Close to 50 ratepayers showed up at the meeting, and they did not hesitate to say they felt more money should be given towards recreation in the township. The ratepayers were informed by councillor Tony Bedard, the one mill, $3500, which was spent on recreation last year was dis- tributed among Hensall, Exeter, the hardball diamond just out- side Zurich, the Dashwood ball diamond and the Zurich arena. The Zurich arena received the lion's share of the money, $1,000. Joy Hogg asked the council members where her tax dollars were going, if only one mill of them was going to recreation. She said "One mill seems so little for an arena (Zurich) that is being used by so many people. Where are our taxes going?" When there was no immediate response from the council she demanded "Do none of you know?" Clerk Wayne Horner respond- ed to this question saying anyone who wanted to could come into his office and he would be happy to explain the township expen- ditures. Kay Webb asked council if it would be possible to find out how much the Zurich arena cost Hay township to run before it was turned over to Zurich. She said she had heard "it was in the thousands of dollars back then. If this is true we are going backwards, not forwards," Reeve Tinney replied that at the time the arena was given to Zurich, they said they could make it pay. He added, I 'don't-- see any of them here tonight. A ratepayer responded to Mr. Tinney's statement by saying "I don't feel we should hold this against them (Zurich). I don't think that is the issue, we all use it (the arena) and we aren't pay- ing our share." At this point Councillor Wilder said "We've paid $1900 in the past two years (to the Zurich Arena). I'm not saying it is enough, I think it should be more. I have kids using it too." Mr. Wilder suggested there should perhaps be a plebiscite across the township and if everyone wants five mills added to their taxes for recreation then he would pay his share. Mr. Wilder criticized the press for being, in his words, unfair by insinuating in an editorial that Hay had offered Zurich nothing for the arena when in fact they had given $1,000. Councillor Bedard informed the ratepayers the recreation committee knew Zurich wanted $3,000, but that the recreation committee had decided one mill would be sufficient. Deputy reeve Joe Miller ex- plained the recreation corn- Defer action on Arcade Exeter council have still not made a decision on what licence fee will 'be charged for the pin- ball machines at the Mad Hatter Arcade and Disco, but members are not alone in their quandry. Bylaw committee chairman Barb Bell said the councils of Toronto and London were also confused over the issue and they were attempting to have the ministry of municipal affairs in- clude some guidelines in the Municipal Act, Both Toronto and London had drafted lengthy bylaws, but the latter's was returned from the provincial government. The police department in Lon- don noted that the quandry arose in July, 1975, after the legislation which made pinball machines il- legal was withdrawn. It was indicated that the Lon- don police wanted some stringent regulations regarding pinball machi es because they were getting numerous com- plaints about the fact many young children were being ad- mitted to places where the machines were available to them. Reeve. Derry Boyle finally end- ed the debate, Monday, when he suggested council gather what information they can ffom other communities and present a report to next year's council. Canine control costs increasing It's going to cost Exeter ratepayers more to control dogs next year if council decides to re- tain the services of the London Humane Society, The Society advised this week that the annual fee will be in- creased from $1,600 to $1,760. Special patrols requested by council or the police will be charged at $7.50 per hour with an additional fee of 25 cents per mile for mileage. The previous figures were $6.00 per hour and 20 cents per mile. Council decided to turn the matter over to the social ser- vices committee for their recommendations. mittee is supposed to draw up a budget and then it is approved by council. He felt any questions or complaints about the size of that budget should be directed to the recreation committee, not the council, However, Mr. Love, a member of the Hay recreation committee disagreed saying "I understood we (the rec committee) only had $3500 and our job was simply to allocate this money. Mr. Miller replied, "No, that is wrong." However, later in the meeting Councillor Mousseau said that while the recreation committee is supposed to set up the budget and then council approves it, last year the council did set the limit and all the recreation committee did was allocate these funds. Mr. Tinney said he felt one of the problems was the youth of the recreation committee in that it has only been in operation for the past two years. He added that the committee couldn't operate anything without volunteers and in the past coun- cil has had a hard time trying to find any, Mr. Miller than asked the ratepayers present if they felt it was justified to tax Hay and give only to the Zurich arena. This evoked cries of "That's not what we're saying" from the ratepayers. Mr. Miller then reminded them that 80 percent of the recreation budget for Hay township stayed in the Zurich- Dashwood area. To this the ratepayers replied, "Then the budget is not enough." Mr. Miller responded by say- ing "Don't put all the blame on council.' We aSIted for input into the recreation committee and we didn't get much, He then went on to say he hoped the Zurich recreation com- mittee would invite the Hay recreation committee and ex- plain the situation to them before the new budgets are set. Fred Haberer, reeve of Zurich but also a ratepayer of Hay township told the meeting the Zurich council had decided it would be necessary to talk to the township about recreation, but that the Zurich council felt it should be done first at the heads of council level. Mr. Miller said he hoped it would be on a broader scale than just people. Mr. Haberer assured him this would just be a start, that the main objective was to improve communications between the two groups, Mr. Mousseau said he felt Mr. Haberer had a very good idea, and agreed there was a definite lack of communication.
