On Sunday morning the
children of the Church school
were told a story and led in
singing by puppets Larry and
Lucy, which was much enjoyed
and created an unique learning
situation.

He said that he would "try and
stay hi as Reeve for another
term".
TWO members of council,
Harry Wraith and Larry Hotson
are still undecided. Both com-
mented that they would like to
stand again but that the job in-
volved a great deal of time, They
have reserved their decisions
until nomination time,
Councillors Elizabeth Goddard
and Clifford Abbott have both
indicated that they intend to run
again.
In further business it was
decided to find an alternative to
putting water meters on those
homes in the village with
swimming pools.
Reeve Ivan Hearn and coun-
cillor Larry Hotson reported that
they had been contacted by in-
terested citzens who felt the
policy of metering only those with
pools was, unfair,
It was mentioned that many
families in the area were
probably using far more water
per year than some of thosewith
swimming pools. A large family
or those who watered lawns and
gardens excessively during the
summer would still be charged
the standard rate while those
with pools would be penalized for
watering their lawns, etc,
Council agreed that this 'would
be unfair since the amount of
water used for topping up and
backwashing pools might not be
significant enough to warrant
penalizing those with pools.
It was decided that there would
be a fee of $2 per thousand gallons
of water used for filling the pools
and an additional surcharge of
$10 per year to cover the costs of
topping up and backwash,
The swimming pool bylaw was
also ammended to stipulate that
no swimming pool water could be
drained into the sanitary sewer
system, since it cost the, village
money to pump this water as
well,
It was agreed that the rulings
on fencing, swimming pools could
be ammended in the case of
above ground pools if the sub-
stitutions provided adequate
protection, to the satisfaction of
the building inspector.
Mrs. Gibson was authorized to
purchase a copy of the 1974
Statutes of the Province of
Ontario,
A letter was received from C.
H. Lewis to advise council of the
raise 'in price of garbage pickuR
for the village. The raise was to
be effective from \January 1 to
June 1. Council agreed that they
shouldthold'a meeting. with C. H.'
Lewis to get a firm price for the
whole twelve months in order to
set the tax rates for 1975.
It was moved that monies
presented to the village of Lucan
as a percentage of the lottery fee
be returned to the Lucan Fair
Board and the Lucan and District
Co-op nursery school in the form
of a grant from the village.
Council decided that work on
the surfacing of roads in phase
one of Wilberforce Heights be
left until the spring.
Norm Steeper, chairman of the
Planning Board conferred with
council on a report to be sent to
the Ontario • department of
Treasury and Economics to
evaluate the effectiveness of the
Planning Board in 1973.
Council received a report from
Mr. Sutherland , concerning a
temporary, garage shelter he has
built on his property to house an
old car he is restoring. Council
instructed him to remove the
structure and consult with the
building inspector concerning
building a proper garage with a
foundation on his property.
It was decided that a catch
basin on Water street should be
completed this fall, before the
roads were surfaced.
Discussion was heard con-
cerning the purchase of a garden
tractor equipped with a snow
blower to clear the sidewalks of
snow during the winter months.
Councillors were instructed to
inquire as to price, style and
effectiveness of alternatives and
report to the December meeting.
Accounts totalling $6,596.29
were approved as presented.
