Liberal Leader Robert Nixon's non-confidence motion debated in the House this week and which dealt with programmes to moderate the inflationary pressures on the cost of living, especially in the areas of food, rent and fuel, was received with some adverse criticism, There seem to be a general lack of understanding as to the non- confidence motion This is a means of getting serious debate on the floor of the House, The Liberal Party as the Official Oppositionis allowed two non-confidence motions a year whereas the New Democratic Party as the third party, is allowed one non- confidence motion during one session, In fact the Liberals were criticized for not making use of this device. The Liberal Party when in- troducing the non-confidence motion, as a minority party, did not expect to win the vote in this context but was only affording ......................... The Ministry of Transport has stated "that the Ministry intends to entorop in the year 1976, the same automobile exhaust emission standards as are being established for 1975." Cars ecp‘ipped with catalytic converters require the use of unleaded gasoline. Unleaded gasoline is not readily available. However, all Ford of Canada carlines have been engineered without catalytic converters and can run on any gasoline — regular, premium or unleaded. Read the lull story: 1 Cars equipped with catalytic converters require the use of unleaded gasoline. In order to meet the new Canadian exhaust emission standards, some 1975 cars are equipped with a catalytic converter, which is an emission control device that requires the use of more expensive unleaded gasoline, Unleaded gasoline is not readily available. Although unleaded gasoline may he available at up to 40% of gasoline stations in some major urban centres, it will he substantially less in rural areas. The Department of Industry, Trade and Commerce survey, dated June, 1974, states that on a national basis, unleaded gasoline will not he available at 8 out of 10 stations in Canada, as of October 1. 1974. 3 Government sources had this to say regarding 1975-1976 Canadian emission control standards. There's a significant difference between Canada and the United States in exhaust emission standards for 1975 cars. The Canadian Government decided to adopt more reasonable emission standards than those in the United States. w hich meant that catalytic converters were not necessary to meet the Canadian standards. So for 1975, Ford of Canada decided not to fallow suit with Ford in the United States— although it would have been much easier (and less costly) to do so, Ford of Canada's decision to minimize the need for catal) tic converters in Canada shows our real concern lor you, the motorist. We decided to offer cars without catalytic converters because a) a catalytic converter could he an extra es pease for you, b) the unleaded fuel that's required for catalytic converters is in limited supply in Canada, and, c) unleaded gasoline is more expensive than the lower priced regular. Now in order to meet the 1975 Canadian eshaust emission standards, without the use of catalytic con \ criers. Ford of Canada invested over million in an extensive program involving significant engineering changes, additional com- plexity in our assembly plants and other special Programs. the result is that all engines (with the eseeption of one the optional 2.8 litre V()) , for all 1975 lines of Ford of Canada cars, meet the standards. w ithont requiring catalytic converters, and do so while running on any gasoline — unleaded. premium or the lower priced regular. • lord of Canada feels that this will mean it lot to motorists who are not able to find unleaded gasoline in their normal driving and luel-shopping patterns. MERCURY FORD g/1101-A the opportunity to discuss in- flation in the areas where it is of utmost concern to the people, During the debate these vital issues were discussed and by way of specific proposals, Mr. Nixon strongly urged that a com- mitment for a balanced or sur- plus budget in 1975-1976, must come from the Premier, that a price review procedure must be established by the Province and that a municipal rent review procedure be established, whereby a Board should have powers to call witnesses and compel evidence as arbitrators in landlord-tenant rent disputes. Mr, Nixon said that expanaed powers should be given to the Ontario Energy Board, so that ailfuel prices, as well as energy prices could come under its jurisdiction, Ontario's position in negotiating with the federal government in this regard should be predicated on the policy that price increases for Canadian resources must serve all Canadians and not just those in the Province of origin. Stephen Lewis Leader of the New Democratic Party, in support of the non-confidence motion said that the New Democratic Party understood the international realities of in- flation, they understood the continental realities, and that they accepted the Premier's contention that inflation and the pressures on the cost of 'living generally are very much a national phenomenon and that it is, therefore, difficult for a province to intercede. He felt, however, that there are ways for the Province of Ontario to intrude itself in defence of the consumer, and that there has been a total abdication of responsibility on the part of the Government in fact, a kind of surrendering of the right to govern- by not intruding on behalf of the consumer and protecting the consumer in Lady honored on birthday By MANUEL CURTS GREENWAY A family gathering numbering twenty-two was held at Strath- mere Lodge, Strathroy on Sunday honoring Mrs. Fred Steeper, a resident there, the occasion being her 84th birthday anniversary. Mrs. Irwin Luther and Jean were guests at the Bryan- McGuffin wedding and reception held at Zion United Church, Arva, on Saturday. Mrs. Vera Brophey, Lillian Ulens, Mr. & Mrs. Harold Brophey and Lloyd Brophey, Grand Bend visited Mr. & Mrs. Willis Brophey in Blenheim one day last week. During the question and an- swer period, Robert Nixon wanted to know from the Minister of Housing Donald Irvine whether there was any in- formation available about the assembly of 10,000 acres, more or less of land in the Edwardsburgh Township. Mr. Irvine insisted that he did not know for •what purpose the land is assembled or who is acquiring option on the farmland. He said it, remained to be seen whether it would be a Government undertaking. In reply to opposition questioning, as to whether any priority is given to 'children of residents of the Province of Ontario to attend professional universities of this Province, The Minister of Colleges and Universities Mr, James Auld, indicated to the Legislature that individual universities set ad- mission policies and throughout the Province about 84 percent of the first year students are Canadian citizens, For the 582 first year positions available at the five medical schools in the Province there was a total of 8,733 applications. Ontario Health Minister, Frank Miller has indicated that there would be no increase in OHIP premiums in the next fiscal year. There have been reports that ceilings on hospital spending will be removed, However, the Minister pointed out that a Provincial Ceiling does ,exist. This IS the fixed sum which will be available to the Ministry, The sum total of funds requested by hospitals must be capable of being contained within the funds available. It was agreed that the percentage impact of existing inflationary factors would vary from one hospital to another. The 1975 budgetary procedure for 1975 was accepted in advance by the Ontario Hospital Association, Albert Roy, Liberal Member for Ottawa East, asked Mrs. Margaret Birch, Secretary for Social Development, about the pamphlets being distributed by the Conservative Party of Ontario, under the title "Body Politic," The pamphlets were sent to all the Librarians of schools across the Province under a letter signed by Duncan Green, which indicated that the staff as well as the students of high schools would find this in- formation helpful and should prove useful in the Canadian studies of courses at the schools. The kit contained a picture of Premier Davis, pamphlets titled, A Profile of the Davis Govern- ment, The Priorities of the Davis Government, The Progressive Conservative Tradition in Ontario, and also descriptions of Government programs, Mrs. Birch indicated that she was not aware that these had been distributed and that she would look into the matter, The Minister of Housing, Donald Irvine, announced yesterday the signing of agreements to construct 3,033 subsidized units under the Ontario Housing Action Program, The Province promised to produce 12,000 units for the year 1974. It is hoped that the housing starts for this Province will be up to 90,000 units a considerable drop from last year which was approximately 110,000 units. Of the 3,033 sub- sidized units under the Ontario Housing Action Program only 1,167 units or 38 percent of the subsidized units will be priced for the HOME program income range of below $14,500. The in- come group below $8,000, which represents a significant number of families in this Province, has not been mentioned. One of my constituents wrote to me, unfortunately omitting her address making it difficult to respond, and raised a matter which I am sure concerns many senior citizens. She was under the misapprehension that the new Drug Benefit Program, required her to obtain a prescription each time she needed a refill. Senior citizens are given 4 drug cards at a time and doctors may authorize a' supply of drugs up to six months. If a senior citizen wants more than one months supply of drugs, all he or she has to do is to deposit the corresponding number of cards with one pharmacist.
