The Israeli is cool and tough, the Arab proud and bitter. Will the gulf of distrust and hatred that divides them ever be closed? Who has the wisdom to resol ve t h a t n e c e tshsei t adteeps l sour cahb bi ea ssei at situation st i oans hijacking, murder by mail and the killing of innocent civilians in border skirmishes; a situation that threatens to plunge the whole mid-east into war. Certainly I am not wise enough to fathom a solution. I only know there are over a million innocent victims who suffer untold deprivations and unbelievable hardships. These are the poor souls who live in refugee camps. Some of them have been the pawns of three wars , 1948, 1956 and 1967. While in Israel last June a group of us received permission to visit an Arab refugee camp not many kilometers from Jerusalem, The name of the camp is Kalandia, located in what used to be Jordan and which the Arabs now call occupied territory and which the Israelis say is part of Israel. Here we met and talked with the administrators of the camp and with a few of the residents. The population is around 3,300, roughly the same as Exeter. Imagine, if you can, the entire population of Exeter being forced or frightened out of their homes and setting up make-shift shelters and facing the many problems thus created. Camp Kalandia, one of hun- dreds, was established sometime in 1949 and initially all the residents were sheltered in tents. Primarily tents were used because they afforded immediate shelter; because it was expected opeace would soon be negotiated and the people could return to their original homes, However, by 1951 when it became apparent the refugee problem was going to be a long term one the United Nations Relief and Works Agen- cy embarked on a program of exchanging tents with built shelters; first of huts con- structed of rough stones and sub- sequently by cement blocks. These 9' x 9' huts cost around $100 and each houses one family. Water is distributed to the pop- ulation through six watering points with a total of 30 taps and each person is allotted about two and one half gallons per day for drinking, cooking and washing. There is one toilet for each 50 people. The administrators told us they try to see the inhabitants get around 1,000 calories a day. The United Nations Relief Work Agency was set up in 1949 under the General Assembly. Nations contribute to this work voluntarily so there is never a fixed amount that can be depended upon. We were told the United States is by far the largest contributor and that the eastern block of communist countries has never given assistance to refugee work, Thirty dollars per person per year is the most money ever received. That breaks down to 10 cents per day, obviously not enough to meet the needs of anyone. It does, however, supply about 15('l of what the refugee requires. He must acquire the other 8551 himself by finding work where he can or scratching out some food from a piece of rocky soil, The $30 from UNRWA is broken down as follows: 40% for relief; 13% for health and 47% for education. The refugees must supply their own schools and hospitals. We, in the west, often get a distorted view of the refugee tending to picture him as lazy, shiftless and ready to sit back to let the world take care of him. This is not generally true. For the most part they are simple, honest, decent, hardworking and surprisingly cheerful folk. We found the compound clean and the inhabitants hospitable, Their friendliness may have been partly due to the fact they were told we represented some of the people who had built and supported the health clinic on the camp. This clinic was one of the bright spots of the trip. Often, I have wondered where inter- church aid funds were dis- tributed. Here at Kalandia we saw living proof of some of the good work being accomplished. The clinic was built and is run under the auspices of World Council of Churches. We were told before it was established epidemics were rampant, Twen- ty out of 100 babies died at birth; children were thin, dull-eyed and undernourished sometimes because the mothers were ig- norant in making the most of what food they did have, The clinic administrator said better sanitation facilities and mass immunization have almost eliminated disease in the camp. There had been no epidemic in two years and a new record had bed( set in the previous six months when only one baby had died at birth. We found all the kids looking apple-cheeked and sparkling- eyed when we were there. Supplementary feeding is given free of charge for children whose parents cannot afford even these simple basics. Several mothers who live away from the camp (perhaps on small farm patches) walk five miles every day, carrying their babies to get the supplementary feeding for their children, We saw young mothers (some in their early teens) bringing their babies in for needles, check-ups and picking up powdered milk which is also supplied to those who need it. The Arabs in occupied territory are people without a country. They have no vote and most of them wouldn't vote if they could since they feel Israel is their enemy. I understood those who live in occupied Jerusalem may vote if they pay taxes. Some feel trapped in a frightening dilem- ma. It may be better for them now if they pay taxes and accept the vote but what if peace treaties are signed and Jordan reoccupies the country . . . will they then be considered turn- coats for having co-operated with the Israelis. "Shalom" (Peace) says the Israeli as he greets you on the street. "Peace" also says the Arab.
