That no person shall throw, place, deposit or otherwise cause to appear on a highway within the Corporation any snow from private property. 2. That any persons violating the provisions of this by-law shall be subject to a penalty of not more than twenty-five ($25) for the first offence, and not more than twentyfive dollars ($25) for every subsequent offense, exclusive of costs and all such penalties shall be recoverable under the Summary Convictions Act.
