London, Feb. 6. -The session of
Parliament mu opened shortly after
noon to -day. When the members of
the House had assembled in the Chem-
ber of Peen the Queen's speech was de-
livered. The Royal speech begins with
thanks to God for the recovery of the
Prince of Wales, and gratitude for the
sympathy of the people. The relations
with foreign Powers .re friendly, and in
all respects aeteafeernry. A hilwill be
presented to check the slave trade in
Polynesia, which is severely denesnoed.
The efforts to secure the continuance of
the oommerc,al treaty with France,
hare so far not succeeded, but negotia-
tion. are.011 pending. The following.
reference u made with regard to the
Alabama claims: "The Arbitrators ap-

province of the Arbitrators. On this

ment of the United Sts..s." Nothing
further is said in rewind to Rtber pro-

is stated that the Emperor of Germany
has accepted the arbitra6.rabip of dis-

ary, and cases err• now preparing for
presentation Th. mixed Commission
appointed under the Treaty is also in
senior. One portion of the Treaty yet
