week approved permission to
grant licenees to a Clinton area
firm to operate one or two taxi
units in the town.
The licence requests came
from H. Schoonbeek, Clinton,
who operates other units in Huron
County as well,
Reeve Derry Boyle didn't think
the licences should be approved
until the local bylaW was
checked, but 'other members felt
this was not necessary. In fact,
most wondered why there would
be any stipulation on the number
of licences -which can be ap-
proved in Exeter.
Boyle said the bylaw did
contain such stipulatiOns as far
as he could remember.
Fee for the licences is $25 each.
Quality locks are well worth the
investment for home protection
but if you have glass within 40
inches of a doorknob it is an in-
vitation to burglary. Replace it
with unbreakable material.

NOTICE
Town of Exeter
At the request of the Council of the Town of Exeter, the Ministry of the Environment has investigated
the possibility of installing within the said Town, a sewage works project and now proposes to con-
struct such works at an estimated cost of $687,315, and to make application to the Ontario
Municipal Board for approval of the undertaking and the imposition of a special sewage works
rate. It is proposed to raise this sum by borrowing $203,327 from the Central Mortgage and Hous-
ing Corporation to be repaid over a period of thirty years and the balance of $483,988 will be
repaid to the Ministry of the Environment over the same period.
The proposed project would consist of sewage works to be constructed as follows:

including building sewers from the main sewer to the street line, together with the construction of a
sewage pumping station at the intersection of Marlborough and John Streets, a forcemain dis-
charging to the existing sanitary sewer on William Street and the extension of the existing waste
stabilization ponds consisting of the construction of two additional 22-acre cells to be located on
municipally owned land west of and adjacent to the existing cells, in Lot 24, Concession 2, Township
of Stephen, and an outfall to the Ausable River.
The estimated annual cost of the project is $66,280 which includes debt retirement, interest, Central
Mortgage & Housing Corporation payment, reserve and operating charges.
It is proposed to raise this sum in the following manner: $8,509 by a frontage rate of 42 cents per
foot on all lands which front on or abut on the streets or parts of streets or connect to the works
described above; $3,556 by a connection charge of $13.17; $5,187 by an 83 per cent surcharge on
the annual water bill of new users; $16,092 by an 83 per cent surcharge less the present $12.00 flat
rate on the annual water bill of existing users; and $17,940 by a mill rate levy of 4.41 mills on the
assessment of the whole municipality. In addition $5,000 is anticipated from a regular annual sur-
plus from existing sewage works revenue and a $10,000 minimum annual payment by Canadian
Canners Limited (for not less than five years).
In computing frontage rates, provision shall be made for the exemption or partial exemption from a
foot frontage rate in the following manner:
In the case of lots situated at the junction or intersection of streets or highways, the exemp-
tion on the flankage shall be 125 feet,
In the case of lots that are triangular or irregularly shaped, a reduction shall be made in
the frontage rate, that otherwise would be chargeable thereon, sufficient, having regard
to the situation, value and superficial area of such lots as compared with the other lots, to
adjust the said frontage rate on a fair and equitable basis.
In the case of lots,that because of the nature of the terrain or the elevation of the sewer,
do not derive the same benefit as other lands abutting on the sewer, a reduction shall be
made in the frontage rate which otherwise would be chargeable thereon sufficient, having
regard to the benefit derived as compared with other lots, to adjUst the said frontage rate
on a fair and equitable basis.
Where a lot is for any reason wholly or in part unfit for building purposes, a reduction
shall be made in the said frontage rate which otherwise would be chargeable thereon, suf-
ficient to adjust its said frontage rate as compared with that of the lots fit for building pur-
poses on a fair and equitable basis.
Where a lot, other than a corner lot, has two or more limits that abut on works and the
size or nature of the lot is such that any or all of the works are not required, a reduction in
respect of the works that are not required, so long as they are not required, shall also be
made in the said frontage rate that would otherwise be chargeable thereon, sufficierit to
adjust its said frontage rate on a fair and equitable basis,
The reduction shall be made by deducting from the total frontage of the lot liable for the
said frontage rate so much thereof as is sufficient to make the proper reduction, but the
whole of the lot shall be charged with the said frontage rate as so reduced.
On the basis of the foregoing charges, a new user, having a house with a frontage of 60 feet, an
assessment of $3,000 and a water bill of $36,00 would pay $81.60 per annum,
All ratepayers will be subject to the mill rate levy of 4.41 mills. All present sewage works users will
have a rate increase of $18.00 ($30.00 less the existing charge of $12.00).
Any ratepayer may within twenty-one days after the first publication of this notice, send by prepaid
post to the clerk of the Town of Exeter, at the address given below, a notice in writing stating his
objection to such approval or the imposition of the special rate.
The Ontario Municipal Board may approve the special rate pursuant to the statute and may ap-
prove of the said works but before doing so, it may appoint a time and a place for a public hearing
when any objections will be considered, but notice of such hearing will be given only to those per-
sons who have given notice of such objection as provided for above.
All plans, reports and estimates may be inspected at the office of the undersigned during business
hours.

Every owner, possessor or harbourer of a
dog, annually on or before 1 March shall obtain
a license from the Village Clerk and shall cause
the dog to wear around its neck a collar, to
which is attached a dog tag for the current year.
No person shall permit his or her dog to run
at large in the Village of Grand Bend with or
without a dog tag; and any dog running at large
contrary to the provisions of the By-LaW may be
captured, killed or otherwise disposed of by the
Animal Control Officer of the Village of Grand
Bend.

Impossible unless
Two snowmobile accidents
were among the four investigated
by .the Exeter OPP this week.
On Saturday at 2:30 a.m., a
snowmobile driven by Wilfred
Overholt, Zurich, struck a ditch
on concession 5 in Hay Township.
The driver sustained minor in-
juries and damage to the
machine was set at $500 by
Constable Bill Glassford.
On Sunday, the throttle stuck
on a machine operated by Bette
Jane Bedard, RR 2, Zurich, and
crashed into the Zurich Public
School. The driver and a
passenger managed to roll off
before the collision and escaped
injury,
Damage to the machine was
listed at $175, There was none to
the building.
The other two crashes were
similar in that they involved
parked vehicles.
At 6:15 p.m., Thursday, a
vehicle driven by Howard
Adkins, RR 1, Zurich, collided
with a parked car at the Hensall
Sales Barn, Damage was listed at
$400 by Constable Ed Wilcox.
On Friday at 5:15 p.m., a car
driven by Larry Clarke, RR 1
Crediton, collided with a parked
vehicle on concession 12 and 13 of
Hay Township. Total damage
was estimated 'at $500 by Con-
stable Bill Lewis.

percent, which is lower than
usual.
Part of the reason given for the
improvement is the fact
ratepayers do not receive the
provincial rebate unless the taxes
have been paid.
Council learned there were still
outstanding taxes from as far
back as 1968 and asked Clerk Eric
Carscadden to prepare a report
for next meeting. At this time a
decision will be made regarding
the action to be taken to collect
these back taxes,
