posal, the installation and connection of building sewers, and
the discharge of waters and wastes into the public sewer system;
and providing penalties for violations thereof. Further readings
of the entire By-Law may be obtained at the Municipal Office -
108 King Street.
NOTE: The residents of the Village of Hensall may be able
to connect to the sewers as early as September 1, 1976, and be
it further noted that By-Law #017-76 for the Corporation deems
it mandatory that all units or buildings capable of being in-
habited must connect to the sanitary sewers within nine months
from the receipt of a registered notice from the municipality
which will be mailed after notice from the Ministry of the En-
vironment has been received stating that the sanitary sewer
system has been completed and is in operating condition.
CONNECTION TO THE SANITARY SEWER SYSTEM IS THE
RESPONSIBILITY OF THE PROPERTY OWNER.

BY-LAW #013-76
1. THAT in this By-Law
(a) "building sewer" shall mean that port of the drainage piping
outside building or structure that connects a building drain to the
sewer service connection and that commences at a point three feet from
the outer face of the wall of the building or other structure and ter-
minates at the property line.
(c) "Ministry" shall mean the Ministry of the Environment.
(f) "Person" shall mean and include any individual, firm, company,
association, partnership, society, incorporated company, or group, and
wherever the singular is used herein it shall also be construed as in-
cluding the plural.
(h) "sanitary sewer" shall mean a sewer which carries sewage and
to which storm, surface and ground waters are not intentionally ad-
mitted.
3. AND THAT no person shall make any connection into the Ministry's
sewer service connection without first having obtained a permit from the
Clerk and such permit shall be called "Sewer Service Connection Per-
mit", as follows: -
(a) Application shall be made, in writing, to the Clerk on the form
prescribed in quadruplicate, which application shall contain the name
of the owner of the lot, the present state of construction (if a new
building), a plan in duplicate of the lot showing the point at the street
line at which the connection is to be made, the date for the proposed
work to be done, the type of waste to be disposed from the sewer and
the name of the contractor undertaking the work.
4. AND THAT the following fees are to be paid for a Sewer Service
Connection Permit at the time the permit is issued:
(a) the fee to be paid to the Municipality by any person who
applies for sewer service shell be two (52.00) dollars and shall ciccom-
pony the application for the provision of sewage service to each
premise.
(b) the fee as set from time to time shall be paid to the Huron
County Health Unit by any person who applies for sewer service, for in-
spection of the newly-installed building sewer, connection to the sewer
service connection, and further plumbing inside any serviceable unit.
5. AND THAT no connection shall be made to the Ministry's public
sewer, except as follows: -
(a) each dwelling must have a separate building sewer, except
with the written approval of the Superintendent (inspector) of Sewage
Works and further except where one building stands at the rear of
another or an interior lot and no private sewer is available or con be
constructed to the rear building through an adjoining alley, courtyard
or driveway, the building sewer from the front building may be extend.

(i) from the street line to the building shall be vitrified clay pipe or
asbestos cement pipe; or polyvinyl chloride and atrylonitrile-butadiene-
styrene pipe made to Canadian Standards Association Standard
13181.2 and 13181,1 respectively; or as revised by Ontario Water
Resources, Regulation 647.
(ii) all connections to be approved water-tight.
(d) no connection shall be made to a Ministry public sewer or
sewer service connection until a permit has been issued for a sower ser-
vice connection in accordance with this by-low and no said connection
shall be made except by the approval of the Municipality and the

building sewer from the street line internally shall be supplied and paid
for by the owner, and the owner shall indemnify the Municipality for
any loss or damage that may occur in the soid construction to any third
person or to the Ministry's public sewer, watermain or storm sewer.
(vi) a clean-out shall be installed in the building drain as near as
practical to the inner face of the wall through which the drain passes or
other approved clean-out shall be provided. Every clean-out shall comp-
ly with Regulation 647 made under the Ontario Water Resources Act,
R.S.O. 1970.
(f) a connection shall be made to the public sewer system in com-
pliance with this by-low and any septic tanks, cesspools, and similar
private sewage disposal facilities shall be cleaned, filled, removed, or
destroyed within a period of thirty (30) days after the connection has
been made to the public sewer system.
(g) no person shall cause or permit the discharge of any storm
water, including surface water, groundwater, rain runoff, foundation
drain or other subsurface drainage including any unpolluted cooling
water or unpolluted industrial process water into the Sewage Works of
the Ministry.
(h) the building sewer from the building to the Ministry's sewer ser-
vice connection shall be connected to the building at an elevation below
the foundation footings where existing grade will permit. No building
sewer shall be laid parallel to within three (3) feet of any bearing wall.
The building sewer shall be laid at sufficient depth to afford protection
from frost and at uniform grade and in straight alignment, wherever
possible.
(i) all excavations required for the installation of a building sewer
shall be by open trench unless otherwise approved by the Superinten-
dent or Inspector. All pipe shall be installed according to Ministry
specifications and no back fill shall be placed until the work has been in-
spected in compliance with Regulation 647. All connections and joints
shall be gas-tight and water-tight and all joints in vitrified clay pipe or
between such pipe and metals shall be made with approved joining
materials,
(k) the applicant for the sewer service connection permit shall give
at least 48 hours notice to the Inspector when the building sewer is
ready for inspection and connection to the sewer service connection. The
connection shall be made under the supervision of the Superintendent,
Inspector or his representative. .
(I) all excavations for building sewer installations shall be ade-
quately guarded with barricades and lights so as to protect the public
from hazard. Streets, sidewalks, parkways and other public property
disturbed in the course of the work shall be restored in a manner
satisfactory to the Municipality.
(m) only 45 degree elbows or bends shall be used in the building
sewer where an elbow is required and in no event shall a 90-degree
angle be permitted.
6. AND THAT
(a) no person shall maliciously, willfully or negligently break,
damage, destroy, deface or tamper with any structure, appurtenance or
equipment which is a part of the Ministry's sewage system.
(b) the Superintendent (Inspector) and other duly authorized
employees of the Municipality or the Ministry of the Environment bear-
ing the proper credentials and indentification shall be permitted to
enter upon all properties for the purpose of inspection, observation,
measurement, sampling and testing, in accordance with the provisions
of this by-law.
7. AND THAT in order to safeguard life, health and property, every
person, firm or corporation engaged in or working at a business of
plumbing or sewer or drain laying must submit evidence that he is
qualified and shall provide proof that he is so certified by the Ministry
of tabour,
8. AND THAT any person who assumes responsible -charge and direc-
tion of other persons in the installation of plumbing, drainage or sewers
and who employs, whether for gain, or otherwise, a person not
registered as provided herein to perform and install plumbing,
drainage or sewers, shall be guilty of a contravention of this by-law and
shall be subject to the penalties hereinafter imposed.
12. AND THAT
(a) any person found guilty of an offence under the provisions of
this by-law shell be subject to a penalty of an amount not exceeding
ohe thousand ($1,000.00) dollars for each offence, exclusive of costs, to'
be recoverable under the provisions of the Summary Convictions Act,
(b)'if any building sewer or any connection to a sewer service con-
nection or public sewer is made by on owner or his authorized represen-
tative, contrary to the provisions of this by-law, the owner shall repair
such defective work or material within ten (10) days after receipt of a
notice from the E=ngineer, Superintendent (or Inspector) or Municipality
requiring him to do so and, if the owner fails to repair such work, the
Municipality may repair the work including the right to enter upon the
lands, and the costs of such repairs shall be added to the tax roll of the
property and collected in the some manner as other municipal taxes.
13. AND THAT no backwash from any swimming pool shall be allow-
ed to enter the sanitary sewer system.
14. AND THAT botkfill material for the building sewer shall be
available and on the site of any building sewer instollation at the time
of inspection.

ONTARIO SCHOLAR— In
the list of Ontario Scholars from
South Huron District High
School In last week's issue of
the T-A, Jim Ferguson was in-
advertently missed. He is the
son of Mr. and Mrs. Russell
Ferguson, RR 1, Hensall.
Tuckersmith Township Council
will go ahead with the installation
of water meters in Vanastra this
fall in spite of complaints from 2
or 3 residents,
Reeve Elgin Thompson at a
council session in Brucefield
Tuesday night, said one of those
against the meters suggested
that it would be better for each
householder to contribute his
installation cost of the meter.,
toward paying off the debt in-
curred by the Vanastra
Recreation Board.
The debt is reported to be about
$96,000 and is to be paid by tax-
payers in Vanastra.
The meters are estimated to
cost about $80 each for the 216
homes in the hamlet.
One of the decisions made
among several to install meters
is that 60 percent more water is
used at Vanastra than should be.
A committee named to study
the water system and meters and
the Ministry of the Environment,
which owns the water and sewage
system both recommended the
installation of meters.
Councillor Robert Bell seemed
to voice the opinion of council
when he said "The biggest ad-
vantage for meters is that those

Family Night was provided by
members of the staff and was
rated by the residents as one of
the best. This was the first all
staff program and as it was such
a tremendous success, we hope to
have a repeat performance in the

Twenty members of the "Over
90 Club" enjoyed a picnic at
Pinelake Camp on Wednesday
afternoon. Miss Mary Turner,
who will be celebrating her 100th
birthday in December, had the
honour of being the eldest
member present, The kitchen
staff had prepared box lunches
and the Walkerburn volunteers
Rita Yeo and Willa Taylor helped
with the activities,IVIanythanks to
Bob and Shirley Elliott for the use
of the facilities.
Another first took place at the
Horne Oa Thursday evening when
the residents of Normal Care
were entertained to a barbecue
on the east lawn, Mr. Scotty
Easton moved a vete of thanks to
Mr, Archibald and his staff on
behalf of the residents. The
weather was perfect for the event
and it is hoped to have one for
each of the areas during the
month of July.

Rev. Carl Boersma and Alfred
Dykstra of the fledgling Christian
Reformed Church at Vanastra
attended the council meeting to
protest the huge water and
sewage bill for the church
received recently amounting to
over $600 for the year.
Stating the church is used only
for one service Sunday morning
and a couple of evenings for
Church activities Mr. Boersma
suggested his church should get a
preferred rate as do churches in
Clinton. He said his church
membership is only beginning
with about 25 persons receiving
membership in the fall.
Council asked Mr. Boersma for
time to study the problem before
coming to a decision.
George Radford Construction
of Blyth was awarded the tender
for construction of the O'Brien
Drain amounting to $2,475. Work
is to be slat ted immediately. The
Radford tender was the lowest of
two.
Building permits were
granted to: Robert Van Den
Neucker of RR 4 Seaforth, move
grain bin on to his property;
James-McIntosh, RR 4, Seaforth,-•s
a garage; and Harry Sidney,
Vanastra, a carport with the
provision that it would be built
four feet away from the property
line and that Mr. Sidney secure
an entry permit from the road
superintendent.
Road superintendent Allan
Nicholson reported Neil Hopper
had checked out the Egmondville
water system. He stated Mr,
Hopper had said a different pump
on well would be able to produce
double the amount of water now
pumped.
Council decided to order the
pump at a cost of $700. The
members considered building a
well in addition to the pump to
meet the demands of new home
builders in the hamlet.
Passed for payment were
accounts totalling $81,165.78,
including Day Care, $3,849,52;
general, $30,802.32; Vanastra
recreation, $20,354.11; and roads,
$26,159.83.
Road Superintendent
Nicholson was presented by
Reeve Thompson with a seal
from the Ontario Good Roads
Association for his attendance at
the three-day roads school held at
the University of Guelph in the
spring.
Council endorsed the resolution
from the Town of Trenton noting
the increase in crime and acts of
vandalism and expressing
dissatisfaction with the punish-'
mint handed down by the courts.
Saturday, July 10, a beautiful
summers day, members of the
Smillie Elder clan met at
Seaforth Lion's Park for their
37th annual reunion. A
smorgasbord supper in the
pavilion, convened by Mrs,
Lorraine Peck was the highlight
of the event.
During the afternoon, swim-
ming, a ball game, little tots
having fun in the wading pool and
a series of games and contests
was enthusiastically carried out
by the Geiger family. In looking
over the Book of Memories there
was much interest and

Merner's reunite
The 24th Annual Merner
reunion was held on Sunday at
the Blackbush School, Dashwood
with 100 descendent of the Merri-
er family attending. Sports for
the children were conducted by
Mr, and Mrs, Harold Smith,
Zurich. Mr. Larry Merner had
his team of ponies and the
children enjoyed rides around
the block,
After a delicious beef B-B-Q,
Mr. Clair Merrier, past president,
in the absence of the president,
Roy Brock, Hensall, conducted
the business meeting. Special
plans are being made for next
year's reunion. As this will be
the 25th anniversary of the
reunion, it was decided to put
a little extra effort into the pre-
paration and make this year extra
special.
The executive for the coming
year is Roy Brock, Hensall,
president; Miss Donna Schilbe,
vice-president; Miss Donna Mer-
ner, secretary-treasurer; Mr. and
Mrs. Elgin Merrier, Kitchener,
sports• and entertainment commit-
tee,
The 1977 reunion will be held
at the Dashwood Community
Centre Pavilion, the second
Sunday in July.
