The Rent Review legislation
about which I reported to you
some two weeks ago is to be
administered in conjunction with
the companion legislation — the
recent Amendments to the
Landlord and Tenant Act, which
were also passed during the first
session of the 30th Ontario
Legislature. These Amendments
provide for security of tenure.
One most important thing to
remember is that, under the
terms of the legislation, people
have no reason for anxiety if they
do not actually have a written
lease, because a tenancy
agreement, giving or renewing
the right of a tenant to occupy a
dwelling, does not necessarily
have to be in writing, to be
considered valid under the law. It
may also be verbal or implied.
If a landlord wishes to give a
tenant notice of termination of a
tenancy agreement, he must give
the tenant 60 days' notice in
writing, and he must also give
cause, Such notice has to be in
writing, and the landlord must,
under the law, clearly indicate

to terminate the tenancy.
In the case of proposed ter-
initiation prior to the expiry of its
original terms, there are only
five reasons which will be con-
sidered justifiable cause — or
may be so considered:
(11 One reason would, of
course, be non-payment of rent,
(21 Another would be if a tenant
has caused wilful damage to the
property of the landlord,
(3) So-called "undue nuisance"
would be considered cause — that
is something which interferes
with the reasonable enjoyment of
the housing unit.
(4) Interference with the safety
of your own housing unit, or the
well-being of someone else —
that is infringement on the lawful
rights and privileges of other
tenants.
(51 Finally, if more people are
housed in the unit than seems
reasonable — overcrowding.
In the case of "public
housing" a further justifiable
cause which would be given
consideration is if tenants are
found to ,,have materially
misrepresented their income,
thus affecting their eligibility for
any form of government-
supported housing ac-
commodation.
Seven days of grace must be
allowed to tenants to enable them
to make amends, giving an op-
portunity to, for instance, pay the
overdue rent or repair the
damage, If this is done; then the
record is wiped clean. However,
if a similar situation occurs again

landlord is not called upon to give
the seven days grace. He simply
gives 14 days' notice and can then
apply for a writ of possession,
Where the expiry date of the
original lease is the occasion for
the landlord wishing to give
notice to the tenant, then all the
foregoing reasons would be given
consideration as justification,
Another cause in these cir-
cumstances would be if the
landlord needed the ac-
commodation for his own use, as
well as persistent lateness in
payment of rent, or in the case of
"public housing" ceasing to meet
the necessary qualifications for
such accommodation.
Last month's column dealt with
the purpose and function of a
conservation authority; how it is
established and how members
are appointed, and gave a brief
history of the Ausable-Bayfield
'Conservation Authority.
Authority Programs
Since an authority's purpose
and function is to carry out a
program for the wise use and
management of the renewable
natural resources within its area
of jurisdiction, its overall
program is broken down into
different resource categories:
water control; conservation
areas; land use plannings
forestry, fish and wildlife; and
conservation services, which
includes the assistance programs
to landowners such as tree
planting, erosion control, and
farm tree replacement.
Organization
In order to consider, approve,
and direct individual projects
and programs within these
resource categories, the
"Authority's 35 members sit on a
number of advisory boards and
committees, such as Flood
Control and Valleylands,
Reforestation Wildlife and Land
Use, Education and Information,
and Land Acquisition and
Management, to name four out of
the seven.
These boards and committees
make recommendations to the
Executive Committee which is
composed of the chairmen of
each advisory committee, three
members at large, the past
chairman, and the chairman of
the Authority who is elected by
the members, The Executive
Committee is in charge of the
month-to-month business of the
Authority but must recommend
the adoption of new projects and
programs to a meeting of all
Authority members. The
members in turn are expected to
keep their respective 'councils
informed of the Authority's
program and plans.
Finances
Money is required of course to
carry out the approved program
of the Authority (a total of
$614,000 in 1975).
This money comes mainly from
two sources with the possibility of
assistance from a third. Most of
the funds, from 70-75 percent,
come from the Ontario Ministry
of Natural Resources in the form

CG IT meeting
The CGIT met in the
schoolroom of the United Church
on Tuesday evening for their
regular weekly Meeting.
Following the Worship service
the girls worked on crafts.
Games were played and the
meeting concluded with taps.
At a recent meeting officers
If a condominium arrangement
has fallen through, this would be
given consideration,, and the
same applies where there are
plans to demolish the property. In
circumstances where extensive
renovations are going to take
place, or the premises are to be
converted to other than rental
use, justification might be found,
although in the case of
renovation, the tenant should be
given first refusal on the
renovated premises.
Twenty-eight days notice must
be given on monthly tenancy
agreements, and in other cir-
cumstances sixty days notice is
required.

24-30 percent, called the
Authority's share, is normally
raised by a levy on the member
municipalities, in the same way
that boards of education levy
each municipality in the county,
For special projects, such as a
large and important land
acquisition, funds are sometimes
obtained by private donations
from foundations (The Nature
Conservancy of Canada for
example), large companies, and
interested individuals. These
donated funds pay for the
Authority's share of a project,
and allow an authority to carry
out these special projects without
placing a heavier burden on the
municipal levy. For projects that
will benefit only certain
municipalities, such as the
Walker Drain erosion control
project, a special benefiting levy
is paid by the municipality or
municipalities involved.
Recreation
One of the more visible on-
going programs of the Authority
is the development' and im-
provement of facilities provided
for the public in its ten con-
servation areas throughout the
watershed. All these recreation
areas are open for use all year,
but in the winter the internal
roads and parking lots are not.

areas where snowmobiles are
prohibited.
Parkhill is just one con-
servation area — there are many
more in the watershed where fun,
enjoyment and appreciation for
the natural environment can be
found. Get out and enjoy the
winter — the beauty of nature is
practically at your doorstep.
