Middlesex
board plans
Middlesex County Board of
Education this week received a
Five-Year Forecast of student
enrolment and classroom ac-
commodation prepared by its
administrative staff,
The forecast shows a con-
tinuing decline in elementary
school enrolment and, until the
1980s, rising enrolment in
secondary schools.
The board approved sub-
mission to the Ministry of
Education of a capital building
program that has as its first
priority a 1975 project for
renovations and construction of
an addition at Adelaide School.
It is expected that the addition
would include a library resource
centre, a science room, a general
purpose room, and home
economics and industrial arts
facilities to serve all schools in
the area, The enlarged school
would accommodate the W. G.
MacDonald School for the
Trainable Retarded that is now
using rented quarters in
Strathroy.
Also in 1975 the Board will seek
to carry out a $1,727,885 program
at Glencoe District High School
and a $12,270 renovation at
Strathroy District Collegiate
Institute. At Glencoe, major
renovations to the heating and
lighting systems are urgently
needed.
The project would also include
conversion of the gymnasium to a
library resource centre, the
updating or replacement of shop,
laboratory and home economics
areas, and construction of a new
gymnasium.
It is also recommended that the
project provide facilities for
home economics and industrial
arts for grades 7 and 8 students
from the area schools.
In other business, the Board
approved in principle sketch
plans for a new Parkhill-West
Williams Public School to be built
next year in Parkhill.
The 14-room school, with an
estimated cost of $825,000 will
replace the present Parkhill
Memorial School that cannot be
properly renovated. It will also
enable the Board to close the
small West Williams Public
School.

Exeter council this week
"approved in principle" an
agreement to be signed with
developer Fred Darling for a
72 lot subdivision he plans to open
in the area south of Sanders St.

His consultant, J. A. Nicklom,
appeared before council Monday
to get clarification on some of the
points in the agreement and
discussion indicated he and
Darling had no argument with
the basic agreement.
Under terms of the new sub-
division agreement, the sub-
divider will be required to

India, which, although not up to
our standards is "a paradise for
destitutes in India,"
The project started with two
people making the beads and has
mushroomed from there to in-
clude twelve participants.
The girls, Anita and Charlene
Verbeek, Mary Ann Hogan,
Joanne Dehaan and Marlene
Winters string the brightly
coloured plastic beads onto lame
thread. After they are strung the
ladies including Mrs. Art
Whilsmith, Mrs. Alvin Moir, Mrs.
Floy Forman, Mrs. Harry
Winters, Mrs. Herb Verbeek and
Mrs. Glenn Robinson crochet the
beads onto the thread.
Several different patterns, with
different colours and types of
beads are made by the group and
sold locally to raise money.
Mrs.Whilsmith said that at first
they were unsure of how to sell
the beads but now they are selling
themselves. The women find. it
hard to keep up with demand,.
The first sale went to wives

mark and Brazil. Since then
several women's groups, offices
and service clubs have offered to
display the beads for sale.

In addition, each lot sold in the
subdivision will be subjected to a
$500 impost fee which will go into
the town coffers to help towards
the cost of maintaining services.
The Darling subdivision is the
first to near approval under
terms of this new agreement,
which requires the subdivider to
provide considerably more in the
way of services than have
previous subdividers.
As a condition of the
agreement, Darling will also be

barn would be removed before
the agreement was approved, but
Nicklom said he would have to
depend on council's mercy a little
in this regard and asked them to
rule that the barn had to be
removed only before any building
permits were issued.
He noted there was some
urgency to having the agreement
finalized as the deadline was
December 31 and while Darling
could get an extension from the
ministry of municipal affairs,
there was no guarantee that this
would be forthcoming.
Council agreed to seek
clarification from Stratford
lawyer Robert Mountain on the
matter of the impost fee after
Nicklom questioned if it would
not be better to make this charge
at the time when building permits
are secured for any of the lots in
question.
He said this was the way most
municipalities handled the
charge, but Councillor Bruce
Shaw said this may create a
hardship for some lot buyers if
they were not aware of the fact an
additional $500 would have to be
paid when they applied for a
building permit. He argued it
would be better to have Darling,
pay the fee at the time of ,the sale
Nicklom also noted that the
agreement called for Darling to
sod the area between the street
allowance and the property line
of the lots and asked if this could
include seeding.
Council agreed this would be
permissible.
Ile was also advised that it
would not be necessary for all the
streets in the subdivision to be
completed before they would be
taken over by the town, but that
they could be taken over as
development progresses as long
as the new houses were served by
a road that provided access and
egress.
