gain by new tax plan
Ontario Ontario since 1968.
Property owners in Ontario
will be able to claim $90 plus 10
percent of their property taxes
less one percent of their taxable
income when they file income tax,
returns early in the New Year.
Tenants will be able to claim $90
plus two percent of their rent less
one percent of taxable income in
determining their property tax
credit .
Along with tax credits, two
additional programs are being
continued this year: the 25 per-
cent farm tax rebates and the $50
to $100 supplementary tax relief
grants to needy pensioners.
Eventually efforts will be made
to incorporate special relief for
farmers and pensioners into the
tax credit system.
Until the Guelph study was
completed, Ontario lacked con-
blusive evidence to support many
of the assumptions held by most
government leaders and tax-
payers. There has been no com-
parable study elsewhere
although other programs in the
United States and Britain are
discussed in the report.
Guelph proved ideal for the
purpose because it is the first
major municipality where
reassessment has been com-
pleted by provincial assessors.
Also, the average property tax in
Guelph in 1969 was $374 com-
pared with the provincial
average of $371 and the average
gross income there was $5,348
compared with the Ontario
average of $5,622,
As well as demonstrating the
regressive effects of property
taxes, particularly on low income
families and pensioners, the
study showed that the tax credit
plan can be expanded to other ,
areas of tax reform. '

Former resident passes
'Funeral services were held
Monday for Albert Vincent,
Parkhill, who passed away at St.
Joseph's hospital on November 9,
1972 in his 78th year.
He is survived by his wife, the
former Cora Desjardine, two
daughtefs, Mrs. Arthur (Sylvia)
Holmes, Valera at home and two
grandchildren. Interment was at
Grand Bend Cemetery with Rev.
E. Wattam and Rev. M. Vincent
officiating.
Pallbearers were Les Adams,
Harold Vincent, Ray Beierling,
Hubert Vincent, Ira Vincent and
Earl Vincent.
Mr. Vincent was a one time
resident of the 14th concession
and attended Blackbush school.,
Mrs. Allan Collie, London is
spending a few days with her
daughter, Mr. & Mrs, Don
Adams, Brock, Mark and Clark.
Several friends and relatives
met Monday night and
charivaried newlyweds Mr. &
Mrs. Harvey Adams.

Church Sunday morning the con-
gregation was invited downstairs
to the schoolroom where lunch
was served and a time of
fellowship together was enjoyed.

Clandeboye III "Dairy Fairies"
was held at the home of Maria
Vogels November 7 with eight
members answering the roll call.
Lemon chiffon and orange top
were made.
The seventh meeting was held
at the home of Mrs. DeJong
Saturday with eight members

The girls made a double batch
of cream puffs. One had the
regular cream filling and the
other was filled with a pudding
mixture.

The Women's Missionary
Society of Cromarty Church met
at the home of Mrs. Mervin Dow
for the November meeting with
Mrs. Charles Douglas presiding.
She opened the meeting with a
suitable poem. Scripture was
read in unison and Mrs. T. L.
Scott read a Psalm. Mrs. DoW
led in prayer.
The offering was received and
was dedicated by Mrs. Douglas.
The roll call "Tithing" was
answered by eight members.
Two visitors were also present.
Mrs. McKaig read an article on
"Tithing" including a poem,
"Lord Open My Mind." Mrs.
McKaig reported 21 visits and 18
cards sent to the sick. Mrs. K.
McKellar read an article on
"Gratitude"

Low income families in On-
tario will be able to-recover up to
42 percent of their 1972 property
taxes through income tax refunds
financed by the Ontario Govern-
ment.
The impact of the Ontario
program is shown in a staff paper
made public by Treasurer
Charles S. MacNaughton who
said it justifies government con-
cern over and action to offset the
regressive effect of property tax-
ation.
Using Guelph. which is
representative of the province as
a whole, the study found property
tax credits for 1972 will range
from $123 for low income
families to $50 for those earning
between $10.000 and $12,000. Max-
imum credit is $250.
Mr. MacNaughton said the
property tax credit plan was in-
troduced in the 1972 budget as
part of the government's con-
tinuing effort to make taxation
more equitable. The study, he
said, shows the credits made the
combined burden of income and
property taxes correspond more
closely to the ability to pay.

which have been in effect in
