Ottawa East Liberal MPP
Albert Roy called upon the
Government to lay criminal
charges against the OP1? for
bugging a privileged conversa-
tion between an accused killer
and his lawyer last Easter,
without legal authority. He said
there are transcripts of tapped
conversation in the Lanark Coun-
ty Jail superintendent's office
between Donald Turner, subse-
quently found guilty of non-
capital murder, and his defence
lawyer Mike Quigley, although
none of the information received
was used in the Turner trial.
During a heated exchange on
this subject, Mr. Roy called upon
the Solicitor-General to produce
the authorization specifying that
a communication between
Turner and his solicitor could be
intercepted, and asked hoW the
Minister could, as the senior law
officer of the Crown, avoid tak-
ing a position on this matter.
The Solicitor-General stated
he wasprohibited by the
Criminal Code from tabling the
authorization in question. When
Mr. Roy challenged this state-
ment, the Minister accused the
Member of being irresponsible.
The Speaker subsequently
refused to allow Mr. Roy to read
the full relevant section of the
Criminal Code, becausethattime
for oral question period had ex-
pired, and the matter threatened
to develop into a debate. Mr. Roy
said the courts had already ruled
that the order in question was a
public document. and that the
Minister was misleading the
House.
The Speaker asked Mr. Roy to
withdraw his remark and when
he refused to do so, the Sergeant
at Arms escorted him from the
House.
As a result of Mr. Roy's in-
itiative the Attorney General has
assured everyone that a direc-
tive will go out to the proper
authorities ensuring the
"Authorization will not include
the bugging of a priviliged con-
versation between a lawyer and
his client".

The Driver Licence Classifica-
tion program was announced this
week in the Legislature by the
Minister of Transportation Com-
munications, Mr. James Snow,
to become effective February 1,
1977.
With these new regulations,
every driver, no matter what
type of vehicle he or she drives,
will have a driver's licence
relating to a specific class, and
he or she will be permitted to
operate only thp vehicles in-
dicated in that class.
The Chauffeur's licence
classification will be discon-
tinued. Being paid to drive will
no longer be a factor in the new
licence system. Instead, all
drivers will be categorized,
depending on the characteristics
of the vehicle driven,
Drivers of cars, light trucks
and motorcycles need take no ac-
tion to obtain new licences, When
their present licences expire,
they will automatically receive
the new type of licence.
However, Bus drivers, truck
drivers and companies are urged
to take action now to obtain
replacement licences.
Presently licensed school bus
drivers must convert to a Class B
or E licence, which in the new
system applies to large or small
school buses. It will also be
necessary for school bus drivers
who have not already done so, to
take a defensive driving course.
Drivers of heavier vehicles,
skit as commercial buses and
trucks or tractor-trailers, will be
reclassified under the new
program. As drivers of such
heavy commercial vehicles are
subject to a great deal more
physicial, mental and emotional
strain than are for instance car
drivers, these operators will
have to meet higher health and
vision standards. They will also

My cousin is very smart but he is also
money. He says that he is no longer going

he has invented a special "box" with which
municate to anyone by using the available

I don't think this is legal. Do you?
I agree. Under Section 287.1(.1) of the
Canada it is illegal to manufacture or to use

signals for, as in this situation, the purpose of
payments.

. . I just found out that last week the teacher hit my son,
Bob, twice on the hands with a yardstick after Bob really
hit another student into the wall,
I'm at my wit's end about Bob but has the teticherdorie .
anything for which he is criminally responsible?
Probably not. So long as the force used by the teacher was
reasonable in the circumstances he is justified in using force to,
correct the child. .
Since Bob pushed his fellow student into the hard wall, the
two smacks on the hands were probably reasonable ,for the
teacher to use.
