the owner until a licence is ob-
tained.
He said London is im-
plementing a ticketing system for
dogs similar to parking tickets.
Under the new regulations an
animal control officer may follow
a dog home and issue a ticket for
a stray dog.
Mr. Knight said the 1975 dog
population in London is down
about one thousand since last
year. He added that complaints
have also decreased by 600.
The City of London' has
discontinued the practice of free
rabies clinic and in 1975 a rabies
shot must be administered before
a dog licence can be obtained.
In answer to a question
regarding dogs owned by
residents of neighbouring
townships, Knight said they come
under provisions of the Lucan
bylaw if they stray into the
village.
He added, "if a township does
not have an animal control
bylaw, then, the Ontario Dog,
Livestock, Poultry Protection
Act takes over.
One written complaint about a
neighbour's dog upsetting gar-
bage from a Lucan resident was
read to council during the
meeting.
To this Mr. Knight said, "The
law is only as good as the people
make it. We will issue a summons
on the strength of a complaint
from a resident. There is nothing
to stop the law from working 24
hours a day."
Knight continued, "my theory
is to educate and communicate
before the need comes to
legislate.
In conclusion, Knight com-
mended council for reviewing the
bylaw saying, "We appreciate
