SPRING JOB SITUATION LOOKS BRIGHTER - Spring could bring a good many more jobs to the South Huron area, according to Huron Park Manpower counsellor, John Gillespie, shown examining the job sheets along with secretary, Mrs. Helen Isaac. photo by Robinson Optimistic outlook for job situation By LEIGH ROBINSON The employment picture may look a little brighter for the South Huron County area in 1976, according to John Gillespie, counsellor for Canada Manpower located in Huron Park. "I might be sticking my neck out by saying that, but the job situation looks better than it did last year." he commented. "I think that the economy is perhaps picking pp a bit or maybe it's just that there seems to be more optimism. I think per- sonally that job orders will come in a lot sooner this year." It's no secret that Canada's cold winters contribute to a phenomenon called "seasonal employment". Each year, es- pecially during the past six or seven, when the economy began to take a downward swing that has never really been corrected, a cycle begins in the fall with persons being laid off from con- structonand other types of work that 009.9A Qn, gookOveather to, keep going. As winter conies on, more people are laid off and employment never seems to return to "normal" until about April when these outside jobs become prevalent again. That phenomenon is amplified in the South Huron area, where many of the available jobs come from agriculture and construc- tion, both dependent on the warmer weather of spring, summer and fall for full employ- ment. Currently, there are about 400 persons listed with the local Manpower office who are seek- ing jobs. In contrast. there are only about 30 jobs listed in the of- fice. and the majority of these require a specific skill or ex- perience. Gillespie explained that in ad- dition to the outside jobs. many of the factory or production employers are seasonally oriented as well. depending on the construction industry, etc. to buy their goods. This also con- tributes to the high seasonal employment in South Huron. Of course, summer employ- ment has not always been the best either. Last summer was a prime example of that. Usually Manpower begins to receive a noticeable pickup in job orders in April. Last year there was no significant change in the number of available listed jobs until July, according to Gillespie. Commenting on the current employment situation, Gillespie said that unemployment remain- ed at about 6.8 or 7 per cent dur- ing the month of December and estimated that the percentage may have been a little higher in this area. The Huron Park. Manpower of- fice is not the large, bureaucratic maze that one usually pictures a Canada Manpower Centre to be. Gillespie is the only counsellor and there is one secretary- receptionist, The office is located in a small building that houses a laundromat, a variety store and a bank, as well. There is little formality although the staff must keep the same kind of records, etc. that any Manpower office must keep. The Huron Park office opened about six years ago. At that time Huron Park was just emerging as an industrial centre. and the federal government felt that it was best to locate the office as close to the employer as possi- ble. Gillespie. who has been in Huron Park for a little over a year, says that policy is changing and he experts that the Man- power office will be transferred to Exeter, perhaps as early as next summer, because Exeter is the most dense population area in southern Huron County. Another new concept at Canada Manpower is the job in-' formation centre, which consists of lists of all the available jobs. If a client does not want to talk to a counsellor, he can ask for specific information on a par- ticular job listed and go his own way. According to Gillespie, the system was designed to facilitate as many job seekers as possible. In addition to jobs, the centre offers upgrading and commer- cial training courses through Conestoga and Vanastra Colleges. Applicants are put on a standby list and usually must wait about two months before an opening becomes available, Although the federal government picks up the tuition fees and provides a living allowance, applicants are screened before acceptance to determine whether they are apt to pursue the course seriously. Other services include ap- titude testing. job preference testing, and referrals for other Manpower courses through Man- power centre locations where the courses are available. "The kind of person that we can most help is the guy who doesn'thave quite enough educa- tion, and is having trouble fin- ding or holding a job down. Through counselling and retrain- ing we can help him find suitable employment", Gillespie said, Gillespie adds that the employ- ment situation in south Huron County is more conducive to men than women, because of factors mentioned earlier, namely that most of the jobs come from in- dustry and agriculture. The ma- jority of jobs open to women, other than office work and sales, consist of babysitting and waitress work and are usually of a part-time nature. He men- tioned that the bankruptcy of Hall Lamp in 1973 when 350 female employees were per- manently laid off contributed to that situation and it has never really cleared up. Basically, Gillespie is op- timistic about the spring job market, which should start to pick up in six or seven weeks. Job placements in the Huron Park office usually go up from an average of about 30 to 35 placements per month during the winter, to between 75 and 80 in spring and summer. There are a couple of things which could affect that op- timism however, and Gillespie is aware of thern.LIP and OFY projects have been cancelled by the federal government and could affect this summer's employment possibilities as well as next winter's. "Students may have to dig a little harder this summer, but they should still be able to find jobs", he commented. He noted that a special student placement officer will be assigned to the South Huron area in the near future.
