THE ASSESSMENT ACT
NOTICE TO PROPERTY OWNERS
AND TENANTS
Due to the interruption of regular postal services, the Ministry of
Revenue has extended the date for return of the assessment rolls
from December 16, 1975 to January 21, 1976 in all municipalities
and localities across the province.
Therefore, in accordance with the provisions of The Assess-
ment Act, assessment notices will be delivered to all assessed
persons on January 6, 1976, 14 full days prior to the return of the
rolls.
This extension affects the time period during which owners
and tenants may appeal their assessments. Therefore, the final
date for commencing an appeal to the Assessment Review Court
has also been extended from January 6, 1976 to February 11,
1976.
Should the postal disruption continue into the month of
January, the date for the return of assessment rolls may be further
extended. A notice of any further extension will be published at a
later date.
NOTE: TOWNSHIP OF WICKSTEED —
These alternate arrangements will not be in effect for the Township of
Wicksteed in the District of Algoma. Assessment notices will be delivered to
owners and tenants on the regular date,. December 1, 1975 and the assess-
ment roll will be returned on December 16, 1975. The final date on which
owners and tenants may commence an appeal to the Assessment Review
Court in the Township of Wicksteed is January 6,„1976.

Christmas cards to support the
mentally retarded. Would you
like to support our cause?" Joe

when the mail strike is over,"
This is a typical response to our
efforts on Saturday November 8,
at the Save U Gas Bar. Another
attempt was made on November
15, in Hensall, and the same
response was given,-
Will people really buy the cards
when the mail strike is over, or is
this just an excuse to get out of
buying them? YACMR
representatives, their parents,
and relatives, purchased the
cards knowing that the mailstrike
probably won't be over, but feel
they can use them in future
years.
On November 8, we arrived at
the Save U Gas Bar at ap-
proximately 10:30. We left at 2:30
very disappointed and let down
by the poor response and attitude
of Exeter and surrounding
districts. The Blommaert family
assisted us in every way possible
and still the response didn't
improve. People read our sign,
and turned away as not to see us.
Did this help to ease your guilt?
Some mature people had the
nerve to laugh at us.
In between customers we
managed to take these statistics:
Out of 85 cars (approximately 3-4
per car). We sold 9 packages of
cards. 3 packages were sold to
people from Michigan, 1 package
to an area truck driver, 1
package to an area resident, and
4 packages to outsiders. These
statistics are not good.

On November 27, the South
Huron Senior basketball team,
lost to Listowel, 81-22. The
Juniors also lost 43-35.
In Wrestling, on November 27,
the South Huron wrestling team
wrestled against , Listowel win-
ning 66-18.
On Saturday, November 29,
Ron Bilkie and Ron Skinner were
champions in the wrestling
tournament. 16 teams competed
and South Huron did very well.
Yearbook assembly
November 25 was the occasion
for the Yearbook Assembly at
South Huron.
The theme of this year's
Yearbook is to be the "Hit
Parade" incorporating music
into the theme.
Despite inflation over the
years, the price of the yearbook
has remained low and still costs
assembly. Few people had any
idea of what the gathering was
about.
Squeezing through the gym
doors along with everyone else
you found yourself staring at the
stage that with-held numerous
types of hand equipment.
When everyone was seated, the
president of our student council
ran out on stage. He asked us to
give a warm welcome to the
band, "Free Fare."
There were five members in
the band, all from various parts
of the United States. They played
good music and even sang some
commercials.
It just so happened that they
were also the group that was
playing at the school the following
night.
They diverted the students
from school work for one hour
and everybodyenjoyedthe break.
It was a unique way of getting
people to the concert the next
night and the idea proved suc-
cessful. However after one hour
of fun entertainment it was back
to the old grind!

Dillinger to
come Friday

5. Dillinger is a four man band
from Toronto, featuring Paul
Cockburn on guitar, Jaques
Harrison on piano, sax and flute,
brother Bob Harrison on drums
and Terry Bramball on bass.
Dillinger consists of some of the
best musicians in this country.
Drummer Bob Harrison has a
room-full of of broken cymbols to
substantiate his claim,Reviews of
their past engagements all rave
"What music!", "the finest
original material, jam packed
with nothing but pure content",
"some of the most substantial
music heard here yet", "organist
fairly dazzled those with their
ears open!", nothing short of
magnificent", vocal harmonies
were tremendous", and so on.
Dillinger has released a debut,
album on Daffodil records,
distributed by A&M records. The
band is equally good for dancing.
or for just sitting and enjoying.
They guarantee to be an excellent
act, and besides, it is your last
chance for a good night of en-
tertainment before the exams! So
please, do yourself a big favour,
and come and hear Dillinger this
Friday night — you won't be
disappointed.
Oxfam is anorganization located
all over the world and is known to
all for their participation in
collecting money to help twenty
of the world's underdeveloped
nations.
This money is used for feeding
those who are suffering from
malnutrition and to finance
agricultural projects that help
the needy nations feed them-
selves.
Oxfam pays special attention to
small land farmers who grow
food for their families and their
neighbours. Presently there are
500 million people in the under-
developed countries lacking a
proper diet. Last year Oxfam
collected 1.6 million dollars and
spent most of it helping these
people to help themselves.
On Thursday, November 20,
SHDHS students participated in
an Oxfam program along with
almost 40 other schools in the
area. Money that students would
have spent on their lunches was
collected in the home rooms.
Thanks to the co-operation'of the
student body and the hard work
of the Student Council, a total of
over $350 was collected. Thank-
you SHDHS.

Man enjoys music
since early days
Ever since our early ancestors
enjoyed the sound of objects
being placed together with a"'
particular rhythm and the sound
of their voices blending in the air,
man has enjoyed music.
Music fills our lives everyday.
We hear it through our record
players, radios and tape recor-
ders. This year music is even
being incorporated into our
Yearbook theme. In our school
cafeteria is the juke box and now
for all music lovers in South
Huron is the Music Club.
This club is made up of a
mixture of teachers and students
who particularly enjoy making
music. The people who enjoy
singing get together and sing
their favorite songs. There is a
workshop for the people who
enjoy playing the guitar. All
members of this club hope to
learn and accomplish something
with their talents, but most
important of all, these people
want to have fun making music.
If you enjoy singing or playing
the guitar or piano come out to
the next Music Club meeting. It's
a sure bet you'll enjoy yourself.

MEMORY STILL
LINGERS ON.
Seniors should lead way
One of the worlds most widely celebrated events is creeping
up on us. But before Christmas arrives the students of South
Huron must get down to the serious business of studying for their
exams. There is usually a Christmas assembly before exams begin
and it is important to get every person, that is students and
teachers, into the holiday spirit.
Every year the grade thirteens participate in the Christmas
assembly. It has become a sort of tradition for them to organize
and put on a skit. This year when the thirteens were asked to par-
ticipate in the assembly there seemed to be quite a bit of grumbl-
ing even though quite a few students signed up to be in the skit.
This is the grade thirteens last year at South Huron and they
should be able to participate in a skit for the enjoyment of the stu-
dent body without complaining. In fact they should be able to par-
ticipate and attempt to lead all school activities without complain-
ing,
An idea is needed for the Christmas assembly skit. Anyone
that comes up with one is asked to contact Lois Doerr.

While in Toronto on business, recently, I parked my car
at a downtown parking lot, When I returned to pick it up I
was horrified to see that one of my front headlights had
been all smashed in. I assumed that it was the parking
lot's responsibility to look after my car while in their care;
their rates to park are certainly high enough!
Anyway, when I spoke to the lot manager, he claimed
NO RESPONSIBILITY and promptly pointed to a sign on
the front of the booth. The sign read, "We are not responsi-
ble for any loss or damage whatsoever, however caused,
whether by fire, theft or negligence." He also drew my
attention to my ticket on which was printed the same
notice.
He then told me that this was part of the contract, and
that he has absolutely no liability. I reminded him that I
didn't sign a thing, so it couldn't be a Contract. Who is
right?
It would appear from what you have told us that the lot
manager or owner is in the clear, because you don't have to sign
anything to form a contract. If reasonable efforts have been
made by the lot owner, by posting a sign or signs to inform you
of the terms on which you can park your car, you are bound by
the terms he posts, whether or not you read it or sign anything.

I think I have been taken by a London car dealer,
because after a lot of dickering I got what I considered to
be a reasonable price on a late model used car on which I
signed an offer to purchase, not a contract to buy, on the
understanding that I could take the car home for the
weekend.
This I did, but decided not to keep it, so drove it back to
the lot Monday morning, only to be told that the car was
now mine, and that the contract I signed was binding and
that they are holding me to it, and won't give me back my
own car. What can I do?
"IMPACT" reminds its readers that, an offer to purchase, if
accepted, is indeed, a legally binding contract.
The dealer in question has been in the car business a long time
and he tells us, that this trick is as "old as the hills," a weekend's
free driving at the expense of the car dealer, and furthermore
they claim that you have already done this same thing successful-
ly with another car dealer, by stopping payment on a cheque
you had issued.
This time, it seems, you are not getting "off the hook," and as
this dealer is very definite, it looks to us that you have bitten off
more than you can chew, because car dealers have rights too,
you know.

Approximately 10 years ago I left Ontario. I was in quite
a bit of trouble financially at that time,and I have to admit
that had a lot to do with me leaving the province.
Well, I've made a brand new start now and my inten-
tions are to return here, but I'm still a bit apprehensive
about these old debts. I have heard from various sources
that they are not collectible after a certain number of
years, and I was wondering if you could tell me how many
years?
Ontario has a statute of limitations with respect to civil
matters. It is called the Limitations Act. It sets out times beyond
which certain civil obligations cannot be enforced,
These include: 6 years for any arrears of rent or damages for
arrears of rent; 20 years, action to enforce any judgment which
a court has granted against you; 20 years for a suit or a bond,
or othe contract under seal; 6 years for a suit for trespass or any
simple contract (such as a contract for the purchase of a car); I
year to sue for damages or death caused by a motor vehicle; 6
years to sue on a cheque or yomissory note.
But you should also be aware that old debts may be revived if
you should sign written acknowledgement of indebtedness.
