Subscribers of the Tuckersmith
Municipal Telephone System
voted to have a four-party line
service (four subscribers per
line) in all rural areas at their
64th annual meeting held Wed-
nesday in the IOOF Hall . in
Brucefield.
The Telephone System is being
upgraded to meet increased
demands for reduced subscribers
on the multi-party lines. Private
and two-party service will con-
tinue to be available to anyone
desiring it.and willing to pay the
extra rate.
Another change in the system
will be the removal of the
telephone rates from the tax roll.
The rates will be billed along with
the long distance tolls on a
monthly basis.
The four-party line service will
require the installation of ap-
proximately 350,000 feet of cable
in all rural areas of the system.
The estimated cost for the cable
and installation is $85,000. The
changeover to the monthly
billings will require another
$40,000, for a total of $125,000.
Votes from the 58 subscribers
at the meeting, plus 110 proxy
votes, gave the commissioners
the authority to request the
Township of Tuckersmith (the
initiatingmunicipality of the
Telephone System) to issue
debentures in the value of the
$125,000 needed.
Mel Graham, Brucefield,
secretary-treasurer of the
System, said that installation of
the cable will begin as soon as the
municipality approves the
request and issues the deben-
tures. Completion is expected by
Jan. 1, 1974.
Mr. Graham said that studies
indicate that to retire the
debentures in 20 years it will be
necessary to increase the four-
party rates approximately $1.00
per month higher than the multi-
party rates.
Elgin Thompson, RR 3, Kippen
and reeve of Tuckersthith was
named chairman for the meeting.
He expressed concern about the
$329,000 debt his township would
be underwriting -- $125,000 plus
$204,000 debt from a previous
issue of debentures.
"Have we assets worth
$329,000?" he asked.
Mr. Graham assured him the
auditor's report valued the
System at $515,750. Members of
the audience said as the sub-
scribers owned the System they
were responsible for the debts of
it, not the township,
There are 123 341 miles of poles
and 5,212 miles of single wire in
the Systern;covering rural areas
arid some urban areas in Stanley
and Tuckersmith Townships. It
includes a total of 1,848
telephones: 534 in I3ayfield, 420 in
the Clinton area, 461 in the
Hensall area and 433 in Seaforth,
Mr, Graham said the seasonal
service to cottagers (about 110 in
Bayfield and south along the Blue
Water Highway) would be
scrapped as of April 1. He said he
had notified them they would
become regular customers and td
date he had not received any
complaints.
At one and one-quarter miles
the rate would be $7,00 per
private line and $4.90 for two-
party line; at two and One-half
miles, $9,25 private And $6.15 two-

There were only two more
motor vehicle accidents in 1972
than in 1971, according to the
Exeter Police Department's
annual report.
A total of 138 motor vehicle
collisions were recorded in 1972,
compared to 136 in 1971. It was
the third year in a row with no
fatalities.
The number of occurrences has
continued to increase over the
last three years, The 1972 total
was 1,726, an increase of 173 over
the previous year's total of 1,553.
Administration costs rose by
$13,746 last year to a total of
$49,304, but this includes about
$2,200 towards a new police
party; at three and three-
quarters miles, $11.50 for private
and $7.40 for two-party; and five
miles, $13.75 for private and $8.65
for two-party line. An extension
would cost an extra $1.25 per
month. Arthur Nicholson, RR 2,
Seaforth, was the only member of
the System's three-man com-
mission to attend the meeting.
William L. Rowcliffe, RR 1,
Hensall, was elected com-
missioner for a three-year term
to fill the vacancy created by the
death last summer of com-
mission chairman, Albert
Shirray. Lorne Chapman, RR 1,
Exeter, was also nominated but
lost out in the vote to Mr.
Rowcliffe.
Police overtime hours in-
creased from 659 in 1971 to 1,090
in 1972,
The report shows fewer oc-
currences last year dealing with
drugs and narcotics as well as
fewer infractions of the Liquor
Control Act.
In 1971, the department in-
vestigated a total of 21 oc-
currences regarding drug of-
fences; in 1972, it investigated 18.
There were 39 investigations in
1972 involving liquor infractions,
resulting in 33 charges being laid.
In 1971, there were 53 in-
vestigations, with 46 charged.
Police also issued fewer tickets
for parking violations last year.
There were 89, compared to 95 in
1971. The demand for bicycle
licences went up by over ten per
cent, from 400 in 1971 to 450 in
1972.
Concluding his report, Chief
Day made a few suggestions for
council's consideration.
He proposed that an off-street
parking lot be created in the
downtown area to reduce the
number of accidents on Main
Street and provide a more even
flow of traffic.
Ile also recommended that, if
the Police Department moves
from the Town Hall to the Post
Office building during the year,
all police radio equipment be
moved to the new location.
Chief Day strongly urged that
the pavement on Matu,StreeLbe
painted and marked with lanes
and cross walks as soon as
possible.
And finally, council should
keep in mind, he said, the
possibility that the veterinarian,
