CANN'S MILL PROPERTY ON MAIN STREET IN THE TOWN
OF EXETER ARE INVITED AND WILL BE RECEIVED BY THE
UNDERSIGNED UP TO THE LAST DAY OF FEBRUARY 1974
SUBJECT TO THE FOLLOWING TERMS AND CONDITIONS:
. 1. The lands have been known as the Cann's Mill consisting
of parts of Lots 175, 174 and the whole of the Lot 176 on the
west side of Main Street according to Plan 20 on which is said
to be a feed mill and store building having a frontage of
about 150 feet by a depth of about 330 feet,
2. The tender shall be accompanied by an accepted (cer-
tified) cheque payable to the undersigned for $500.00, as a
deposit, and the Purchaser shall pay the balance subject to
the usual adjustments for taxes, etc, on closing, The tender,
and acceptance and these conditions of sale shall be deemed
to form part of such tender and shall constitute the agreement
for sale.
3. The transaction and possession shall be negotiable after
the 31st day of July, 1974 with time to be of the essence.
4. The Vendor shall not be obligated to accept the highest
or any tender.
S. The Vendor shall not be required to produce any abstract
of title, deed or evidence of title, other than those in their
possession. The Purchaser shall examine the title at his own ex-
pense and any objection thereto shall be made in writing
within ten days from the acceptance of the tender. Should no
sufficient objection in writing be made within that time, the
Vendor's title shall be held to have been accepted. Should any
sufficient objection in writing be made within that time which
the Vendors are unable or unwilling to remove the Vendors
shall be at liberty to rescind the sale in which case the
Purchaser shall be entitled only to a return of the deposit
money, without interest.
6. The Purchaser, shall covenant in the deed of conveyance
not to use the premises as a feed mill or in the operation of
feed and groin business,

Eight communities represented
During a short stop over in
Exeter Thursday during a three-
day swing through Western
Ontario, Ontario New
Democratic leader Stephen
Lewis made some suggestions to
reduce problems in plant closings
similar to the recent shutdown at
Hall Lamp at Huron Park.
Lewis said industries should
contribute small amounts into
provincial governm'ent fund to
ensure severance pay for em-
ployees of bankrupt firms.
The fund he proposed would
require few civil servants to
administer since it could be
operated by the employment
standards agency of the Ontario
Labour.
The NDP leader said this could
be done easily since the number
of bankruptcies each year could
be counted on one hand.
Lewis said, "I will make Hall

Lloyd Ferguson, reeve of
Usborne, noted a recreation
committee had just been formed
in that municipality and all
members were present at the
session.
"We're very much enthused,"
he commented adding they were
attending the meeting to gain
information.
NDP leader asks changes
in employment standards
The discussion continued, with
several pointing out that rural
municipalities were presently
gaining from the programs being
paid for by urban Municipalities
in the area.
"The towns pay and the
townships benefit without
paying," stated Lee Regler of
Zurich,
Leroy Thiel said he was scared
of the whole thing and questioned
what was to be gained from a
Lamp a central issue when the
Legislature convenes and that
will make life miserable for the
Labour Minister for the shabby,
intolerable way the Hall workers
were treated."
When the parent US company
of Hall went into receivership,
secured creditors were given
preference over employees'
severance pay.
He continued, "Labour
Minister Fern Guindon still in-
sists the shutdown is temporary,
not permanent which would
make former employees eligible
for severance pay if the company
had any assets left. Why have
such laws if they are not used?
Why not scrap them?
Windsor West MPP Ted
Bounsall, who accompanied Mr.
Lewis on the tour said the onus
should be on employers to prove
shutdowns are temporary and
South Huron recreation com-
mittee. He predicted it would
become unruly in that one
recreation director could not get
around to all the communities
involved and do a good job.
"Many things can be done
cooperatively that can't be done
individually," Reid replied. As an
example, he said some of the
police villages could have
playground programs by hiring
leaders to move from one corn-

Of the 379 hourly employees at
the Hall Lamp plant, all but about
50 were female.

REC MEETING
Representatives from eight
South Huron communities met in
Exeter Wednesday to consider
amalgamating efforts for
recreational activities.
While no consensus of opinion
was reached, the representatives
did see enough merit in the
suggestion to name a steering
committee and to set a date for
another meeting.
The steering committee named
is as follows: Exeter, John
Stevens; Hensall, George
Parker; Zurich, Doug Arm-
strong; Hay, John Tinney;
Stephen, Jee Dietrich; Grand
Bend, Doug Martin; Usborne,
Bill Morley.
The meeting had been called by
Exeter and after a word of
welcome from Reeve Derry
Boyle, Bruce Shaw was named
chairman.
A member of Exeter council
and RAP, Shaw explained to the
various delegates that the idea of
the meeting was a "sounding
board" to share some ideas.
He stated that Exeter would be
hiring a recreation director in the
immediate future and hoped that
the person named would even-
tually become a rec director "for
South Huron".
Shaw said all communities
were faced with cost problems in
providing facilities people
wanted and said there may be
some financial benefit in joining
together.
Doug Martin of Grand Bend
questioned whether the ministry
would permit communities to
band together and have each
draw grants for recreation
purposes.
Shaw said this was okay and in
fact encouraged and a
representative from the
ministry, Don Reid, told the
meeting the only requirement
was that each municipality have
an appropriate bylaw and a
recreation committee.
He said there are many area
recreation councils in the
province, adding that one existed
in the St. Marys area.
Grand Bend councillor Murray
DesJardins said to be effective it
was necessary to have "an easy
auditor and a clerk who will lie".
He went on to explain that
Grand Bend had considered an
area rec council in 1963, but found
they had to spend so much
money to get anything "we gave
up in disgust".
The discussion continued
around the matter of grants
available until Zurich clerk Doug
Armstrong suggested "we're'
barking around the wrong tree".
He said Zurich was not in the
same league with Exeter in
terms of recreation and reported
his village was now spending $15
to $20 per person on recreation.
"I think that's a little much,"
he advised.
Armstrong opined that the
grants available didn't work out
to that much and suggested the
answer may lie with rural
municipalities contributing to the
cost of recreation in their neigh-
boring urban areas.
He said 50 percent of those
engaged in recreation in Zurich
were from outside the
municipality and urged more co-
operation between communities.
Reid agreed that Armstrong's
point was well taken and the
matter of grants should be only a
"small part of any decision",
Hensall's George Parker noted
that some townships were not
getting recreation grants at the
present and "we (urban) may as
well get that money".
Leroy Thiel of Zurich replied
that the small amount id question
still wouldn't reduce costs by that
much.
John Tinney, Hay Township,
noted that his municipality was
involved in recreation on all four
corners and said a joint effort "is
a good idea as far as I'm con-
cerned",
Stephen Reeve Joe Dietrich
said his municipality tried to set
up a recreation committee and
had appointed eight men, but
they didn't come back for the
second meeting.
He reported the township spent
