SNOWMOBILE OWNERS
The Exeter Council seeks the cooperation of all owners of snowmobiles so
that they may continue to enjoy to the full the sport and at the same time
protect the interests of other citizens.
Printectbelow is Bylaw No. 4, 1972, a bylaw to
control the use of motorized snow vehicles
within the, Town of Exeter
-WHEREAS the Council of the Town of Exeter deems it expedient to control the use of
motorized snow vehicles within the municipality;
AND WHEREAS the Council is given authority to do so under The Motorized Snow Vehicle
Act, R.S.O. 1970, Chapter 283, Section 6;
NOW THEREFORE the municipal council of the Corporation of the Town of Exeter ENACTS
AS FOLLOWS:
1, THAT in this by-law:
(a) "Highway" shall mean a highway as defined in The Highway Traffic Act.
(b) "Shoulder': shall mean that portion of every street, or highway, which abuts the rbadway and
which is designated and extended for the passage or stopping of a motor vehicle, but which
extends no more than twelve feet in width from the limit of the roadway.
(c) "Motorized Snow Vehicle" shall mean a self-propelled vehicle designed to be driven exclusively
on snow or ice or both.
(d) "Sidewalk" shall mean that portion of the boulevard which is improved and designed and
intended for the use of pedestrians.
(e) "Boulevard" shall mean all parts of the highway save and except any roadway, shoulder or
sidewalk.
2: THAT no motorized snow vehicle shall be driven along any sidewalk or boulevard within the
Town of Exeter.
3. THAT no person shall operate a motorized snow vehicle within the Town limits from midnight to
7 a.m., except that persons may eturn to their own residences by the most direct route during
that time,
4. THAT no motorized snow vehicle shall be driven or operated within the boundaries of Riverview
Park (Mainly, on the grounds east of Main Street and south of the river), until it is proclaimed
publicly by the Town of Exeter that the terrain will withstand the vehicle traffic,
5. THAT no person shall operate a motorized snow vehicle within a block of South Huron Hospital
or within a block of any church in the Town of Exeter; except that those persons who reside
within these areas may leave and return home.
6. THAT in the case of an emergency, and at the discretion of the Chief of Police or the Mayor of
the Town of Exeter, permission may be granted to operate motorized snow vehicles, regardless
of this by-law.
7. THAT every person who contravenes any provisions of this by law is liable on Summary
conviction to a fine of not more than $300,00, exclusive of costs, or to imprisbnment for not more
than six months, or both.
8. THAT this by-law shall come into force on the day it is approved by the Minister of The
Department of Transportation and Communications; with the exception of Section 4 of this by-
law which shall come into effect on the passing of this by-law.

Message to All Snowmobilers
The Exeter Drift Skippers Snowmobile Club urges
all snowmobilers to read the Exeter bylaw carefully
and follow all rules set out in it.
Co-operation of all owners and operators is
imperative if we are to continue to enjoy this sport.

After descending a narrow
stairway which took us to a level
below the Church of the Nativity
in Bethlehem we stood around the
manger reading the Christmas
story from the Bible and singing
Christmas carols. Although it
was July it's a carol service I'll
long remember.
Looking at the location the
guide told us was the tradional
birth place of Jesus, made it
difficult to conjure up-the nativity
picture familiar to us, The
manager and stall bore no
resemblance at all to the crude
creche we've always associated
with Christmas.
The area of the manger was
inlaid with marble with a large
silver star embedded on the floor,
flanging over the star were many
jewelled and priceless lamps and
the whole thing was adorned with
heavy, luxurious red damask.
Some of the people with us said
it was disgusting that the bir-
thplace of Christ should be hung
with all 'those trappings' which
belied the truth of the real cir-
cumstances of the incarnation,
However, to most of us it made
little difference. To stand near
the place where the baby Jesus
lay was an awesome, inspiring
experience and we felt the rich
ornamentations were a form of
worship for that wonderful event
of 2000 years ago,
To-day less than two weeks
before we celebrate The Birth we
hear others grumbling, like those
in Bethlehem last summer, about
the commercialism and trap-
pings of Christmas.
I even heard one -lady say she
hated Christmas and would be
glad when it was over and done
with. Hate Christmas? How
terrible. How sad, And how
wrong.
Sure, the cash registers are
jangling, the TV ads are blaring
but 'commercialism' is really a
state of mind. You don't have to'
be dragged down by it if you keep
your eye on the Star and what it
means.
Do you get in snit by the effort
of getting all those Christmas
cards signed and mailed on time?
Don't. The time spent addressing
cards can be an occasion of
happy remembrance of friends
who have shared your home, your
work or your recreation. As you
write their names you can
imagine the glow sparked in their
hearts as they open the envelope
containing your blessings and
good wishes.
By the same token, as your
mail increases each day, you can
relish the blessed feeling of being
remembered by so many.
How sad that often people fare
forth to Christmas shop filled
with despair and depression
because of the difficulty of
choosing something for relatives
and friends who already 'have
every thing'.
Perhaps we have allowed
ourselves to be blinded by what
we think is a good enough gift; we
feel we must pay a certain price
before the present is worthy of
the receiver.
Of course, this is wrong and it
seems to me that in the boutiques.
and other stores as well, there
has never before been such an
array of beautiful, colorful ar-
ticles at reasonable prices.(A case
in point) last week after carefully
looking for 'just the right thing' I
purchased some lovely, old print
place mats and some of the
brighest, snazziest teatowels you
could ever imagine, I'm sure both
will bring joy to therecipientsand
neither cost me a fortune.)
And this year, as I open each of
my gifts, I'm going to savour
every one for I know it will have
cost the giver much careful
consideration and precious time
from his or her busy schedule.
And just forme! It's spine tingling
and something for which to give
humble thanks. At this time of the
year, more than at any other, I'm
always struck by the reflection of
all the people who really care for
me and who enrich my life
beyond measure.
And who could ever forgo
hanging the house with Christ-
mas 'trappings'? Each year as
you unpack the decorations don't
the; -memories just rush out.
There's the funny dough elves
each of the kids made one
Christmas many years ago; and
there's the angel made out of
Sis's first doll and lovingly
dresSed in gauze and tinsel by a
grandma now gone. A lopsided
Santa Claus constructed from red
paper and cotton batting in
Junior's kindergarten days is once
more hung on the tree to execute
his funny dance, Each decoration
brings forth its own special
memories of Christmases gone
by.
Christmas is a wonderful,
pulsating, happy, exciting,
glorious time. Let's not get hung

up in the 'trappings' but rather
see them as a kind of worship to
the King who often told us to be
joyful.
Perhaps we would enjoy the
season more if we made out a
special shopping list that a friend
sent to me recently, It's called;
I Must Go Shopping
I must go shopping today ! I am
completely out of generosity and
must get some more.
I also want to exchange the
self-satisfaction I picked up the
other day for some real humility.
They say it wears well.
I must look at some tolerance,
which is worn, as a wrap this
season. I saw samples of kind-
ness. Well, I'm a little low on that
and one can never have too much
of it,
And I must try to match some
patience. I saw it on a friend. It
was so becoming and might look
equally well on me,
I must remember to get my
sense of humour mended and
keep my eyes open for some
inexpensive goodness, It's sur-
prising how one's stock of good is
depleted.
Yes, I must go shopping today!
