PHONE 235-1933 EXETER Propose marina, motel complex at resort Grand Bend' council agreed Monday night to give further study to a proposal from South- cott Pines Parkland Limited for the construction of a marina and related facilities on the old river bed, In making the presentation, president Don Southcott said "these are just rough sketches to give council an idea what we have in mind for the future." Southcott stressed the fact hig firm's proposal would be 'con- troversial' and suggested it be discussed by everyone con- cerned. The brief asked for council's approval in principle for the closing of a portion of River Road and a change in zoning required to permit the construction of a marina which would include a motel and condominium complex on the old river bed and a portion of Block F on Registered Plan 9. The Southcott brief continued, "The reason for requesting ap- proval in principle rather than making a specific application for rezoning and road closing is in recognition of the control your council has on behalf of the residents of Grand Bend over the development of thii .area." "If you wish the entire area to remain residential then we can begin the process of filling the old river bed and planning for an extension of our subdivision." "We would not wish to spend the considerable sum involved in feasibility and engineering studies until we receive some assurance from council that such a development would be possible." Southcott indicated the in- vestment in such a complex could run well over a million and a half dollars. In Order to provide access to the marina it would be necessary to excavate across River Road on the east side of the property which the yacht club now rents from the Southcott firm. This would mean the closing of River Road at Alberta street since according to engineering advice it would not be possible because of the curve on River Road to construct a bridge that would accommodate sail craft. This would also result in the loss of some moorings which now exist at the point of proposed entry. The marina that this would make possible would provide for between 70 and 100 slips. Southcott's in order to provide access to River Road on the west side would be prepared to build a new road on the west side of the marina from Lake Road nor- therly. Continuing, Don Southcott said, "we appreciate that the closing of River Road would cause in- convenience to fishermen and other businessmen who operate on the south side of the harbour west of the river bed as well as to boaters who use the public rarnp and whatever moorings are west of the river bed." "On the other hand, the in- convenience would be minimized by the direct access that would be provided by the use of Lake Road' . . and the proposed new link to River Road," "As for the public ramp, it might well be possible to provide a second facility on the harbour approximately opposite Alberta street, provided sufficient parking could be established." In closing the brief stated, "We believe that the people affected by the marina-commercial complex should be given a full opportunity to review and debate the question. Should you wish to forward notices of this request to citizens in the area or convene a public meeting for the purpose of discussing it we would be pleased to co-operate in every way," An accompanying letter from the Grand Bend yacht club supported the proposal in prin- ciple. Council members reacted favourably to the proposal and agreed to have copies of the sketches forwarded to Planning Consultants of Toronto who are beginning to prepare an official plan and zoning bylaw for the village. Reeve Bob Sharen indicated an open meeting on planning would be held probably in August and this proposal could be discussed in detail at that time. On a question from councillor Bill Baird, Southcott assured council that the marina complex would be available to the public. Reeve Sharen suggested this type of expansion would induce tourists to visit the resort and could be used as part of a Han' bour Commission setup. Mrs. Gerald Lynn president, chaired a short business meeting. It was decided to supply Merit Badges for the students in sports, studies and special interest areas. Most of the awards will consist of shoulder badges. Small trophies will be awarded in sports and the grade eight pupils will receive a memento when they graduate. Miss Edwards with her speech on Deafness placed first in the Optimist Public Speaking in Parkhill Friday evening. Vickie Lewis, who placed second in the same contest was unable to be present due to illness. The parents were then able to visit the classrooms to view the children's accomplishments in many areas. This last meeting of the school term concluded with lunch in the auditorium and a reminder to attend the official opening of our new addition on Friday April 25. On Tuesday evening April 15 members of our Home and School attended the annual meeting of the Middlesex Council of Home and School Associations at Prince Andrew School, London Town- ship. Guest speaker was Mrs. Jack Legg, of Birr, the first president of Prince Andrew Home and School in 1961. She spoke on the Strathroy Middlesex Museum and its function in the community.
