What is a conservation authority and what does it do? How does it tie-in with govern- ment bodies? What are some of its current projects? These Are lust a few of the topics to. be covered in this new monthly column written by staff members . of the Ausable-Bayfield Con- servation Authority. Readers are invited to submit questions or comments either through the newspaper's office or directly to the Conservation Authority office in Ilxeter. A reply will be given to all inquiries and those of general interest will be incorporated into future columns, Many people; if they have wondered at all about Con- servation Authorities, think they have something to do with planting trees, or perhaps building dams, or running small parks and camping .areas. A Conservation Authority does, or can do, all of these, in addition to many other things. In general, it can be said that the purpose and function of an Autherity.is to carry out a coordinated program for the wise use and management of the renewable natural resources within its area of jurisdiction. An Authority is established as, an independent, corporate organization under the provisions of the Conservation Authorities Act of Ontario. This act outlines how an Authority can be formed, how it must be organized and operated, and what powers it has in order to carry out its programs, It defines the area of jurisdiction of an Authority as all the land draining into a river system or systems, and this is called the watershed area. The act also describes how members are to be appointed to the Authority from each municipality hi the waterbed, based on the population of each municipality, and specifies that the provincial government may also appoint up to three members to an Authority, because of the provincial grants it provides. With thirty-two municipalities in or partially in the watersheds of the Ausable and the 13ayfield Rivers, the Ausable-Bayfield Authority has thirty-five members including the three provincial appointees. It is only one of thirty-eight Conservation Authorities in the province, but has the distinction of being the first Authority for- med and therefore the oldest, with its date of establishment as July 30, 1940. It was known for a long time as the Ausable River Conservation Authority, but in 1971 a number of municipalities in the Bayfield River system requested that the Authority be enlarged to include their area, and after the enlargement vote received the required two-thirds majority of the municipalities involved, the Authority was enlarged and shortly thereafter was re-named the Ausable-Bayfield Con- servation Authority, covering an area of approximately 1,000 square miles, TWO OF THE MANY Visitors to Santa at the T7A office on Saturday are shown sitting on his knee.
