TO; The Members of Council, and Ratepayers of the Corporation of the
Township of I lay.
I have examined the 1971 financial statements of the Corporation of the
Township of Hay and its local boards, which are listed on the attached
Index. My examination included a general review of the accounting
procedures and such tests of accounting records and other supporting
evidence as I considered necessary in the circumstances.
In my opinion these financial statements present fairly the financial
position of the Corporation of the Township of flay and its local
boards as at December 31st, 1971, and the results of their operations
for the year then ended, in accordance with accounting principles
generally accepted for Ontario municipalities applied on a basis
consistent with that of the preceding year.

1. CHARGES FOR NET LONG TERM LIABILITIES
Total charges for the year for net long term liabilities wervas follows:

Of the total charges Shown above, $24,795. was paid from the revenue
of the municipality and it included in expenditure, classified under
the appropriate functional headings, arid 242,688. was recovered from
Hay Municipal Telephone System for which the related net long term
liability was incurred.
2, BASIS OF CONSOLMATION
The Consolidated Italanee Sheet reflects the assets and Liabilities of
the revenue fund, the capital fund and all reserve funds of the
municipality. Trust fund assets administered by the municipality,
amounting to $432,, and the assets and liabilities 'of the local boards
have not been consolidated,

eight 'Valentines' attended this
evening meeting.
Business was conducted by
president Ada. Dinney after which
the study on Africa was
presented by Maxine Sereda. She
spoke on Southern Rhodesia of
which she is familiar through a
pen pal of many years. She had
pictures, and items sent to her,
displayed about the room.
The theme of the meeting was
Love and the ladies were divided
into groups of six to a table upon
which was a heart-shaped box. In
the box was all the material
needed to make a small red and
white paper flower which would
be taken home by one person and
presented to a shut-in or elderly
lady of her choice.
The roll call was answered by
'What specific thing in your life
makes you the happiest?' The
answers were excellent, the most
frequent having all the family
home together,
Audrey McDonald, Velma
Carroll, and Norma Hooper
assisted in the worship service
along with Ada Dinney who
contributed an old-fashioned
prayer, the words of which have
not been outdated by time.
The subject of discussion by the
group was to tell of a person in
their lives whom they respect,
love and admire greatly. The
answers were varied.
A new song, taken from the
February Observer, was sung
called "Let's Live Love," It was
followed with a charade contest
of song titles.
Ann Cann and her group served
lunch.
Roy Alderson celebrated his
80th birthday February 20. Open
House was held at the home of his
son Bruce at Parkhill. A pleasant
time was spent visiting with
friends and relatives present.
Leona Alderson and Mrs. Ruth
Schaber of Oshawa spent the
weekend with Mr. & Mrs.
Alderson and Mabel, and at-
tended the Open House for their
father.
Mr. & Mrs. William Dougall,
Mr. & Mrs. Roy Pepper, and
Garnet Hicks are attending the
Fair Board Convention in
Toronto.
MT. CARMEL
The regular monthly meeting
of the P.T.A, was held in the
Mount Carmel School gym
February 10. There was a large
attendence,
Robert Robichaud presided
for meeting. After a brief
business meeting, the teachers
conducted group discussions on
Discipline. The results were read
by the leaders of each group and
recordings from some of their
ideas on how to handle situations
of this nature.

conclusion of the meeting

Russell have returned home from
a very pleasant visit for the past
three weeks in Florida.

with her mother Mrs. Laura

accompanied by Mr. & Mrs. Bob
llama titer, Zurich, have returned
home from a holiday in Florida.
The Youth of the parish held a
successful Valentine social
evening. One hundred and
seventy-five young folk were
present.
Peter Steeper provided the
music for the event.
Too many people are thinking
of security instead of
opportunity. They seem more
afraid of life than death.

Rohde entertained at the bridal
shower for Judy Ferguson bride-
elect of March. The shower was
held in the church Tuesday
evening.

selection for our anniversary.
Noble Grand Lorette Ball gave
the lodge a crocheted bedspread
on which tickets will be sold.
A dessert euchre will be held in
the afternoon March 15 and
members will journey by bus to
Thamesford March 22 to attend
meeting at Springtime Rebekah
Lodge.,
Following the business meeting
TelliePollen gave a reading "My
Valentine", Stella Dixon a piano
solo, and Audrey MacGregor a
reading "Cures for the Common
Cold." Two contests were en-
joyed and lunch was served.
