It water service from the Lake Huron pipeline is provided to the villages, provision should be made to service hamlets and rural areas with an existing water quanitity or quality problem. Control under the Agricultural Code of Practice rests on the issuing of a building permit. It does not control use of existing buildings for livestock in rural areas, Control by-laws can he written to control livestock or poultry operations in residential areas. Farm buildings which burn in a rural area may he rebuilt, but depending on size of operation and adjacent uses, they may not be permitted to be rebuilt in the same location. Requirements for the Code of Practice are less restrictive for rebuilding than for establishment of a new operation. A definition of a farm has not yet been established for the Stephen Plan. At the agricultural meeting it was suggested that the definition be based on income rather than area, No definition for "marginal" , land has been established. At the urban development meeting it was suggested that "marginal" land referred to old gravel pits, low quality land, etc. In Stephen Hydro plan reduction A province wide voltage reduction test will be run on the hottest day of the last week in July by Ontario Hydro it was announced at a PUC meeting • held June 29. The test will be run in two one hour periods, between 10:30 and 11:30 in the morning and 10:15 and 11:15 at night. It is being done to determine what possible load reduction can be made by Ontario Hydro and the possible problems that will come from a load reduction, Yamaha AVAILABLE AT COUNTRY CORNER MT. A decision will have to be made on designation of forest areas. Reaction will have to be obtained when the draft plan is circulated and a public meeting held. Forestry use and replanting would be permitted in an area designated for "agricultural' use. Other uses in "residential" or "recreational" areas would not be permitted unless the plan were amended, It was the general feeling of the group that single residences should be permitted on existing small lots, subject to the Code of Practice, Permission for severance can he given at the township level after the Plan has received final approval. No decision has yet been made as to the transfer of severance powers from the County. At the present time the County has specific guidelines under the County Plan regarding severances. Permitted severances are for:Agricultural purposes, ad- ditions to existing parcels, sur- plus residences, "Infilling" in hamlets, retiring farmers and sons or daughters involved in the farming operation. NO ACTION Exeter council this week decided not to take any action on a resolution from Trenton which was critical of the punishment being handed out in Ontario courts. The resolution noted Trenton council's concern about the in- creased crime rate, particularly with vandalism, and expressed dissatisfaction with the punish- ments. Deputy-Reeve Tom MacMillan noted that a similar type of resolution circulated in Huron some time ago did little but in- voke criticism, which he said was not constructive criticism.
