Those ratepayers should be encouraged to stay while the matter is being debated, and if they find that impossible, they should be notified of that decision in writing. Decisions being made that effect ratepayers without their prior knowlege (such as the decision to charge industrial users of the dump) should be advised by council and the ex- planation of the decision should be made. If elected reeve, I will be representing Exeter on county council. I feel it is time for new ideas on county council and am prepared to devote the time required to consider new ideas for more effective administration. Candidate For Mayor Asks YOU To Think A municipal election is not merely a contest between personalities. Obviously, the leadership required for effective administration of the affairs of our community deserves more consideration. There are issues in this election and I hope the voters will take time to read those which I have outlin- ed below and will support me at the polls if they see some validity in the ideas expressed. I am not going to waste your time by outlining my past contributions at this time or the fact that I am a family man and have been a taxpayer for over a decade. The past is NOT the consideration. It is the munication with them. This is a requirement that must be given priority, so that everyone has an oppor- tunity to make known his problems as well as to offer suggestions as to how we can improve life within our community. To improve the lines of communication, it is my intention to set aside a period each week when I will be at the Town Hall or municipal office to meet with ratepayers, Items which require attention will be passed along to the appropriate Council Committees or town staff for action. ROBERT LAING Mrs. John Miller opened the November meeting of the Marian Ritchie Evening Auxiliary with a poem, Praise, A hymn was sung with Mrs. J. Carey as pianist. Mrs. Lorne Elliott read the scripture. Mrs. Gordon Scott gave the topic, reading a biography on the life of L,M. Montgomery, author of the Anne books and wife of a Presbyterian minister, Part of their ministry was spent in Ontario, Mrs, Frank Hamilton had a quiz on rhymes in the Bible. The study book was taken by Mrs. Carter Kerslake and Mrs. Eldon Allen. Twelve members and one visitor answered the roll call with a current event from the Glad Tidings or Record, Mrs, John Templeman presided for the business when the members reported that the new cookbooks were selling quickly at a price of $2.25. The associate members will be invited to the Christmas meeting. A motion was made to use the memorial money to place a framed picture of Marian Ritchie in the church, Mrs, Lloyd Miller recorded the cards and visits to shut-ins Following the meeting, Mrs. John Templeman and Mrs. J. It is a time for new enthusiasm to be generated, a time for new ideas to be presented and a time for better planning that will enable us to get more benefits from our tax dollars than we are at present. I ask only that you take the time to read my ideas and think about the thoughts I have presented. I urge you also to read and listen to the ideas being promoted by my opponent and then vote on the basis of which platform you think will provide the greatest benefits for our community. A Woman's Club persuaded the manager of the local golf course to let the club's members raise funds by caddying during a busy weekend. Then the women in- vited their husbands to think up a catchy name for the caddies, to be used in publicity releases. The men came up with names such as "Link Lassies" and "Green Girls" - but the label the club chose to use was "The Tee Bags." BETTER PLANNING The theme of my campaign has been planning and the necessity of establishing priorities. We have un- dertaken the completion of our sewer system this year, but we've been working on it for the last three years. During my years on council much time has been spent talking about the problems people have had with water in their basements, flooding and sewers backing up. These problems should never have been allowed to develop — Council should have anticipated many of these concerns before they developed into almost emergency situations. I can foresee real problems ahead in many areas; we should, therefore, start plan- ning now to avoid the catastrophies that are bound to hit us if we sit back and wait. To mention just a few of these concerns: streets, senior citizen facilities, sub-divisions, the town hall and even some of our by-laws. With planning comes constant review. As a member of RAP, I saw the need for better control and stream-lined operations to gain efficiency. A study was conducted, a report presented, and RAP im- plemented most of the recommendations. Our operations too should he examined periodical- ly to see if we are achieving our goals. Times have changed during the last ten years; our operations, con- sequently, must adapt to the times. IMPROVED COMMUNICATIONS Although generally the Mayor and individual Councillors are empowered to do very little on their own, the citizens of Exeter have a right to expect their representatives to be available. I am fortunate in my position as an administrator to be constantly by a phone, and with new Board of Education policy, I am only a few minutes away from any emergency. If I am elected, the Mayor will be more available to the residents of Exeter and thereby improve corn- REDUCE COSTS BY SHARING We must involve ourselves to a greater extent with the neighbouring municipalities so that cost- sharing programmes can be initiated and developed. Certainly the area fire board is a model that can be imitated in other fields such as garbage disposal, recreation, and possibly even equipment. We already have some benefit in this regard but obviously more can be attained. AID FOR SENIOR CITIZENS As a member of RAP, I, with the help of others, have worked hard recently to obtain grants to improve our t ecreational facilities and organization within the town. Our job has just begun, however, because we haven't determined all the needs of the seniors, and we are faced with many problems concerning facilities, sites and participation. We owe our senior citizens much for their past and present contributions to life in Exeter, and many are finding it increasingly difficult to maintain body and soul with increasing costs of all goods and services. We will do all in our power to help our seniors, in- cluding the petitioning of the senior levels of govern- ment to provide more assistance to those who cannot keep pace with inflation. Steps Should also be initiated to determine the feasibility of a nursing home in Ex- eter.Again, we have to plan for the future. BROADER TAX BASE Exeter is primarily a residential town with com- paratively little secondary industry. The brunt of tax- ation, therefore, falls on the home-owner. With modest industrial expansion, part of that burden could be shifted from the residential mill rate. We must, then, support the Exeter Board of Trade and the In- dustrial Corporation as they search for answers. GREATER USE of GRANTS Our -tax payers contribute to many federally and provincially funded schemes, We must demonstrate that we possess the leadership necessary to ensure that we enjoy our fair share of these' benefits. But, with all these considerations, we have to realize that our spending will be kept in line with the amount of money we can afford to pay in taxation, USE of PEOPLE RESOURCES Far too often Council attempts to solve problems too quickly and without sufficient information. Coun- cil is not to blame because each Councillor is assigned to many committees without being an 'expert' on any more than one issue. If elected, it is my intention to recommend to Council that residents of the Town be appointed to the various bodies that might normally be filled solely by the elected representatives. We must, in this day and age, take full advantage of all those who have something to offer, Let's get others involved in deciding the fate of the Town Hall, for instance, of certain by-laws (such as the 'leaf bur- ning' problem) and perhaps even with such matters as zoning, Everyone should be made aware of the important issues facing Council, what decisions are made and, possibly, what each can do to assist in arriving at solutions that are just. Certainly the press is the most valuable asset in communication in Exeter, and it should be used constantly as a means of informing the P. public of Council's plans and residents' reactions.
