Authority sets record budget
A record budget for 1973 was
approved Monday by members of
the Ausable-Beyfield Eon-
servetion Authority,

$310,850, Capital projects will
cest $147,900 and expenditures on
maintenance are expected to
total $162,950,
The Authority which was
formed in 1946 and the first in the
province has spent more than
three and a half million dollars on
capital projects since its in-
ception according to past
chairman /3111 Amos,
Amos told the annual meeting
Monday afternoon that the total
ibudget for the Authority in 1964
was only $77,000. In 1972 the total
budget was $226,100. Amos
continued, "It's easy to see that
the operation and management of
a conservation authority is really
big business and it is likely to
become bigger in the years to
come",
Amos who is being succeeded
by Elgin Thompson as chairman
said the greatest emphasis on the
services of conservation
authorities will probably remain
in the provision of recreational
open space.
He added, "This is a resource
which is disappearing more
rapidly than the farm woodlot. In
our area most of the lakefront
property is already in private
ownership and our valleylands
are going the same way".
He said the authorities must
continue to change with the times
to provide more facilities and
services for an increasingly
younger and more fluent
population,

The Citizenship and World
Affairs committee was in charge
of the February meeting of
Dashwood WI with Mrs. Mervyn
Tiernan convener. Eighteen
members answered the roll call,
"Would you like a pen pal? If so,
where?" There were also a large
number of visitors present as
group 1 of the 4-H girls presented
their skit "The Better Lunch"
and group 2 their display "Three
Main Course Dishes," with
commentary. Two girls were
presented gifts for completing 12
project% Darlene Rader and
Marjory Green, The leaders also
received gifts for their work.
Mrs. Gordon Bender,
president, was in charge. The
new leaders are Mrs. Gordon
Bender, Mrs. Rosaleen Schenk,
Mrs, Earl Keller, and Mrs,Ray
Rader. The new project is
"Sportswear from knits."
The Exeter Fair list was read.
The ladies accepted an invitation
from Elimville to join in their
25th anniversary with a dessert
euchre at Usborne school March
21. Fees are to be sent for a
member to attend the Officers'
Conference at Waterloo
University in May. The ladies are
"Conservation education is an
important part of our work and
our programs with school
students is really necessary"", the
former chairman added.
"I would like to involve more
high school students. They may
have ideas we are overlooking,"
Amos lauded the work of
earlier Authority members
especially in wildlife and
recreation programs saying, "all
the work was done at the local
level by local people who had a
vision. We are reaping the
benefits today".
The Authority now owns over
0,000 acres of land and operates
six parks and conservation area.
Resources manager Roger
Martin emphasized the im-
portance of the advisory boards
this year. He said, "We have to
lake a good hard look at buying
land. It's up to us to continue to
prove Authorities are capable of
handling projects. if we don't it'll
be taken over by the Ministry. We
have to be on our toes to do the
job".
In his final comment retiring
chairman Amos said, "in the
future the authorities must put
out a long range budget and plans
of at least five years in advance".
The authority's budget this
year represents a $43,750 in-
crease over last year, due
primarily to continuation of its
capital spending programs, up
this year to $147,900 from the
$122,584 spent last year,
This year's budget was reduced
slightly after reviews from the
$335,950 proposed in December.

Mrs. Tieman was chairlady for
the program, Mrs. Glen Webb
took for the motto "Pennies for
Friendship and what they ac-
complish," She also displayed a
map showing the various
countries, Mrs. Howard Datars
gave a summary of current
events with pictures. Mrs. Irvin
Rader took as the topic "My Pen
Pal." She discussed at length her
pen pal in Tasmania which she
gained through ACWW in 1959.
She displayed many of the gifts
she has received. The Masse
Family provided toe-tapping
music.
4-H Club
The first meeting of Dashwood
4-H girls club I was held Saturday
in the Community Centre with the
leaders Mrs. Rosaleen Schenk
and Mrs. Gordon Bender and 14
girls present. Officers appointed
were: president, Susan Grigg;
vice-president, Pat Bender;
secretary, Jane Merrier; press
reporter, Susan Van Wyck,
Mrs. Schenk pointed out the
aims of the club. A name for the
club will be decided at the next
meeting. Mrs. Bender distributed
sheets for roll calls and Mrs.
Schenk read an article on knits.
Betty Guenther and Debbie
Riddell showed how to measure,
and Mrs. Schenk using Olga
Zemitis, showed how to measure
for slacks. The next meeting will
be February 17 at the community
centre.

Last year the ministry of natural
resources lopped more than
$57,000 from the authority's 1972
budget, all. of it in proposed
capital projects,
The authority this year is
seeking a total of $197,740 in
provincial grants for Ad-
ministrative costs and capital
programs. While the provincial
ministry of natural resources has
increased its grant allowances to
the authorities, there is an in-
dication that a further upward
revision will be made shortly,
Fred Jackson, finance and
legal supervisor of the ministry's
conservation authorities branch,
told the 32-member authority
Monday that it could expect word
of newly-revised grant
allowances within a week.
He said the action sterns from
recent representations made to
the ministry by chairmen of the
province's authorities.
Authority
names head
A 15 year member of the
Ausable River Conservation
Authority Monday became
chairman of the expanded
Ausable-Bayfield Conservation
Authority.
Elgin Thompson, vice-
chairman of the Authority for tile
past four years and Reeve of
Tuckersmith township succeeds
retiring chairman Bill Amos who
held the post for four years.
In a pre-nomination speech
Amos said he would return as
chairman only if the position
went uncontested.
At the December full Authority
meeting a motion was passed
restricting the term of office of
chairman to a maximum of two
years, On this subject at Mon-
day's meeting Fred Jackson,
finance and legal supervisor for
the Ontario Ministry of Con-
servation Authorities branch said
this type of term may be too
restrictive due to continuity of
programs.
In the vote for the chairman's
position Thompson defeated
Lorne Hay of Hensall in a two-
man election. Hay is also a 15
year veteran on the Authority.
Also nominated but declining to
centest the chairmanship were
Joseph Dietrich of Stephen
township and Allan Campbell of
IVIcKillop township.
Fred Heenam of McGillivray
township, a provincial appointee
was named to the vice-
chairman's position by ac-
clamation. Others nominated but
also declining were Ivan Hearn of
Lucan and Lorne Hay.
