only teacher
who had a spare that period,
except for one woman teacher,
and she refused to model in the
nude.
I didn't, I was all for it. So were

the tile already installed on the
strength of the fact that the loan
would be coming through the
Township.
Mr. Newman replied that the
allocation of the budget is now $13
million which is approximately
the same as it was last year, It's
gone up from $4.5 million about
three years ago and because of
constraints within the Ministry
this year it was held at $13
million. The Minister said that a
letter was being directed to all
municipalities in the Province
asking them what they have
committed and what they have
not at this point in time.
I further asked the Minister
that because of the budget
restraints the manufacturer of
the tile and the drainage con-
tractor might well have to take
forceful action with the farmers
placing them in a position to
either borrow from the bank at
higher rates of interest,
assuming they had sufficient
credit worthiness to do so, or
remortgage their assets to obtain
money to pay both the contractor
and the supplier.
The Minister said that nobody
especially him, wants to create
undue hardships for the
agriculture community. Some of
the municipalities, he said, have
overcommitted and some have
not committed their total
allocation and when all the facts
and figures are put together 'the
whole situation can be assessed
and an equitable basis can be
worked out within the means they
had.
Ontario may start issuing
driver's licences which carry a
picture of the driver, according to
the Minister of Transportation
and Communications, who has
been considering such a scheme
for sometime. He has ordered his
officials to speed up their in-
vestigation of the scheme's
implications following this
week's report on the problems of
alcohol abuse among young
people, which recommended the
legal drinking age be raised from
1.6 to 19 years of age and young
drivers should be required to
carry identification cards. Both
Opposition Leaders indicated
that they are concerned that ID
cards for young drinkers may
infringe on the civil rights of
young people.
Anyone selling meat for human
consumption from animals which
died from causes other than
slaughtering will be subject to
suspension or revocation of his
licence to collect and process
such animals. This new rule is
port of a bill passed by the
Ontario Legislature, which ac-
cording to the Minister of
Agriculture tightens up
protection at present afforded
under the Dead Animal Disposal
Act.
Ontario was made "a laughing
stock" in Ottawa by refuting an
obsolete federal government
proposal for a guaranteed annual
income plan, Liberal Leader
Stuart Smith said in the
Legislature, when he asked the
Minister of Community and
Social Services why he had not
advised the Treasurer of the new
federal proposal in advance of
Ontario's April 1, presentation.
The Treasurer had told a meeting
of finance ministers that Ontario
estimated the plan would have
cost almost three times the $1.1
billion estimated by Ottawa, The
Minister of Community and
Social Services said the most
recent federal proposal in-
troduced in February had not
been universally accepted by the
Provinces.
Albert Roy, aLiberal M,P,P,
(Ottawa East) called attention to
the fact that former MPPs now
employed on various provincial
government boards and com-
missions should not be allowed to
collect government pensions.
Former Legislature Members
receive a government pension,
the amount depending on the
length of time served in the
House, and some former
Members receive up to $40,000 a
year for sitting on various boards
and commissions. The Minister
of Government Services told the
House she will investigate the
situation and report back to the
Members.
The Minister of Colleges and
Universities said in the
Legislature that there is a gap
between school and work which is
not bridged, and he feels that
industrial training needs in
Ontario are not being met. As a
first step he is appointing a new
Industrial Training Council to
advise the Government; and he
wants the council to study some,
of the more controversial'
recommendations of a task force
on industrial training.
